GOVERNMENT REGULATION
of 26 June 2000
determining the level of fees for the frequencies allocated and the numbers allocated
The Government orders the implementation of Act No. 151 / 2000 Coll., on Telecommunications and on the amendment of other laws:
Amount of the fee
(1) The amount of the frequency charge and the number fee shall be calculated or fixed. The method of calculating the fee and the amounts of the fixed amounts shall be included in the fee schedule for the frequency allocated and for the allocated numbers set out in the Annex to this Regulation.
(2) The amount of the fee for the allocated frequencies or the fee for the allocated numbers for a period of less than 1 year shall be fixed as a multiple of one twelfth of the annual fee and the number of months in the relevant year for which the frequencies or numbers have been allocated.
Maturity of fees
The fees shall be payable within 15 days of the date on which the authorisation to operate the radio broadcasting equipment or the number allocation decision is acquired and on 15 January of each year for the duration of the authorisation or decision.
(1) Fees are payable to the Czech Telecommunications Office (hereinafter the Office) in Czech currency.
(2) Fees may be paid
(a) by transfer without cash from an account held with a money institution to an account held by the Office; or
(b) a postal order for the Office.
This Regulation shall enter into force on 1 July 2000.

Item 1
CHARGES FOR ALLOCATION TO THE OPERATIONS OF RADIO DEVICES
1) The lowest amount for allocated frequencies to operate radio broadcasting equipment is 1 / 12 of the repeated fee per year.
2) For allocated frequencies for less than one year, the fee shall be set as a multiple of 1 / 12 of the repeated fee and the number of months even started.
3) One frequency means the value of the carrier frequency (centre) of the frequency band of a given restricted bandwidth within which the transmission is permitted.
4) For the duplex or semi-duplex mode of operation, fees are calculated for each frequency.
A) ANNUAL MOVEMENT SERVICES
A1) Area-wide networks

All-area networks are networks that provide telecommunications services of a public nature or for a defined range of users and are operated on the territory of the whole Republic or in regions such as public mobile radio networks, public paging, mass radio networks used to provide telecommunications services on the basis of TETRA technology or other technologies enabling efficient use of the frequency spectrum by selecting a free channel or multiple access to the channel.
For these networks, the network operator shall perform the frequency planning itself in the allocated frequency section.

K1 Frequency band width allocation coefficient
This coefficient shall be calculated from the width (in kHz) of one channel equal to the channel pitch in the allocated frequency band multiplied by the number of channel allocations.
K1 = 1 for 1 kHz
K2 Regional allocation or restriction coefficient
The coefficient shall determine the extent of regional frequency allocation or limitation of the area allocated. The coefficient may be obtained by multiplying the whole of the values of 1 / 8 depending on the regional allocation or limitation of the area-wide allocated frequency.
K2 = 1 / 8 for frequency allocation for one region,
K2 = 1 for all-area allocation without restriction.
(A2) Other land mobile networks

K1 Allocated bandwidth coefficient
This coefficient shall be calculated from the width (in kHz) of one channel equal to the channel pitch in the allocated frequency band multiplied by the number of channel allocations.
K1 = 1 for 1 kHz
K3 Frequency protection coefficient
K3 = 1,0 priority (primary) service
K3 = 0,8 secondary service
K4 Operating area coefficient
K4 = X x 0,1 dmax
where
X is determined by the relationship X = Pmax x 0,1 x hmaxef, the value X is calculated for each station in the network separately and the maximum value X is used to calculate the coefficient K4.
Pmax is the value of the maximum radiated power of ERP [W] of the station,
hmaxef ≥ 3 is the maximum effective antenna height [m] of the station. For base stations, the hmaxef value is calculated according to the CCIR method 1-15 km, the minimum value of the maximum effective antenna height of the base station is taken as 3 m. In the case of networks without base stations, the antenna height of the mobile station is 3 m.
dmax ≥ 10 is the maximum distance (km) between base stations in a continuous operating area where the operating area has at least two base stations.
If the operating area has only 1 base station or maximum distance between base stations is less than 10 km, dmax = 10.
In the case of directional lines operating on land-based mobile service networks and on the frequencies of these networks below 1 GHz, the operating area coefficient calculated according to the above formula shall be multiplied by the direction-indicator coefficient of the antenna used:

For ship and aircraft stations, fees shall be charged only from the main transmitter. Other transmission equipment which is part of an aircraft or ship station shall not be taken into account. However, if only broadcasting radio equipment for a security service is on board an aircraft or a ship, the fees shall be charged.

CHARGES FOR ALLOWED NUMBERS
1) A charge under this item shall not be levied for assigned numbers intended for emergency calls, network reports of the operator's network, calls with reporting inter-urban and international calls, calls with a telephone call station intended for the submission of telegrams by telephone, information by voice, which shall inform the caller of changes to the participating numbers and other messages, if provided for in Act No 151 / 2000 Coll., on telecommunications and on other laws.
2) For allocated numbers for less than one year, the fee shall be set as a multiple of 1 / 12 of the repeated fee and the number of months even started.
3) The definition of individual services and assigned numbers sets out a numbering plan.
