Principles for further deepening the National Assembly
The conclusions of the XII. Congress developed the guiding principles of our socialist statehood, particularly in the direction of deepening socialist democracy. Measures have been taken to strengthen the position and influence of the working class as the decisive force of our society and to increase the influence of all citizens on the administration of the state, on the management of economic and cultural construction, on improving the work of the state apparatus and on strengthening popular control over its activities.
These main principles are specifically reflected in the activities of all state bodies, in particular in the work of all representative bodies, which are guided by policy, as expressed by the Communist Party of Czechoslovakia, which is headed by the National Front.
Our socialist state faces complex new challenges, which are linked to the need correctly, according to the objective needs of the development of the whole socialist society and, in particular, its materially technical base, and according to the state of moral and political unity of the people, to express and ensure, in practice, even to apply the social, universal interests of the workers. The decisive criterion for assessing the activities of all the authorities of our state is precisely the extent to which the actual needs and interests of all the people in the various sections of social life are ensured by the individual authorities.
According to our constitution, the National Assembly is the highest authority of state power and the only national legislature. The Constitution defines the competence of the National Assembly in Article 40-49 by requiring it to act actively in order to fulfil the tasks of the Socialist State, to negotiate and to decide on fundamental issues of internal and foreign policy, to resolve and monitor the implementation of the laws, in particular to approve long-term plans for the development of the national economy and the state budget and to examine how they are implemented. It also requires it to check how other state bodies perform the tasks of economic and cultural construction of the State. The status of the National Assembly in our society is an important evidence of socialist democracy and democratic centralism.
As a result, the documents of the highest authorities of the Party, based on the Resolution XII. of the Congress of the Czech Republic, stressed that the National Assembly was to become a truly working institution for elected representatives of the people, consistently carrying out the tasks assigned to it by the Socialist Constitution, in particular in the control of all the articles of the State Department and in active participation in the growing tasks of the economic and cultural construction of the developed socialist society. The activities of the National Assembly, its institutions and Members must be understood as work linked to the active enforcement of the Party's policy and the safeguarding of the resulting state tasks. Such a concept of the function of the National Assembly places great demands on the work of all Members and all the bodies of the National Assembly, in particular its committees, in which the centre of gravity must be the control and initiative of the National Assembly.
The main way to strengthen the role of the National Assembly in accordance with the Constitution is both in increasing the control function of the National Assembly and in further development of legislative action. In carrying out these tasks, the National Assembly shall direct the activities of all state bodies to ensure all key tasks, the performance of which shall decide on long-term developments in our society.
When implementing legislative powers, laws should be enumerated, people should be made aware of them, thus creating the preconditions for the direct participation of citizens in their implementation and for increasing the participation of workers in the management of the state. At the same time, the National Assembly shall ensure and ensure that non-compliant laws and regulations are amended in a timely manner in line with the needs of society.
Under the Constitution, Members of the National Assembly, its committees and the Bureau have the right to draft laws. It is essential that this initiative is further developed in the spirit of the Constitution.
For the correct performance of all tasks The National Assembly is a prerequisite for living with citizens. The Member must be well aware of the situation and problems in his constituency. To adapt the forms of work of Members of the National Assembly. An important constitutional obligation for Members of the National Assembly is their close cooperation with the national committees and their Members.
In the work of the National Assembly, its institutions and Members, to ensure their active participation in the development of our socialist society by promoting all progressive ideas and putting them into practical life. With criticism of the shortcomings, Members also combine active assistance to eliminate them.
In all its activities, the National Assembly shall develop the relationship between co-operation and other state bodies and shall apply a high degree of complexity to them. The aim of the check carried out by the National Assembly is to continuously increase the responsibility of the managing state and economic authorities towards society for carrying out the tasks set out and for the consistent safeguarding of social interests.
In relation to the Slovak National Council, The National Assembly of the Slovak National Council is an organic part of the entire representative system in our state. It is not only a Slovak national body, but also a national article of national political and economic governance for Slovakia, whose task is directly to co-create and also to co-secure national policy. It is therefore necessary for the National Assembly to build on this position of the Slovak National Council, to deepen and to assist in the development of its tasks.
