The Ministry of Foreign Affairs stated that on 4 July 1997 the Joint Committee of the European Community and the European Free Trade Association (ES- EFTA) "Common Transit Scheme" Resolution No 1 / 97 concerning the extension of the prohibition on the use of the global guarantee issued by resolutions No 1 / 96 and No 2 / 96 of the Joint Committee of the European Community and of the European Free Trade Association "Common Transit Scheme" published under No 211 / 1996 Coll. *)
Resolution No 1 / 97 entered into force on 1 August 1997 on the basis of Article 3 and entered into force on that date for the Czech Republic.
The Czech translation of the resolution is announced simultaneously.

EC-EFTA Joint Committee "Common transit procedure"
of 4 July 1997
concerning the extension of the prohibition on the use of the global guarantee issued by resolutions No 1 / 96 and No 2 / 96 of the EC-EFTA Joint Committee "Common transit procedure"
Joint Committee -
based on the Convention of 20 May 1987 on a common transit procedure, 1) in particular Article 34a of Annex II, 2)
taking into account the following reasons:
On a proposal from one or more Contracting Parties, the application of the global guarantee may be temporarily prohibited in accordance with Article 34a of Annex II for goods presenting an exceptional risk of fraud.
By Resolutions 1 / 963) and 2 / 96,4), which were extended by Resolution 5 / 96,5), the Joint Committee adopted measures temporarily prohibiting the use of the global guarantee for the transport of cigarettes falling within subheading 240220 of the Harmonised System and other sensitive goods listed because of the exceptional risk of fraud associated with the regime.
The Contracting Parties have re-examined the goods referred to in the above resolutions and have concluded that for certain types of goods listed in Appendix to Resolution No 2 / 96 there is no longer an exceptional risk of fraud justifying the prohibition of the use of the global guarantee.
However, the risk persists for other goods listed in the Appendix and for cigarettes listed in Resolution No 1 / 96.
The Joint Committee therefore considers it necessary to extend the prohibition on the use of the global guarantee for these goods for a further five months -
He decided:
The measures issued by Resolution No 1 / 96 of the EEA Joint Committee "Common transit procedure 'shall be extended for a period of five months.
The measures issued by Resolution No 2 / 96 of the EEA Joint Committee "Common transit procedure 'shall be extended for a period of five months for the goods listed in the Appendix to this Resolution.
This resolution shall enter into force on 1 August 1997.
