Regulation establishing uniform principles for enterprise statistics

Government Regulation
of 12 July 1949
laying down uniform principles for business statistics.
The Government of the Czechoslovak Republic hereby orders pursuant to § 1, § 1 and § 2 of the Act of 16 May 1946, No 116 Coll., on the Single Organisation of Corporate Councils (hereinafter referred to as "the Act"):

Část první.

Business statistics tasks.
§ 1.
In business statistics organised under this Regulation, figures are obtained, processed and analysed on the status and development of mass phenomena from the activity of the enterprise directly or concurrently (statistical monitoring of business phenomena).
§ 2.
(1) Business statistics must provide supporting documents in particular for:
(a) the establishment and monitoring of a single economic plan;
(b) planned management, economy and control of the business's management;
(c) other fields of business.
(2) Business statistics must be in such a way as to enable the mutual verification of the figures for business phenomena, if they are also recorded, to be in relation to other business statistics.

Organisation of corporate statistics.
§ 3.
Business statistics must be organised in such a way that the figures on business phenomena are so complete that they are best placed
(a) recognise the status and development (movement) of the statistically monitored business phenomena; and
(b) clarify the relationship between the statistically monitored business phenomena.
§ 4.
The State Planning Office provides in the binding directives provided for in Section 2, paragraph 1 of the Act ("the binding directive ').
(a) the types of business events which must be statistically monitored in enterprises of each economic sector;
(b) the material, local and temporal definition of the statistically monitored business phenomena;
(c) details of the extent and manner of statistical monitoring of business events.
§ 5.
(1) Figures relating to business events are obtained mainly from the entries of other branches of the enterprise, following documents relating to them or from other business records and documents (indirect acquisition).
(2) The direct acquisition of figures on business events shall be limited to the statistical monitoring of business events for which there is insufficient evidence in the undertaking referred to in paragraph 1.
§ 6.
(1) Numerical data on corporate events must normally only be expressed in simple (absolute) numbers in company statistics.
(2) The figures for corporate events must also be expressed in relative numbers when they are processed and analysed in company statistics,
(a) the calculation of the indicators provided for in the single economic plan; and
(b) in other cases, where mandatory directives so provide.
§ 7.
Processed and analysed data on business events shall be recorded in the statistical statements.
§ 8.
(1) The statistical statements must contain, in addition to the figures for business phenomena of at least:
(a) the designation of the organisation unit (plant, undertaking, central authority and such.) which is required to monitor the business phenomena statistically;
(b) a heading indicating the content of the statistical statement, taking into account the type of business phenomena statistically monitored [§ 4 (a)];
(c) the material, local and temporal definition of the statistically monitored business phenomena.
(2) Further details of the statistical statements may be laid down in the binding directives, if this is required to fulfil the tasks of business statistics.
§ 9.
The binding directives may specify:
(a) a uniform model for the statistical statements, in particular as regards the statistical monitoring of business events, carried out for the purpose of monitoring or in connection with the single economic plan;
(b) a uniform way of graphical representation in connection with the processing and analysis of enterprise figures.
§ 10.
The entries in the statistical statements shall be factually correct, orderly, clear and understandable.
§ 11.
The entries in the statistical statements must be made by ink, machine or other means guaranteeing the durability of the entries. It is also permitted to use ink pencils.
§ 12.
(1) The statistical statements must be kept in an orderly manner for at least the following periods:
(a) 10 years after the end of the year to which they relate, if they contain figures on the business events recorded during the annual period or on a given date within the annual periods;
(b) five years after the end of the year to which they relate, if they contain figures for business events recorded for a half-yearly, quarterly or monthly period or at a certain date within half-yearly, quarterly or monthly periods;
(c) one year from the end of the year to which they relate, if they contain figures on business events recorded for a period of less than a month or at a certain date within periods of less than a month.
(2) The periods and time limits applicable to the calculation of the storage period referred to in paragraph 1 shall be determined by the time limits laid down in the mandatory Directives (§ 4 (b)).
(3) Documents containing the results of the direct acquisition of enterprise figures (Section 5 (2)) must be kept in order for at least one year from the end of the year to which they relate.

General and final provisions.
§ 13.
The explanatory notes to be issued by the State Office of Planning pursuant to the provisions of § 2, paragraph 2 of the Act shall be published in the Official Journal and in the Official Journal.
§ 14.
The State Planning Office issues binding directives and explanatory notes pursuant to the provisions of § 2 of the Act after hearing the Central Council of Trade Unions and according to which economic sections or sectors are to be governed by binding directives or explanatory notes, also after hearing the relevant ministries, the National Bank of Czechoslovakia, the Central Council of Cooperatives, the Central Industry Association, the Central Association of Slovak Industry, the Confederation of Czechoslovak Trade Unions, the Single Union of Czech Farmers or the Single Union of Slovak Farmers.
§ 15.
The State Planning Office provides for a decree in the Official Gazette and in the Official Journal (Section 3 of the Act), when it becomes mandatory for a number of undertakings to comply with the provisions of this Regulation.
§ 16.
The acts and omissions which are contrary to the provisions of this Regulation or to the provisions laid down therein shall be punishable under the provisions of Section 5 of the Act.
§ 17.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister - Chairman of the Planning Office.
