determining the amount of the State contribution to cooperative housing construction launched in 1962
The Minister of Finance, after consulting the Regional National Committees and the participating central offices and authorities, provides, pursuant to § 16 (1) of Act No. 27 / 1959 Coll., on cooperative housing construction:
(1) The average State contribution pursuant to Article 7 (1) and (2) of Decree of the Minister of Finance No 94 / 1959 Ú. l., on the financing, lending and control of cooperative housing and corporate housing construction, as amended by Decisions No 47 / 1960 Coll. and No 44 / 1961 Coll., on 1 apartment in cooperative housing construction launched in 1962, is determined as 17 580 CZK. *)
If technical installations not included in the average cost per apartment are built - exceptionally - in the buildings of construction housing cooperatives (enterprises), they are subject to the financial coverage of the costs by the National Committee § 7 (4) or § 13 (for corporate housing construction § 23) of Decree No 94 / 1959 Ú.l. The costs of purchasing small domestic central heating boilers built in the building of a cooperative (enterprise) in scattered residential construction - although at the request of the cooperative (enterprise), the competent national committee authorised the central heating facility instead of the local or local heating plant - but pays for the cooperative (enterprise) from its own resources.
(2) The State contribution (paragraph 1) shall, as a general rule, be graduated by the Regional National Committee as follows:

For the purposes of this differentiation, an apartment of one room and a room with a kitchen and accessories shall be considered a two-room apartment with a residential area of less than 29 m2 and a utility area of less than 48 m2; a three-room apartment with a residential area of less than 45 m2 and a utility area of less than 63 m2 is considered to be a two-room apartment with a kitchen and accessories.
(3) If the interests of the management of housing policy in the region so require, the regional national committees may step up, depending on the size of the residential area or the number of residential rooms, the State contribution in a way other than that referred to in paragraph 2.
(4) If the average size of the cooperative flats the construction of which starts in 1962 exceeds the national average fixed for the housing construction of the state plan, an amount higher than the average of the 17580 Kds per apartment (paragraph 1) may be granted to construction housing cooperatives for State contributions; However, the total of the State contributions granted in the county shall not exceed the amount which would be due to the cooperative flats according to the categories and rates referred to in paragraph 2. The excess of the average amount of the State contribution must be paid under the county budget.
This decree shall take effect on the day of its publication.

*) i.e. 30% of the average cost of the apartment including the project and the land planned in state construction for 1962. In accordance with the guidelines of the State Planning Commission No. 250 715 / 62-SM6 of 21 February 1962, the cost of technical equipment supplying residential buildings with heat and hot water (block boiler rooms, exchanger stations, even if built into an apartment building, heat manifolds above 1 m from the front of the building, etc.) is not included in this average apartment load; These facilities are to be brought together in a more efficient and cost-effective way and to be built up by national committees in the framework of the technical and civil amenities of residential buildings. Where technical installations not included in the average cost per apartment are built - exceptionally - in the buildings of building housing cooperatives (enterprises), they are subject to financial coverage by the National Committee for the costs of the installation by the National Committee for the Divorced Housing Construction (or Section 13) of Decree No 94 / 1959 of the Ú. l. The costs of purchasing small domestic central heating boilers built in the building of the cooperative (enterprise) - although the competent national committee authorised the central heating plant instead of the heating of the ethasian or local heating - are paid by the cooperative (enterprise) from its own resources.