The National Assembly deals regularly with the construction and organisational work of the National Committees, addressing the fundamental problems of the activities of their entire system and taking measures to improve their work. It is concerned with whether the methods of work of the national committees and their organisation contribute to ensuring all tasks of the national committees. The National Assembly shall also monitor how the government manages and controls the work of the National Committees in the performance of their tasks, in particular in the areas of economic, cultural, health and social affairs, in ensuring the protection of socialist property, socialist order and in strengthening the defence of our Republic.
The relations between the National Assembly and the entire system of democratic elected bodies of popular control are also an important aspect of the unifying function of the National Assembly throughout the system of democratic institutions of our state. The National Assembly directs the activities of the people's control bodies while relying on their experience. It is based on the fact that the Central Commission of People's Control and Statistics is the control body of the Government, and from this point of view, the National Assembly approves and coordinates the Central Commission's work plan for People's Control and Statistics.
In order to further consolidate socialist legality, The National Assembly also monitors the activities of our courts and uses this knowledge in its legislative and control activities.
The National Assembly has great tasks in promoting our peaceful Lenin foreign policy and the principles of peaceful coexistence between countries with different social structures, in deepening friendship between nations, in strengthening world peace and in deepening cooperation, particularly in the areas of political, commercial and scientific and cultural matters.
In their activities, the National Assembly and its bodies rely on cooperation with the Revolutionary Trade Union Movement, the Czechoslovak Youth Union and other social organisations of workers.
The National Assembly, all its institutions and individual Members work as planned. Plans shall be drawn up on the basis of effective consultations. They are based on Members' experience and initiatives.
Plenary meeting of the National Assembly
It shall perform its functions: The National Assembly, particularly in its plenary meetings, is discussing and approving the fundamental issues of the economic, political and cultural construction of our state.
In plenary meetings of the National Assembly, it is necessary to exercise the constitutional powers of the National Assembly as the highest link between the representative system and the entire system of state bodies. The Plenary Meetings of the National Assembly therefore discuss, in particular, fundamental issues of economic, political and cultural construction in addition to the laws and international treaties. These are conceptual issues affecting the fundamentally long-term development of our society as a whole and its fundamental aspects - economics, culture, living standards, state defence, socialist legality, foreign relations, etc. The Plenum of the National Assembly focuses the activities of the entire state body on crucial tasks and their implementation, as required by the needs of the development of our socialist society. In the way and the results of the discussion of fundamental issues, the National Assembly exercises its influence on other state bodies.
Special care is given to the plenary of the National Assembly to discuss and approve the national national economic plan and the state budget, or to make serious changes.
Improving the activities of the National Assembly plenary meetings and increasing their social function requires improving the control function of the National Assembly plenary meetings vis-à-vis all state bodies, especially the government as a collective executive body, as well as individual ministries, the Slovak National Council and national committees. The Government reports to the National Assembly on its activities, on the activities of the National Committees and on how it handled the recommendations of the National Assembly. In particular, the National Assembly shall monitor the fulfilment of the national economic plan and the results of the management of the entire operation of the national economy in order to meet the needs of the workers, and the use of all resources in such a way as to avoid waste of social work and degradation of products. It also monitors the security of our state and the implementation of foreign policy. It takes the necessary measures to remedy it.
A significant component of the control carried out by the National Assembly is control of compliance with the socialist constitution and legality, associated with a systematic examination of the practical effectiveness of laws and other legislation. The Plenary Meetings of the National Assembly are based not only on reports on the state of compliance with the socialist lawfulness submitted by the President of the Supreme Court and the Attorney General, but also on the experience of Members and their knowledge of the state of socialist lawfulness.
In plenary meetings of the National Assembly, Members apply their personal knowledge and experience as well as the views and opinions of their constituents. Debates on the issues under discussion serve to apply criticism of the shortcomings in the work of the state authorities and to identify the causes of these deficiencies and aim to correct and improve the work of those authorities. At the same time, in plenary meetings of the National Assembly, the interpelling right of Members of the National Assembly vis-à-vis the Government and its members must be exercised, as appropriate, in matters which could not be dealt with directly at the places, districts or regions or which were not under the jurisdiction of the lower authorities. Members' right to ask questions must also be applied more widely to senior state and economic officials directly responsible for solving certain problems, meeting national economic plans and meeting citizens' needs.
