extending the scope and legal nature of the Postal Savings Bank.
The National Assembly of the Czechoslovak Republic decided on the following Act:

Oddíl I.

The activities of the Postal Savings Bank as a Money Headquarters.
§ 1.
The postal savings bank in Prague is the national money centre, where money is concentrated to ensure efficient management of it in the planned economy.
§ 2.
(1) The postal savings bank is responsible for the provision of § 3 of the Act of 11 March 1948, No. 38 Coll., on the National Bank of Czechoslovakia, as the Money Headquarters, outside its current authorisation without prejudice:
(a) to receive deposits in current accounts from banks (Section 9 of the Act of 20 July 1948, No. 181 Coll., on the Organisation of Money), from the People's Money Headquarters (Sections 43 and 44, Act No. 181 / 1948 Coll.), as well as from insurance companies operating contract (private) insurance and public social insurance institutions ("the Constitution");
(b) to grant loans to institutions under the Ministry of Finance guidelines;
(c) trade in securities where this relates to the activity of the MMF;
(d) to provide a deposit service where this is related to the activity of the Money Headquarters;
(e) co-operators in drawing up and monitoring the overall financial plan.
(2) The Postal Savings Bank can only be exercised as a money base with the approval of the Ministry of Finance.
§ 3.
(1) The Constitution may use its own funds and the funds entrusted to it, after the insurance premiums, only under an approved financial plan (§ 2 (1) (e) up to the amount specified in the agreement with the Ministry of Finance's overall financial plan; The rest will be stored at the Postal Savings Bank.
(2) The Constitution is obliged to transfer their mutual accounts to the Postal Savings Bank to the extent and within the deadline set by the Ministry of Finance.
(3) If the institutes do not have sufficient own and entrusted funds to implement the financial plan, they are obliged to request a loan from the Postal Savings Bank (§ 2, paragraph 1, point (b)). The postal savings bank is entitled to require from the institutions the reports and documents necessary for the performance of the function of the money centre.
(4) The State is also liable for deposits deposited with the Postal Savings Bank as a central bank.
§ 4.
Interest on deposits deposited with the Postal Savings Bank as a money centre is exempt from the tax on the rent and from the contribution of the General Fund of the Money Institutions in the Republic of Czechoslovakia and the Support Fund of the Money Institutions in Bratislava.

Oddíl II.

The organization of the Postal Savings Bank.
§ 5.
(1) The postal savings bank in Prague carries out its current responsibilities as well as its monetary headquarters throughout the territory of the Czechoslovak Republic and for Slovakia by the Regional Institute in Bratislava.
(2) The Postal Savings Bank in Bratislava is merged with the Postal Savings Bank in Prague and its rights and obligations pass and its assets and capital are transferred to the Postal Savings Bank in Prague without liquidation.
§ 6.
The postal savings bank is a national enterprise under the responsibility of the Ministry of Finance and is subject to the relevant provisions of Act No. 181 / 1948 Coll., unless otherwise provided for in that Act.
§ 7.
(1) The postal savings bank is managed and represented on the outside by a nine-member board, composed of the President, Vice-President and seven other members.
(2) The President, the Vice-President and four other members of the Board of Directors, two of which are officials of the Ministry of Finance and one of the Ministry of Posts, and their alternates shall be appointed by the Minister of Finance in agreement with the Minister of Posts as regards the official of the Ministry of Posts and his alternate. The remaining three members (alternates) shall be chosen from among their number by staff through the competent authority of the Unified Trade Union Organisation, one of which shall be employed by the Regional Institute. Their choice is confirmed by the Minister of Finance. Members (alternates) may be dismissed at any time.
§ 8.
The activities of the Postal Savings Bank in all its sectors shall be supervised by the Supervisory Board, composed of the President, Vice-President and seven other members. Paragraph 7 (2) shall apply mutatis mutandis.
§ 9.
(1) The Regional Institute in Bratislava shall keep separate accounts and draw up the accounts, which shall form part of the accounts of the Postal Savings Bank.
(2) The Regional Institute is managed by the Commercial and Personal Regional Management Board in accordance with guidelines and guidelines issued by the Board. The Regional Board is composed of Slovak members of the Board of Directors.
§ 10.
The Director of the Regional Institute and its Deputy Deputy Director (s) shall be appointed and dismissed by the Minister of Finance on a proposal from the Board of Directors and after hearing the Unified Trade Union Organisation. Paragraph 15, paragraphs 1 to 4 of Law 181 / 1948 Coll. applies mutatis mutandis to the Director of the Regional Institute.
§ 11.
The Regional Supervisory Board shall supervise the activities of the Regional Institute in all its sectors in accordance with the directives and guidelines issued by the Supervisory Board. The Regional Supervisory Board is composed of Slovak members of the Supervisory Board.

Oddíl III.

Postal savings bank employees.
§ 12.
(1) The provisions of Section 7 of Act No. 181 / 1948 Coll.
(2) If the employees of the Postal Savings Bank have so far been in public relations, their claims, according to their existing contracts and the rules on their resting and provision salaries, shall remain unaffected. The postal savings bank is obliged to set up a supplementary institution pursuant to Article 13 of the Act of 15 April 1948, No 98 Coll., on the concentration of pension insurance for private employees in higher services and on certain other measures in the field of public social insurance, and to ensure that the employees have such rights, together with the claims under the National Insurance Act, that they are at least equal to those of existing contracts and provisions on resting and provision salaries.
(3) The Pension Fund of the Postal Savings Bank in Bratislava is cancelled on 30 September 1948. The remuneration provided for in Article 2 of Act No. 98 / 1948 Coll., shall be issued for the members of this fund; the rest of the fund's assets shall constitute the capital of the payment institution.

Oddíl IV.

Criminal provisions.
§ 13.
(1) Anyone who acts intentionally or through gross negligence against this law or the regulations issued pursuant to this law shall be punished by the District National Committee for Infringement by a fine of up to 500.000 CZK or by prison within six months. If a fine has been imposed, a replacement prison sentence shall also be imposed within six months in case of imperfections.
(2) Criminal proceedings can only be initiated on a proposal from the Ministry of Finance. The motion may be withdrawn until the declaration of a criminal offence.

Oddíl V.

Provisions payable.
§ 14.
(1) The fees shall be exempt from the legal instruments required for the provision of credit to the institutes and for the provision of a deposit service in so far as they relate to the activity of the MMF [§ 2, paragraph 1, point (b) and (d)] or to the transfer of mutual accounts (§ 3, paragraph 2), as well as the documents and official acts necessary to carry out the transfer of rights and obligations under § 5, paragraph 2 and § 12, paragraph 3 of this Law.
(2) The postal savings bank in Prague in its activities is exempt from the tax on securities trade.

Oddíl VI.

Transitional and final provisions.
§ 15.
Pending the establishment of a new administrative body of the Postal Savings Bank, the current administration shall operate unchanged.
§ 16.
(1) The Statutes will determine in more detail the scope and organisation of the Postal Savings Bank.
(2) The Ministry of Finance may, by means of an order in the Official Journal, determine the financial institutions to carry out the collection and payment tasks of the Postal Savings Bank.
§ 17.
All provisions contrary to the provisions of this Act are repealed, in particular the Law of 25 May 1944, No 55 of the SLA, on the Postal Savings Bank.
§ 18.
This law shall take effect on the first day of the month following its publication; it shall be implemented by the Finance Minister in agreement with the participating members of the Government.
