THE LAW
of 31 January 1964
about Czechoslovak TV
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
§ 2
(1) Czechoslovak television is entitled to create and disseminate television programmes.
(2) Czechoslovak television performs its programming tasks through agitation, promotional and artistic means by creating its own programmes, by taking over and disseminating the results of the activities of other institutions and by exchanging television programmes with foreign institutions.
§ 3
In order to ensure its tasks Czechoslovak television in particular:
(a) establish and manage television centres and their technical facilities;
(b) carry out carry-overs from public events, cultural, artistic, sporting and physical events and businesses;
(c) organise public performances and production for the purposes of television programming, establish and operate art sets;
(d) make television records;
(e) exchange television, video and audio recordings with foreign television organisations;
(f) purchase and sell rights to television recordings from or abroad through an organisation entrusted therewith;
(g) establish a network of own rapporteurs at home and abroad;
(h) participate in the activities of professional international organisations in its field of competence and conclude agreements with relevant foreign institutions;
(ch) inform the public about television broadcasting and examine the effectiveness of its programme by continuously connecting with viewers.
§ 4
(1) Czechoslovak television helps important organisations and institutions to carry out their tasks, promotes their activities in agreement with them and informs the general public of the results of their work; all organizations assist Czechoslovak TV in the performance of its tasks.
(2) Organizers of public gatherings, concerts, theatrical performances, estrad, folk entertainment, sports and physical performances and enterprises are obliged to allow Czechoslovak television if requested, broadcasts and broadcasts, free of charge. Transfers of sports and physical performances and businesses are carried out on the basis of a framework agreement between Czechoslovak TV and the Central Committee of the Czechoslovak Association of Physical Education.
(3) The rights of authors and performers under copyright law and other provisions on the remuneration of performers for direct transfers are not affected by these provisions.
§ 5
(1) Czechoslovak television is a separate central organization with national competence. Czechoslovak television can acquire rights and commit on its behalf.
(3) The activities of Czechoslovak Television in Slovakia are managed by the Central Director through the Regional Director for Slovakia.
(5) The principles of the internal organisation and management of Czechoslovak television include a statute issued by the Government on a proposal from its central director.
§ 6
The characters and sounds of Czechoslovak television must not be used by another organisation or person.
§ 7
This Act shall take effect on the day of its publication.
