on protection against floods
The Government of the Slovak Socialist Republic orders, pursuant to § 30 paragraph 2 of Act No. 18 / 1958 Coll., on Fire Protection:
§ 1
Purpose
The Decree of the Government of the Slovak Socialist Republic on flood protection ("the Decree of the Government ') defines the tasks, rights and obligations as well as the cooperation of the authorities, organisations and citizens to prepare and implement measures to prevent or reduce damage arising from floods.
§ 2
Subject matter
(1) Protection against flooding is a set of measures to prevent damage to the lives and assets of citizens and companies causing large waters in flows and adjacent territories, as well as internal waters in areas protected by water-based components and equipment.
(2) Measures for flood protection include:
(a) security work, which is technical measures to prevent and defend large waters from flows and internal waters, including interference with the safe passage of ice;
(b) rescue operations which are measures to save lives and property for the risk of flooding and flooding;
(c) inspection services which are regular flood inspections of watercourses.
(3) The security work on the flows and territories protected by water-based components are in particular: protection of waterborne barriers, seedling, erosion, exertion, protection against overflow of the dam, protection of riverbed and waterborne streams against large water disturbances, removal of barriers to continuous draining of water, disruption of ice cells and barriers, exceptional handling of waterworks and facilities required for large water, closure of waterholes which have penetrated the protected territory, and removal or removal of internal water from the areas covered by the dam.
(4) The rescue work is in particular: work related to the protection and evacuation of the population from areas threatened with floods or already flooded, preventive health protection of the population, protection and conservation of property in these territories, including any early harvest of crops threatened with floods.
(5) Inspection services are in particular: periodic flood inspections on watercourses carried out by watercourses managers during periods of increased flood risk, as well as flood inspections carried out by national committees to detect deficiencies which could cause or increase flood risk.
§ 3
General obligations for flood protection
(1) In the framework of flood protection measures, institutions, organisations and citizens are required to contribute, as far as possible and in-kind, to the protection of lives and assets at risk of flooding, to cooperate in the implementation of flood protection measures and to follow orders from flood authorities. In order to carry out security and rescue work, the authorities, organisations and citizens shall, to the extent necessary, allow the members and personnel of the flood authorities, who shall be proved by the relevant document, to enter the land and premises in their administration, use or ownership.
(2) For the risk of flooding following the declaration of flood activity (Section 8, 9), the authorities, organisations and citizens are required at the request of the flood authorities in particular:
(a) provide means of transport and mechanisation, propellants and other means necessary to protect and save flood endangered lives and property;
(b) participate in work to protect and save lives and property from flooding;
(c) to allow the removal of structures, parts or crops where this requires protection from impending floods or the rescue of lives and property.
(3) The flood authorities shall impose the obligations referred to in paragraph 2 only to the extent necessary.
(4) The provisions of paragraphs 19 to 21 of this Regulation shall apply to damages caused by the entry and the measures of flood authorities on land or buildings which are under the administration, use or ownership of authorities, organisations or citizens.
§ 4
Flood authorities and their responsibilities
(1) The flood organs are:
(a) Ministry of Forestry and Water Management of the Slovak Socialist Republic,
(b) Ministry of Interior of the Slovak Socialist Republic,
(c) national committees.
(2) The Ministry of Forestry and Water shall direct and supervise the implementation of flood protection. It organises preparation and directorates security work and coordinates rescue work if they follow up on security work.
(3) National Committees prepare, manage and carry out rescue work on their territory. Their activities in the context of security work are organised, directed and coordinated by the Ministry of the Interior.
At water flows in the administration of local (urban) national committees (§ 12 (1)), they prepare, manage and perform national committees and security work. In other matters of flood protection, the national committees shall carry out the tasks listed below.
(4) The Ministry of Forestry and Water and the Ministry of Interior cooperate closely in the central management of flood protection. If national committees are unable to carry out flood protection tasks, the Ministry of Forestry and Water in cooperation with the Ministry of Interior and other central authorities shall assist them and, where appropriate, carry out tasks by its own authorities and organisations.
§ 5
Special flood authorities and their responsibilities
(1) The specific flood authorities are:
a) Central Flood Commission in Slovakia,
(b) the flood committee of national committees.
