on the National Economy Development Plan of the Czech Socialist Republic for 1981
The Czech National Council decided on this law:
The basic objective of the State Plan for the Development of the National Economy of the Czech Socialist Republic for 1981 (hereinafter referred to as the "State Plan of the Republic") is to ensure further smooth and proportional development of the national economy, in particular by increasing the efficiency and quality of all work, and on this basis to achieve further improvement of the level of satisfaction of the physical and cultural needs of the population and the consolidation of its social security.
(1) The main tasks of the State Plan of the Republic are:
(a) to achieve 2.2% national income growth in the Czech Socialist Republic and to cover most of its growth (94.6%) by increasing social productivity;
(b) ensure that the planned growth of national income is ensured by appropriate sectoral development; while increasing industrial production by 1.9%, construction by 3.1% and agricultural production by 1.9% in sectors managed by the Government of the Czech Socialist Republic;
(c) to ensure further strengthening of the role of science and research, the concentration of the research and development base to address the critical tasks of developing the national economy and to increase the technological and economic level of production and product quality;
(d) to secure supplies to market funds in order to gradually improve their product mix in relation to population requirements;
(e) ensure delivery for export in such a way as to maximise the contribution to the cover of import needs; the active participation of the authorities of the Czech Socialist Republic to deepen socialist economic integration with the member states of the Council of mutual economic assistance;
(f) to ensure maximum economy in the consumption of raw materials and materials, fuels, energy and fuels, their highest possible production appreciation and versatile conditions for reducing energy and material production performance;
(g) to create conditions for a more consistent improvement of the quality, technical level and operational reliability of the production produced, for greater implementation of product innovation and for the introduction of new products requested;
h) Investment resources for sectors managed by the Government of the Czech Socialist Republic in the range of around 61 billion Kčs consistently focus on the completion of construction and the putting in service of capacity, focusing on the modernisation and reconstruction of selected basic resources and on safeguarding social priorities;
(i) to continue to pay more consistently according to the results of the work;
(j) the development of the various areas of the Republic to focus on further growth of their economic base in line with the needs of the single Czechoslovak economy.
(2) In order to carry out all tasks of the State Plan of the Republic, it is necessary to make consistent use of the measures taken to improve the system of planned management of the national economy after 1980.
The Government of the Czech Socialist Republic may, in the context of the preparation of the State Plan for the Development of the National Economy of the Czech Socialist Republic for the years 1981 to 1985, make adjustments to the State Plan of the Republic even if it deviates from the indicators referred to in § 2 (1) (a) and (b).
This Law shall take effect on 1 January 1981.