In the activities of the plenary The National Assembly needs to develop a practice of resolutions on binding measures to ensure the further development of our society. Such a practice will lead to a further increase in the specific responsibility of all state bodies towards the Supreme Council.
Development of the management activities of the plenary The National Assembly calls for further deepening of working relations with the Slovak National Council and local councils - national committees. The Plenum of the National Assembly is discussing the activities of the Slovak National Council.
In order to ensure close relations between the National Assembly and the National Committees, it is appropriate to invite the National Assembly Chairman of the Regional National Committees or other National Committee functionaries to meetings, in particular when discussing the activities of the National Committees or other important issues relating to the National Committees.
Proposals of laws and international treaties are usually justified by those who submit them at the plenary meeting of the National Assembly. This creates conditions for greater responsibility for those who submit proposals. This procedure will enable the competent Committee of the National Assembly to give its own opinion on the draft law or other proposal submitted.
Bureau of the National Assembly
The Bureau of the National Assembly shall, at a time when the National Assembly does not sit, perform its functions to the extent provided for in Article 60 of the Constitution, in particular by taking legal measures which shall be subject to the additional approval of the Plenary Meeting of the National Assembly.
The Bureau of the National Assembly shall continue to monitor the performance of the fundamental tasks of the economic and cultural construction of the socialist society. It focuses the work of the National Assembly on performing these tasks. The Bureau shall prepare the plenary meetings of the National Assembly and shall be responsible to the National Assembly for their content.
The Bureau of the National Assembly shall be based on the activities of the National Assembly Committees, shall manage and coordinate their work and shall approve their work plans. It is responsible for the state of work of the committees. It provides the conditions for the work of committees and their chairmen, in particular their awareness of all important issues relating to the development of the national economy, political and cultural construction.
The Bureau of the National Assembly shall, on its own initiative or at the initiative of the Committees of the National Assembly, discuss and, where necessary, adopt resolutions or recommendations on matters of economic and cultural construction; in particular, participate in the preparation of long-term and annual plans and the State Budget and ensure that they are discussed in the National Assembly bodies. If the nature of the case so requires, the relevant member of the government shall attend the hearing. Implementation of the resolutions adopted by the Bureau of the National Assembly shall be regularly monitored. It also ensures effective control of the implementation of the laws, the resolution of the National Assembly and the recommendations of its committees; making use of the knowledge and conclusions of the Central Commission for People's Control and Statistics. At the same time, it directs the control activities of the Central Commission of People's Control and Statistics to assist the control function of the National Assembly. To this end, the Bureau of the National Assembly shall discuss and approve the work plan of the Central Commission for People's Control and Statistics.
The Bureau of the National Assembly shall perform its tasks in close cooperation with the Government and its bodies. It shall ensure that the activities of the Bureau of the National Assembly and the Government are coordinated with each other. It shall check and assess the fulfilment of the tasks set out in the national economic development plan. It shall accept the necessary measures or draw the attention of the Government to the need for action within its own competence.
The Bureau of the National Assembly shall also perform its tasks in close cooperation with the Bureau of the Slovak National Council. It shall ensure that the needs of the economic and cultural development of Slovakia are taken into account. At the same time, it creates favourable conditions for the development of the Slovak National Council legislative initiative in relation to the National Assembly. It provides the necessary assistance to the Bureau and other bodies of the Slovak National Council and is responsible for developing close working relations of the National Assembly Committees with the authorities of the Slovak National Council; the joint meetings of the Bureau of the National Assembly and the Bureau of the Slovak National Council are also organised to address fundamental issues.
The Bureau shall manage the development of foreign contacts of the National Assembly. In particular, it concerns contacts with other countries' parliaments and the activities of the Czechoslovak group of the Interparliamentary Union. The Bureau shall draw up a plan of foreign contacts in consultation with the relevant parliaments of the other countries and in cooperation with the Czechoslovak Central Authorities.
The Bureau of the National Assembly shall submit regular reports to the plenary of the National Assembly, which shall also evaluate the activities of committees or other bodies of the National Assembly. It also informs the plenary in the reports on the foreign relations of the National Assembly.