(2) The central management and supervision of flood protection is carried out by the Central Flood Commission in Slovakia as a body of the Government of the Slovak Socialist Republic. *) This commission coordinates the performance of the Ministry of Forestry and Water Management, the Ministry of Interior and other ministries and other public authorities.
(3) The water commission of the national committees for the risk of flooding and flooding in the territory of the national committee operates and coordinates the performance of flood protection (safety and rescue work); are subordinate to the flood committee of the national higher level committee, district flood committee and central flood commission in Slovakia.
(4) The Regional National Committees, the National Committee of the Slovak Socialist Republic of Bratislava, and the Municipal National Committee in Košice (hereinafter referred to as the "Regional National Committees") will set up a flood committee for their territory (hereinafter referred to as the "District Flood Commission") and a local (municipal) national committee for the territory of the municipality (s).
§ 6
Prediction, reporting and alert service
(1) The authorities, organisations and citizens are required to report the danger to flood authorities without delay.
(2) The authorities and organisations which carry out telecommunications services are required to ensure, as a matter of priority, communication of messages and reporting of the forecast service, reporting and warning services in flood protection.
(3) The large-water warning service is performed by national committees, assisted by public security bodies, organisations and citizens, according to the technical guidelines of the Hydrometeorological Institute in Bratislava. In particular, they are required to warn immediately of the risk of flooding by the flow manager and national committees whose territory can be predictably threatened by flooding on the lower water flow line.
(4) The hydrometeorological institute in Bratislava for flood and flood hazards regularly reports to flood authorities in accordance with the separate Directives on reporting and alert services and is responsible for the organisation and prompt performance of the forecast service.
(5) The forecasting, reporting and alert service at border flows is carried out under specific inter-state contracts.
§ 7
Preparation of flood protection
(1) Flood protection is planned. The preparation of flood protection shall be included in flood plans which shall be drawn up for all stages of flood authorities.
(2) Flood plans are complex and contain plans for safety and rescue work. They have a text and graphic section in which the locations and objects are marked in particular, predictably endangered by floods. They work for three levels of flood activity.
(3) The flood plans and their amendments are approved by the district national committees as flood bodies. The approved flood plans of the district national committees shall be submitted to the Ministry of Forestry and Water and to the Ministry of Interior, which shall coordinate them in part of the security and rescue work, if necessary supplement and bring them into line with the entire river basin. The coordinated and, where appropriate, supplemented comprehensive plans and changes thereto are submitted by the Ministry of Forestry and Water to the Central Flood Commission in Slovakia, which approves them as a flood plan for Slovakia.
(4) The approved flood plans shall be reviewed each year and supplemented and adapted as necessary so that their amendments and additions can be approved by the end of the year.
(5) The Ministry of Forestry and Water in agreement with the Ministry of Interior will issue guidelines for the development of flood plans and the procedure for their approval.
§ 8
Degree of flood activity
(1) Degree of flood activity is the situations identified in flood plans when the flood protection component is activated, namely:
- a state of vigilance as level I,
- alert status as level II and
- Threat status as level III.
(2) The alert state occurs:
(a) when reaching the water state specified in the flood plan, when the water in the flow tends to rise (usually it is when the water rises from the trough and reaches the dam heel; It is a state on unbounded streams when the water level reaches the shore line.
(b) when expected to be abrupt, in accordance with meteorological forecasts;
(c) on internal waters where the external water level is higher than the internal water level.
(3) The alert status is hereby declared
(a) on flows when the water is reached as specified in the flood plan, if the water tends to rise;
(b) at the beginning of the festering season when, as predicted, a rapid rise in the levels on the flows can be expected, or at the expected departure of the ice,
(c) on internal waters, where it is possible to pump at full capacity of the service station by continuous operation while respecting the maximum level specified by the approved control order.
On unbounded flows, the alert is generally consistent with the condition if the water in the trough exceeds the shore line and threatens to leave the trough.
(4) The threat status is declared
(a) on flows when reaching water conditions as specified in the flood plan; in the case of a lower water condition, when the alert state has been on the enclosed stream for 20 days or less, if the levees are soaked, and in other unforeseen circumstances, which may cause economic damage of greater magnitude;
(b) on the departure of the ice, if there is a direct risk of creating ice barriers or the roadblocks have already started to form,
(c) on internal waters, where, in full use of the capacity of the service station and in its continuous operation, water rises above the maximum operating level specified by the approved control order.
