GOVERNMENT REGULATION
of 25 April 2001
laying down technical requirements for refrigeration equipment
The Government orders pursuant to Section 22 of Act No. 22 / 1997 Coll., on Technical Requirements for Products and on the Amendment and Addition of Certain Acts, as amended by Act No. 71 / 2000 Coll., ("the Act ') to implement Sections 12 paragraphs 1 and 4 and 13 paragraphs 2, 4 and 8 of the Act:
(1) This Regulation lays down technical requirements for refrigeration equipment in accordance with European Community law (1).
(2) For the purposes of this Regulation, refrigeration equipment means refrigerators, frozen food preservators, food freezers and household combinations supplied with electricity. Their categories are set out in point 1 of the Annex to this Regulation.
(3) This Regulation shall not apply to refrigeration equipment which may also benefit from other types of energy, in particular accumulators, household refrigerators working on the absorption principle and refrigerators manufactured according to specific individual requirements.
(4) The specified products under Section 12 (1) of the Act are refrigeration equipment.
(1) The technical requirements for refrigeration equipment (hereinafter referred to as "essential requirements") are set out in point 2 of the Annex to this Regulation.
(2) Where the essential requirements for refrigeration equipment are specified by harmonised standards and the refrigeration equipment complies with them, the essential requirements shall be deemed to be met.
(1) The activities of the manufacturer, where provided for in this Regulation, may be carried out by an authorised person having his registered office, place of business or permanent residence in the Member States of the European Community (hereinafter referred to as "authorised representative").
(2) Before placing on the market a refrigeration device, the manufacturer or an authorised representative shall carry out or ensure an assessment of the conformity of refrigerating equipment with the essential requirements of the procedures referred to in point 3 of the Annex to this Regulation and shall place a CE marking on the refrigerator, 2) which shall express compliance with the requirements of this Regulation and shall issue a written declaration of conformity.
(3) The CE marking shall be affixed visibly, legibly and indelibly to the refrigerating device. Other markings may be affixed to refrigeration equipment, their packaging, instructions for use or other documents, provided that the visibility or legibility of the CE marking is not thereby reduced.
(4) Where refrigeration equipment is also subject to another government regulation which also provides for the location of the CE marking, that marking shall also indicate compliance with the requirements and provisions of those other regulations of the Government.
(5) However, if one or more government regulations allow the manufacturer, for a transitional period, to choose which provisions it will comply with, the CE marking shall only indicate compliance with those regulations of the government used by the manufacturer. In this case, the accompanying documentation, warnings or instructions required by these government regulations and attached to the refrigeration equipment shall include a list of government regulations used.
(1) The evidence of conformity assessment carried out by the manufacturer or importer shall include a technical file containing:
(a) information including drawings, the main design characteristics of the model, in particular elements that have a significant impact on the electricity consumption, such as dimensions, volumes, characteristics of the compressor, specific characteristics;
(b) results of electricity consumption measurements;
(c) comparison of the results of measurements with the electricity consumption requirements set out in the Annex to this Regulation;
(d) the instructions for use, where appropriate because of the nature of the product.
(2) The technical documentation referred to in paragraph 1 must be kept by the manufacturer or importer or, in the case referred to in Article 4 (1), also by an authorised representative, for the purposes of the supervisory authorities for 3 years after the end of the production, import or marketing of the refrigeration equipment.
(3) In cases resulting from Paragraph 13 (8) of the Act, the importer shall submit to the supervisory authority documentation in the official language of the country in which the product is originating or in a language agreed with the supervisory authority.
(1) This Regulation shall enter into force on 1 July 2002, with the exception of Sections 4 and 5 (3), which shall take effect on the date of the entry into force of the Treaty of Accession of the Czech Republic to the European Union.
(2) Paragraph 3 expires on the date of entry into force of the Treaty of Accession of the Czech Republic to the European Union.

1. CATEGORIES OF BODIES
For the calculation of the maximum permissible electricity consumption of the refrigeration equipment, this equipment shall be classified in the appropriate category according to the following list:

2. BASIC REQUIREMENTS FOR MAXIMAL IMPORT CONSUMPTION OF ELECTRIC ENERGY
The power consumption of the refrigerating device (which can be expressed in kWh per 24 hours) is a function of the category of device to which the device belongs (e.g. one-star refrigerator, freezer counter), its volume and energy efficiency of its structure (e.g. insulation thickness, compressor efficiency) and the difference between ambient temperature and indoor temperature. Therefore, when determining energy consumption, tolerances of the most important internal factors affecting energy consumption (categories of equipment and its volume) must be taken into account. For this reason, the maximum permissible power consumption of the refrigeration equipment is defined by a linear equation which is a function of the volume of the equipment, with different equations valid for each category of equipment.
As the refrigeration equipment contains different spaces in which different temperatures are maintained (which significantly affect electricity consumption), the maximum permissible electricity consumption for the practice is defined as a function of corrected volume, which is the sum of the volume of individual spaces.
Therefore, for the purposes of this Regulation, the corrected volume (Vadj) of refrigerating equipment is defined as:
Vadj = Vadj × Wc × Fc × Cc
Wc = (25 - Tc) / 20,
where Tc is the determined temperature in each space (in ° C),
where Vc is the useful volume of space of the type in the installation and Fc is a factor equal to 1.2 for non-registered spaces and 1 for other spaces;
Cc = 1 for refrigeration equipment belonging to normal (N) and subnormal (SN) climate class,
Cc = Xc for refrigeration equipment belonging to the subtropical (ST) climate class,
Cc = Yc for refrigeration equipment belonging to the tropical (T) climate class.
The weighting factors Xc and Yc for each type of space are:

The maximum permissible power consumption (Emax given in kWh per 24 hours calculated to two decimal places) for the type of equipment with the corrected Vadj volume is defined for each category of equipment by the following equations:

For refrigerators / freezers with more than two doors or for other devices not mentioned above, the maximum permissible power consumption (Emax) shall be determined by the temperature and number of asterisks according to which the lowest temperature space is included as specified below:

3. TEST PROCEDURE FOR VERIFICATION OF THE REQUIREMENTS FOR THE MAXIMAL CONSUMPTION OF ELECTRIC ENERGY
The manufacturer shall take all necessary measures to ensure that the production process ensures compliance of the refrigeration equipment produced with the technical documentation referred to in Article 5 of this Regulation.
3.1. Where the energy consumption of a refrigerated installation subject to verification is less than or equal to Emax (maximum permitted electricity consumption for its category) plus 15%, the refrigerating installation shall comply with the energy consumption requirements of this Regulation.
3.2 If the electricity consumption is greater than Emax increased by 15%, a re-measurement of the electricity consumption shall be carried out on a sample of three identical refrigerators. Where the arithmetic average of the electricity consumption recorded on this sample is lower or equal to Emax increased by 10%, the refrigeration equipment shall comply with the requirements for electricity consumption laid down in this Regulation.
3.3 If the arithmetic average of the electricity consumption recorded on a sample of three identical refrigerators exceeds Emax increased by 10%, the refrigeration device shall not comply with the electric energy consumption requirements of this Regulation.
