DECLARATION
Ministry of Interior
of 1 October 1964
on the essential facts constituting state secrets
The Ministry of the Interior declares, on the basis of the Government Resolution of 9 September 1964:
In the important interests of the Republic, information must be kept confidential from unauthorised persons (Section 89 (10) (c)), in particular concerning the following:
(a) In the interests of State defence and security:
1. organisation, numbers, fighting capacity, equipment and equipment data, material and financial collateral, and the mobilization and operational plans of the armed forces and the security forces as a whole, as well as their individual higher units; deployment and combat training of the armed forces and their various higher forces;
2. the composition, scope, status, deployment and identification of national mobilisation and material reserves, both nationally and per resort;
3. Mobilisation and operational plans, budgets, projects and measures related to the mobilisation plans, ensuring the State's defence in all sectors of the national economy as a whole, as well as within ministries and other central authorities, regional national committees, regional administrations, firms and plants producing military technology, or other material relevant to the needs of the armed forces, as well as undertakings, establishments and institutes, planning the introduction of such production during war, and plans of important transport and communications facilities, including transport plans for the transport of the armed forces;
4. deployment, equipment, financial, manufacturing and other economic plans, stocks, production possibilities and scope of arms production, and other production, if any, relevant to the needs of the armed forces;
5. materials and results of aerial and ground photographic imaging, astronomical, geodetic, cartographic and geophysical works and geographical descriptions, from which data may be found on important military objects and premises and on enterprises (s) with weapons or key production;
6. catalogues (lists) of trigonometric points in the sum of the area of the region and the larger area.
(b) In the interests of the economy:
7th annual and long-term state plans for the development of the national economy as a whole under the Czechoslovak Socialist Republic and Slovakia and their implementation until their publication;
8. national financial balance and national financial plans;
9. location, scope, transport and method of securing the total state reserves of precious metals and rolling stock;
10. national material balance of important materials and products;
11. geological stocks and extraction of raw materials and ores used in the production of radioactive and precious metals and fissile materials;
(c) In the interests of political or other important interest:
12. Serious inter-political and inter-state negotiations, conferences, their preparation, instructions to delegates as well as the content of international agreements to be agreed between the Parties;
13. discoveries, inventions, technical improvements and research and experimental work, in so far as they relate to the application of new, not yet applied principles, before they are registered for patenting;
14. encryption keys and other aids used to hide important messages.
The facts referred to in Article 1 are general. Specific details of the facts covered by the State Secrets and the facts constituting economic and professional secrecy shall be provided by means of lists of classified information between the ministries and other central authorities. These lists include lists of classified information of organisations with arms production or key production and organisations important for defence and socialist state construction.
Decree No 115 / 1953 of the Ú. l, on the facts forming state secrets, is hereby repealed.
This decree shall take effect on 1 October 1964.