A state of danger arises on unbounded streams if there is a imminent risk that water will rise from the trough at rising levels or if it will rise from the trough to an extent that may cause significant damage.
(5) In a flood situation, if the water has spilled over the crown of the dam or the dam has ruptured, during a flood caused by an ice barrier or insufficient power of the service station during its continuous operation and full use to drain the internal waters, the state of danger shall be maintained with the consequences resulting from the flood plans and from the measures needed to reduce the effects of the flood and its recovery.
(6) The state of alert and the threat is withdrawn when:
(a) the state of water in the flow falls below the level specified in the flood plans or when phenomena which have caused the state of alert and threat [paragraph 3 (a) and paragraph 4 (a)] pass;
(b) the water which has entered the protection territory is largely brought into the flow and technical measures are taken to prevent damage;
(c) when the ice leaves, the condition referred to in paragraph 3 (b) and paragraph 4 (b) shall cease;
(d) in internal waters, the condition referred to in paragraph 3 (c) and paragraph 4 (c) shall cease.
§ 9
Announcement and recall of stage II and stage III flood activity
(1) The level of alert and threat is announced and withdrawn by the Chairman of the District National Committee for the territory of the district, the President of the local (urban) National Committee for the territory of several counties, at the same time the Chairman of the Central Flood Commission for Slovakia, with effect from the situation arising in the relevant territory.
(2) The water flow manager (§ 12 (1)) or an object on or at risk of the flow shall be obliged to carry out in due time all measures necessary to protect against flooding, regardless of the degree of flood activity. It is based on approved flood plans. The water-flow manager shall make a proposal to the competent flood protection authority to declare and recall levels of flood activity in relation to situations, foreseeable developments and flood plans.
§ 10
Compilation of special flood bodies
(1) The Minister for Forestry and Water is President of the Central Flood Commission in Slovakia. Furthermore, the Commission has a Vice-President and Members appointed and removed by the Government of the Slovak Socialist Republic and other members appointed and withdrawn by the President of the Central Flood Commission in Slovakia by virtue of the authority of the Government.
(2) The District Flood Commission has a chairman, President of the District National Committee, and members who are usually head of the Department of Water and Forestry and Agriculture, the Financial Department and the Transport Department, Chief of the District Fire Protection Inspection, Chief of the District Department of Public Security, Deputy Water Management Organisation for the Management of Flows, Deputy State Mellioration Administration, Chief of the District Military Administration, District Health and Representatives of other authorities and organisations. Local (urban) flood commissions are composed in a similar way to district flood commissions.
§ 11
Advisory and executive bodies of special flood bodies
(1) Special flood bodies shall establish executive bodies and advisory bodies, where appropriate and necessary for the performance of tasks.
(2) The Central Flood Commission in Slovakia has a technical staff as its expert advisory and executive body. The head of the technical staff, its representatives and staff members shall be appointed and removed by the Chairman of the Central Flood Commission in Slovakia; the head of the technical staff shall be appointed by the water management experts, his first representative from the staff of the Ministry of Interior of the Slovak Socialist Republic, his second representative from the water management experts; the other members of the staff shall be appointed from among professional water operators and from workers from other bodies and organisations.
(3) The Technical Staff of the Central Flood Commission is preparing and presenting to the Central Flood Commission draft decisions and measures and implementing its decisions and measures. It shall in particular carry out the following tasks:
(a) proposes to declare and withdraw the degree of flood activity for the territory of several district national committees, unless they have been declared or withdrawn by the competent authorities of district national committees;
(b) cooperate with the district flood committees and, where appropriate, require assistance from the national committees on security work to a greater extent than anticipated by flood plans;
(c) monitor the development of the flood situation and, according to its development, draw the relevant district flood commission's attention to the necessity of rescue work;
(d) requires assistance from the Czechoslovak People's Army;
(e) in the event of a major flood or a flood which may cause serious damage to life and property, it directly controls the labour force and the means of action, the Czechoslovak People's Army forces through a representative of the military administration - a member of the technical staff and commanders of the troops,
(f) gives consent to extraordinary handling of water-works and installations in the event of flood risk, flooding and ice leaving, and to the intended release of ice cells and blast barriers *) throughout the territory of the Slovak Socialist Republic.
(4) In the event of a danger of delay by the head of the technical staff, it shall decide on the implementation of the urgent measures required of the Central Flood Commission in Slovakia and shall submit them for approval to the Commission and its technical staff.
