THE LAW
of 16 December 1980
on the State Plan for the Development of the National Economy of the Czechoslovak Socialist Republic for 1981
The Federal Assembly of the Czechoslovak Socialist Republic decided on this law:
§ 1
The basic objective of the State Plan for the Development of the National Economy of the Czechoslovak Socialist Republic for 1981 (hereinafter referred to as the "State Plan ') is to ensure further smooth and proportional development of the national economy, in particular through the improvement of the efficiency and quality of all work, and on this basis to improve the quality of the physical and cultural needs of the population and to consolidate its social security.
§ 2
(1) The main tasks of the State Plan are:
(a) to achieve national income growth by 2.8% and to cover most of its growth (around 93%) by increasing social productivity;
(b) ensure that the planned growth of national income is ensured by appropriate sectoral development; increase industrial production by 2,7%, construction work by building organisations by 2,8% and agricultural production by 2,6%;
(c) to further strengthen the role of science and research and the concentration of the research and development base to address the critical tasks of developing the national economy and to increase the technological and economic level of production and product quality;
(d) to secure supplies to market funds in order to gradually improve their product mix in relation to population requirements;
(e) achieve an advance in export growth before import; continue to deepen socialist economic integration with the Member States of the Council of mutual economic assistance;
(f) to ensure maximum economy in the consumption of raw materials and materials, fuels, energy and fuels, their highest possible production appreciation and versatile conditions for reducing energy and material production performance;
(g) to create conditions for improving the quality, technical level and operational reliability of the production produced, for more consistent product innovation and for the introduction of new products requested;
(h) investment sources in the range of approximately 150 billion Kčs focus on building completion and putting capacity into service, focusing on the modernisation and reconstruction of selected basic resources and safeguarding social priorities;
(i) continue to pay more consistently according to the results of the work.
(2) In order to carry out all the tasks of the State Plan, it is necessary to use the measures taken to improve the system of planned management of the national economy after 1980.
§ 3
Government of the Czechoslovak Socialist Republic or under its authority as Deputy Prime Minister of the Czechoslovak Socialist Republic and Chairman of the State Planning Commission
(a) may, in the context of the preparation of the State Plan for the Development of the National Economy of the Czechoslovak Socialist Republic for the years 1981 to 1985, make adjustments to the State Plan, even if it deviates from the indicators set out in paragraphs (a) and (b) of Article 2 (1),
(b) ensure the expression of the value data of the State Plan in wholesale prices valid from 1 January 1981.
§ 4
This Law shall take effect on 1 January 1981.
