Government Regulation
of 6 September 1946
on transitional allowances in order to prove practical employment pursuant to Section 11 of the Ministerial Decree of 7 May 1913, No 77 of 7 May 1913, on civil technicians (civil engineers and civilian geometers).
The Government of the Czechoslovak Republic hereby orders, in accordance with § 27 of the Decree of the State Ministry of 8 December 1860, No 268 of the Act, by which the principles of the organisation of the civil service were declared:
If there are serious reasons, at the discretion of the Ministry of Technology may, upon request, waive part of the period of practical employment prescribed for obtaining the civil engineering (civil engineer or civil geometer) authorisation and for the authorisation to perform the prescribed test, namely:
(a) applicants for a civil engineering (civil engineer or civil geometer) authorisation for a maximum of two years (including the relief granted under (b) for the performance of the prescribed test);
(b) applicants for authorisation to perform the prescribed test for a maximum of one year.
(1) If there are serious reasons, the Ministry of Technology may, at its discretion, accept, on request to the extent referred to in paragraph 2, the practical employment prescribed for obtaining the civil engineering (civil engineer or civil geometer) licence and for the authorisation to carry out the prescribed test of professional practice carried out before the completion of the prescribed studies:
(a) if the applicant is registered on 17 November 1939 at least in the penultimate course of study at some Czech national technical school; and
(b) where such an applicant has carried out professional experience in the field concerned between 17 November 1939 and 4 May 1945.
(2) Where the applicant for a civil engineering licence (civil engineer or civil geometer) is a candidate, the professional experience referred to in paragraph 1 may be recognised for a maximum of three years (including the professional experience recognised for the performance of the prescribed test) and for a maximum of two years for the applicant for authorisation to perform the prescribed test.
The minimum duration of his practical employment after the completion of the prescribed studies shall be at least one year if the tenderers are to be granted benefits under both § 1 and § 2.
Applications for concessions under Sections 1 and 2 shall be submitted to the relevant Regional National Committee by 31 December 1950 at the latest.
This Regulation shall enter into force on the day of its publication and shall apply in the Czech and Moravian-Silesian States; They shall be carried out by the Minister of Technology.