(5) Regional flood commissions shall establish technical staff as expert advisory and executive bodies as appropriate.
§ 12
Obligations and tasks of watercourses and objects managers
(1) The authorities and organisations responsible for water flow management (hereinafter referred to as "management" or "water flow manager"), or having, in the management of, or under threat of, works and objects, are required to carry out measures to protect against floods and mitigate their harmful effects by their own workforce and material means. They are also obliged to draw up plans for security works, to procure the means in kind in order to protect against flooding, to deploy them effectively and to secure the workforce in the event of the use of those funds.
(2) On built-in watercourses and in the inundation area, on parts of the construction which the investor has not taken over from the supplier, and on the construction site facilities of these buildings, the supplier organisation shall protect against flooding. They shall draw up a plan of measures to protect against flooding and discuss it with the flow manager.
(3) On navigable flows and water tanks, such as large water waterways, the protection of vessels and gear serving the voyage by the organisation that operate the vessels and manage the gear serving the voyage. In doing so, it follows the guidelines of the State Navigation Authority.
(4) Watercourses managers under the tasks and duties referred to in paragraph 1 are required in particular to:
(a) prepare the plans for the security work on the flow, procure in the necessary quantities and species the means of material, as well as the labour force to carry out such work and to place and store the materials in the places specified in the plan;
(b) organise and carry out water-flow security work in their management as well as on objects which are in their management and risk management;
(c) to draw up an inventory of sites which, in the case of large water, are threatened by floods and an inventory of objects on or in the water stream which may increase the risk of flooding or an ice barrier (building objects such as footbridge, bridges, etc.);
(d) perform extraordinary handling on water works and installations with the consent or direction of the Central Flood Commission in Slovakia (head of its technical staff) for the risk of flooding or flooding;
(e) prevent the formation of ice barriers by upsetting and chopping ice, taking care to remove ice cells if there is a risk of creating ice barriers; Ice roadblocks using explosives only disturb with the consent or direction of the Central Flood Commission in Slovakia (head of its technical staff);
(f) establish and perform a reporting and warning service on the flow in cooperation with the national committees in accordance with the technical guidelines of the hydrometeorological institute in Bratislava and inform the national committees in due time of the risk of flooding in order to prepare rescue work and, if necessary, assist them in the performance of security work;
g) request assistance of the Czechoslovak People's Army in security works through the Central Flood Commission in Slovakia if necessary.
(5) Water management organisations managed by the Ministry of Forestry and Water Management organise, in accordance with the guidelines of the Ministry of Forestry and Water Management and the Ministry of Interior, the establishment of flood plans in the part of the security work for the integrated parts of the river basin and draw up proposals for flood plans on the basis of the parts processed by other watercourses managers and objects on the flows and under threat.
(6) Water management organisations managed by the Ministry of Forestry and Water shall coordinate and provide technical and material assistance to other watercourses managers and bodies throughout the river basin upon request.
§ 13
Responsibilities and tasks of national committees
(1) The national committees of all grades in their district carry out the duties and tasks arising from their responsibilities as flood authorities (Sections 4 and 5).
(2) The national committees shall assist each other in carrying out the tasks referred to in Sections 4 and 5 as necessary and in their capacity. If other flow and object managers on and within the range of threats are not sufficient for flood activities by their own labour and material means to carry out security operations, the national committees shall, upon request, also assist these flow and object managers.
(3) The tasks referred to in paragraphs 1 and 2 shall be carried out by the national committees, in particular by the use of public fire departments and public fire departments and, where appropriate, by the organisation of voluntary bodies of citizens for flood protection. As a general rule, the master of the fire brigade is an expert water operator and, in rescue and auxiliary work, the commander.
(4) Since the emergence of flood hazards, local (urban) national committees shall regularly inform the district national committee of the progress of the flood situation; Regional National Committees Ministry of Forestry and Water Management. During the operation of the flood commissions, this task shall be performed by the flood commission.
§ 14
Tasks of local (urban) national committees
(1) Local (urban) national committees in whose territory the risk of flooding may arise from the watercourses in their administration are obliged to do whatever is necessary to minimise the risk of flooding and to prevent or mitigate the damage they cause. Local (urban) national committees in whose territory the risk of flooding may arise from other watercourses shall also fulfil the obligations set out in Section 13.