The Bureau of the National Assembly shall also evaluate the way in which complaints from workers sent to the National Assembly and its bodies are handled.
The Bureau of the National Assembly shall also ensure that the activities of the National Assembly and its bodies are informed to the public by all means.
The Bureau of the National Assembly shall draw up a work plan based on the main tasks set out by the highest party bodies, the plenary of the National Assembly and the Government and shall be coordinated with the work of the Government.
National Assembly Committees
The centre of work of the National Assembly is in its committees, which the National Assembly establishes for the main sections of state and social activity as its working and initiative bodies. The committees shall work according to a plan approved by the Bureau of the National Assembly and shall carry out the tasks assigned to them by the plenary or the Bureau of the National Assembly. The draft plans shall be drawn up by committees on the basis of discussions with the departments and with the Central Commission for People's Control and Statistics. In doing so, they shall be based on the tasks set out by the highest party authorities, the plenary or the Bureau of the National Assembly, as well as on proposals from individual Members. Committees may propose to the Bureau of the National Assembly an amendment or amendment to the plan, in particular on the basis of their members' initiative proposals.
The National Assembly Committees organise their work so that Members can exercise their knowledge of the constituencies and confront them with government activities. The chairmen of the committees must ensure that the members of the committee are informed of the resolutions of the Bureau of the National Assembly and of the important resolutions of the party and other institutions. The work of the National Assembly committees will lead to a deeper analysis of the fundamental problems, to the identification of the causes of the various shortcomings and to the adoption of concrete conclusions.
The National Assembly committees are actively involved in developing fundamental issues in the direction of development of individual areas of national economy, political and cultural life. The committees are discussing the issue of annual plans and state budget already during the preparation of indicative tasks, i.e. when a variant solution is still being considered. The relevant members of the government shall, before discussing the plan in the National Assembly committees, inform the committees on the overall issue of the preparation of the annual plan. The Government shall inform the Bureau of the National Assembly of how it has been respected in the indicative tasks of the recommendations of the Committees.
The National Assembly committees also examine how the state budget provides the tasks of the State Plan and assesses the results of the State's management.
The National Assembly committees continue to discuss and monitor the fulfilment of the crucial tasks of economic and cultural construction. The Ministers and the Heads of the other Central Authorities shall inform the relevant National Assembly Committees of the measures which are of major importance. They shall also inform the committees of the reasons and objectives for the solution being processed, the underlying problems associated with the proposed solution, etc. In this way, it is ensured that Members of the National Assembly are thoroughly acquainted with the proposed solution and that they verify it in the constituencies in sufficient time before the National Assembly committees are held. The discussion of the matter in the National Assembly Committee will allow the central authorities to know the opinion of the National Assembly committees when discussing basic measures.
National Assembly Committees monitor how management bodies secure social interests, how they remove bureaucratic forms of work from management activities, and how they effectively help with active participation of workers to ensure the performance of tasks in subordinate bodies and organisations. If the National Assembly Committee finds shortcomings in the performance of tasks in economic and cultural construction, it shall act on a recommendation to the relevant member of the Government or to another Head of Central Authority. The members of the government and other central authority heads are obliged to discuss and communicate the measures they have taken on this basis, in particular how they have addressed the shortcomings and their causes. In serious cases, the Committee may submit a proposal for a solution to the Bureau or to the plenary of the National Assembly with a recommendation for a binding action.
The National Assembly Committees shall monitor the implementation of their recommendations and proposals as well as of binding measures by the Bureau and the National Assembly plenary. In the control activities, the committees shall be based on the findings of the other audit bodies, in particular the Commission of People's Control and Statistics.
The National Assembly's important tasks in simplifying the rule of law and in caring for its clarity and clarity are already ensured by the National Assembly Committees. To this end, the committees shall discuss the principles of the forthcoming laws and shall give their opinion on them, in particular on the basis of the experience gained by committee members in their constituencies. Members of the Government and other central authority leaders shall be required to submit to the National Assembly committees the principles of the laws being drawn up in a timely manner, together with political and economic analysis justifying the issue of a new law or the amendment of the existing law. Similarly, the principles of the forthcoming international treaties, to which the National Assembly gives its consent, are discussed.