(2) Local (urban) national committees must in particular:
(a) draw up, in the light of the findings of previous years, a plan of safety and rescue work in the event of flooding from the watercourses in their administration, in the event of flooding from other watercourses, a plan of rescue work in accordance with the plan of security work and submit plans for approval to the relevant district national committee;
(b) to ensure the manpower and material in the event of flooding within the scope of point (a), in particular to ensure that the fire protection unit is properly equipped for securing and rescue operations with the necessary means and equipment (hooks, ropes, rubber boots, etc.), to draw up an inventory of those devices, to properly store and maintain them;
(c) to carry out, as appropriate, with technical assistance, an inventory of the watercourses in or in their administration which may increase the risk of flooding or an ice barrier (bridges, bridges, water works, etc.), as well as a list of sites at risk in the event of flooding;
(d) ensure that the management of plants on the territory of the local (urban) national committee as well as the managers of flood-sensitive buildings carry out measures to protect plants from flooding in accordance with the approved flood plan;
(e) effectively warn the citizens of the municipality (local radio, sound signals, etc.) in the event of flood hazards, alert the neighbouring and downstream municipalities of flood hazards and report flood hazards to the district national committee;
(f) to organise, manage and carry out security work for the risk of flooding and floods from watercourses in their administration, rescue work for the risk of flooding and flooding from other watercourses; in the framework of this activity, as part of the security work, take measures to ensure the smooth departure of the ice, in particular in a timely and professional manner to chop the ice according to the technical guidelines for water flow management;
(g) in the event of flood and flood risks, to ensure temporary accommodation and catering for citizens evacuated from vulnerable or flooded areas and, as far as possible, to protect their property and to provide temporary catering for citizens deployed for security and rescue work outside their homes;
(h) provide assistance to neighbouring municipalities in watercourses of local importance and in rescue works at all and request assistance from the District National Committee if they are not sufficient by themselves and with the assistance of neighbouring municipalities.
(3) Local (urban) national committees in whose territory the risk of flooding may arise shall, as a general rule before the spring season, carry out a flood inspection in their management. A representative of the controllers (owners, users) on watercourses or at flows likely to be threatened by flooding will be added to the tour. The local (urban) national committee and the inspectorate of the Slovak state insurance company whose representative is authorised to take part in the survey shall inform of the operation of the flood inspection.
(4) During flood inspections, local (urban) national committees shall determine whether there are deficiencies on water courses, on their shores and on adjacent areas on and around buildings and facilities on flows which could cause or increase the risk of flooding. In particular, they shall determine whether the quarries are not broken, whether the objects and equipment are operational, whether there are no landfills of wood and other material on or near the banks, whether the bridges and bridges are in proper condition, whether they are blocked by the pass, etc. This is without prejudice to the Directive on technical safety inspections of water works and equipment. *)
(5) Local (urban) national committees will impose measures on the administrator of the flow, object or land (its owner, user) to remedy the deficiencies identified without delay and check that the measures are implemented. Where the security of the measure falls within the competence of another authority, it shall notify the competent authority of the deficiencies identified without delay.
§ 15
Tasks of the District National Committees
(1) Regional national committees shall ensure that local (urban) national committees perform their tasks properly in flood protection, and shall ensure flood protection in their territory if local (urban) national committees are unable to carry out these tasks themselves and by means; perform the duties and tasks referred to in Section 13.