Members of the government and other central authority heads shall also be obliged to allow designated members of the Committee to participate in the discussion of the fundamental issues of the proposed laws, to acquaint them with the preparation of the law and to provide them with the necessary information and documentation. In committee, the draft law shall be justified by the relevant Minister or Head of State. At the same time, it is necessary to submit to the National Assembly Committee the draft implementing provisions so that the Committee can assess whether they are in conformity with the law and whether they are understandable.
National Assembly Committees regularly monitor the scope of important laws. In doing so, they also examine whether the implementing provisions issued during the period of validity of the Act are in conformity with it and whether they correspond to the objectives envisaged by the Act. To this end, ministers and other central authority leaders shall inform the National Assembly committees of major changes to the implementing provisions that take place during the implementation of the law.
On the agenda of the committees, regularly include comments and suggestions from voters from the constituencies of Members, where their execution does not fall within the competence of local, regional or regional authorities or the competence of the Slovak National Council and where they affect important interests of society.
National Assembly Committees work closely with members of the government. They shall have the right to invite and request information and reports from members of the Government and representatives of other State bodies to their meetings. In particular, members of the Government shall be obliged to inform the Committee of the performance of the economic and cultural construction tasks. If they are unable to attend committee meetings themselves, they shall be obliged to ensure the active and proactive participation of the responsible staff of their departments, as a rule of law, and to ensure that the questions and suggestions of Members can be answered as far as possible in committee proceedings.
The National Assembly Committees also cooperate closely with the Slovak National Council commissions and inform them of their actions and allow members of the commissions to participate in their meetings and other activities. On the basis of mutual agreement between the National Assembly Committees and the Commission of the Slovak National Council, joint meetings shall be held and, where appropriate, work units shall be established, in particular for the preparation of serious legislative measures.
When discussing important issues concerning national committees, the National Assembly committees invite representatives of national committees, in particular representatives of regional national committees, to their meetings.
In order to carry out their tasks, the National Assembly committees create assets from practitioners and science. The National Assembly Committees also set up commissions to address certain issues. The composition of the assets and the commissions shall be determined by the Committee in such a way as to guarantee, in particular, a professional assessment of the relevant issue. The Committee shall designate one of its members as Chairman of the Commission. The other members of the committee may not be members of the committee. The Presidents of the Committees shall inform the Bureau of the National Assembly of the composition of the assets.
Members of the National Assembly
The working character of the National Assembly requires Members to work actively and actively in their constituencies and in the National Assembly and in its bodies, to help bring the laws into life, to check how the laws are actually implemented and to respond directly to their constituents. Members must therefore be in constant contact with the workers, carefully examine the initiatives of their constituents and apply their knowledge and experience in both the National Assembly and plenary bodies.
Members of the National Assembly are based on the opinion and will of voters, assessing their incentives and demands in terms of social needs. They face such demands that are contrary to the interests of society. This helps to effectively remove narrow, local and often selfish aspects from our lives that cannot contribute to the proper development of our society.
These principles must be adapted to the forms of work of Members in the constituencies. First of all, it is essential that Members of the National Assembly at races, villages and citizens' meetings explain the fundamental issues of the development and management of our society and gain them for active participation in the performance of tasks. This requires Members to be fully aware of the party and government documents.
Members shall continue to focus on direct contacts with voters in order to be able to ascertain their views, to accept their suggestions and complaints. In doing so, it is essential that Members of the National Assembly, in close cooperation with the Members of the National Committees, ensure that legitimate complaints and good initiatives are dealt with. They therefore have the right to contact the national committees and their Members and other bodies in the places, districts and regions, drawing their attention to the shortcomings thus identified. If there are fundamental issues which have not been resolved on the ground and which are such that they need to be addressed by the central authorities, they need to be addressed by Members in the relevant committees and, depending on their nature, by the National Assembly plenary.
Members shall discuss in good time the draft principles of the new laws and, later on, the draft laws with their constituents, national committees, or other national and social bodies. This requires Members to receive appropriate material in time. Such discussion will allow Members to interpret voters' views on new legislation, and the National Assembly committees can, after careful consideration of national interests, assess and use these views in legislative or control activities. Members of the National Assembly are watching how the laws are being implemented in practice and whether some of their provisions have failed. Such knowledge is used in the work of the National Assembly bodies. Tackling the work methods of each Member.
In their activities in the constituencies, Members of the National Assembly base their work plans on effective consultations. They shall also base their work plans on the plans of the Bureau and of the National Assembly committees as well as on the main tasks of the relevant national committees.
On the basis of their work plans, Members attend competitions, single agricultural cooperatives, cultural and health facilities, offices, etc., in their constituencies. This interaction between Members and voters is particularly appropriate because it allows Members to become more aware of the political and economic situation of the constituencies and to use this knowledge both between voters and at work in the National Assembly. It is advisable for Members to link these visits to public meetings, meetings, meetings, assets, convened party bodies, national committees and organisations in the National Front.
As a general rule, Members shall speak at the assets, working conferences and meetings which discuss important current problems of economic and cultural construction. Assets, working conferences and meetings are a source of information and experience for Members' own work, both in the constituencies and in the national assembly bodies, while at the same time giving the possibility for Members to exercise and promote national interests.
The Members also acquaint citizens with the resolutions of the Party and the Government and with the new laws, explaining what tasks they have to do for the district, for the national committees, for the races, for the JZD etc., and for the citizens to carry them out.
Effective form of contact between Members The National Assembly with workers is cooperation with regional and district press, racing magazines, regional radio and television broadcasting. This cooperation of Members enables a wide range of voters to shed light on the work of the National Assembly and its institutions as well as on the participation of individual Members in this work.
One of the fundamental obligations of Members is to account voters for their activities. Members fulfil this obligation by informing their constituents of their work in both the constituency and the National Assembly and its institutions. It does so in speeches at public meetings, meetings, press, radio etc. The importance of meetings and meetings, where Members make up their accounts of their activities, calls for them to be carefully prepared so that as many voters as possible can participate actively.
The cooperation of Members of the National Assembly with the National Committees and their Members is important. Members also cooperate closely with Members of their national committees in terms of coordination and division of work, drawing on them knowledge of the situation and issues that occur in the constituency. This brings them to the national committees. This will also enable Members of the National Assembly to deal with local problems in particular by members of national committees.
Members of the National Assembly help national committees to continue to fulfil the growing tasks of national committees in the economic, cultural, health and social construction of their territorial districts in line with national tasks and social interests. Close cooperation between Members of the National Assembly and their Members is a guarantee that the problems and experiences of the National Committees will affect and enrich the work of the National Assembly and its bodies.
Members of the National Assembly attend meetings of regional and regional national committees. They may also attend meetings of the Councils of the National Committees, in particular if this is appropriate in view of the nature of the case. They shall cooperate with the commissions of the national committees, in particular those which correspond to their activities to those of the National Assembly in which Members are included. In doing so, they are actively acting, proposing solutions to various problems, taking into account national interests and using the experience gained in meetings of the National Assembly committees.
Members of the National Assembly also rely on cooperation with other state authorities in their activities in the constituencies. They consult, for example, on the committees of popular control and statistics, on agricultural production administrations, on the authorities of state arbitration, prosecutors and security, on the state of socialist legality in electoral districts and on measures aimed at preventing and preventing violations of socialist law and the rules of socialist coexistence.
Members also rely on the authorities and organisations of the Revolutionary Trade Union Movement, the Czechoslovak Youth Union and other social organisations in their activities in their constituencies, taking part in their meetings, etc.
The work of Members depends on the National Assembly to be able to fulfil the tasks assigned to it by the Bureau of the Czech Republic on deepening the activities of the National Assembly:
right, the knowledge of the matter, based on the activity and initiative of the masses working from a variety of areas of social life to ensure truly all-social needs and to organise the efforts of the whole state and the activity of millions of workers to carry out the tasks on which the successful development of the whole society depends. In so doing, there should be no overriding of the partial interests and egotistically understood needs of the minority over the interests and needs of all the people.
All activities of the National Assembly and its Members will serve to further develop socialist statehood, thus helping further improve our socialist democracy, expand the participation of workers in state administration and economic governance, strengthen the political and moral unity of our society, safeguard the country's defence, guard the revolutionary capabilities of the people and create conditions for the development of all its creative capabilities.