(2) In particular, the Regional National Committees in their territory:
(a) organise a reporting and warning service, and to this end, as a general rule, with the participation of representatives of the Hydrometeorological Institute in Bratislava, provide instructions to all persons, representatives of the authorities and organisations designated to perform the reporting and alert service;
(b) check pre-spring tides, in particular in areas particularly threatened by floods, the facilities and measures of local (urban) national committees to warn the population and to carry out rescue work, as well as the facilities and measures of flow managers and flow managers to carry out security work;
(c) provide assistance, on request, to local (urban) national committees, flow managers and flow managers and objects within the reach of threats, in carrying out security work when the efforts and resources of such bodies and organisations are not sufficient;
(d) provide assistance, on request, to local (urban) national rescue committees for flood and flood hazards when local (urban) national committees are not sufficient for them by themselves and by means, where appropriate taking over the organisation, management and execution of rescue work at the site of serious flood or flood risk;
(e) ensure, in cooperation with the district administration, that, at an increased risk of flooding or flooding, an extended or continuous telephone and telegraph service is introduced at the time of need at the relevant postal offices (contractual telephone and telephone offices);
(f) require the assistance of the Czechoslovak People's Army troops directly in case of danger of delay and inform the Central Flood Commission in Slovakia at the same time; if there is no danger of delay, they shall require such assistance through the Central Flood Commission in Slovakia;
(g) draw up, on the basis of plans drawn up by local (urban) national committees, plans for the rescue work of the district in accordance with the security work and approve comprehensive flood plans for the district, which in part of the security work I draw up water management organisations as flow managers on the basis of plans for the security work of other flow managers, including local (urban) national committees and flow object managers; the approved comprehensive flood plans are submitted to the Ministry of Forestry and Water and the Ministry of Interior of the Slovak Socialist Republic;
(h) require the approval of the Central Flood Commission in Slovakia (head of its technical staff) for the intended release of ice cells and roadblocks with explosives *) and for the exceptional handling of water and equipment for the risk of flooding, flooding and on the departure of ice.
(3) The district national committees, as water authorities, carry out technical security inspections of water works and equipment * *) with regard to the general safety and safety interests of the various parts of the works and operations.
§ 16
Obligations of users of real estate at water flows
Users (owners, administrators) of real estate at water flows are required to make appropriate arrangements for their own cargo to be imposed by the management authority of the local (urban) national committee or district national committee to avoid or mitigate flood hazards or to mitigate harmful effects of flooding, unless otherwise required under the applicable rules.
§ 17
Use of means of goods intended for flood protection
Goods and equipment intended for flood protection may be used for other purposes only with the consent of the competent flood protection authorities. On the basis of flood plans, the type and quantity of these means and equipment shall be determined by the authority superior to the water flow manager or the authority responsible for the rescue work.
§ 18
Obligations and rights of persons included in the flood protection organisation and their protection
(1) Persons included in the flood protection organisation on the basis of approved flood plans are required to come to a designated place for flood activities at the earliest opportunity.
(2) The institutions and organisations with which the staff member referred to in paragraph 1 is engaged shall be obliged to release them for service in the flood protection system.
(3) Workers of the authorities, organisations and citizens who have taken part in flood management plans shall be certified by the competent flood protection authority. Personal participation in flood protection and flood management work shall be the responsibility of compensation for the proven loss of wages and compensation for any overtime paid or paid to the employer by the competent flood protection authority or the organisation in which the flood service was performed.
(4) The personnel of the authorities and organisations of integration according to flood plans into the exercise of flood protection and, visibly, the designation in the performance of the service for flood activities enjoy the protection of a public official. In the course of the service, they may order unauthorised persons or persons present to be removed from the place of intervention subject to certain restrictions necessary for the performance of the intervention.
§ 19
Flood protection costs
(1) The institutions, organisations and citizens shall reimburse, by their means, the costs incurred by them by their own measures to protect their property (assets under their administration or use) from flooding.
(2) The costs of security work on flows are borne by the authorities and organisations which manage the watercourses.
(3) The costs of rescue work other than those referred to in paragraph 1 shall be borne by the district national committees.
§ 20
Flood damage
(1) Water damage is damage caused by flooding when the water is poured out of the watercourse by flooding the area protected by internal waters due to large water in the flow and damage caused by large waters or floods on the streams, objects on or above the flow.
(2) Following the departure of large waters, glaciers or floods, district national committees and local (urban) national committees in their territory shall identify and assess the damage suffered under the separate directives issued by the Ministry of Forestry and Water and the Ministry of Interior in agreement with the Ministry of Finance.
§ 21
Compensation for damage caused by flood protection measures
(1) The competent district national committee is responsible for the damage caused by the operation and enforcement of flood protection measures. He can't get rid of that responsibility.
(2) The compensation is without prejudice to the claim of the District National Committee against the person responsible for the damage.
§ 22
Assistance from other institutions
Central authorities and other national and other authorities shall be required to assist flood protection authorities in the performance of their tasks.
§ 23
Repeal
Decision No 126 / 1959 of the Ministry of the Interior of the Slovak Socialist Republic on flood protection and the regulations issued for its implementation is hereby repealed.
§ 24
Efficiency of government regulations
This Government Regulation shall enter into force on 1 January 1970.
