DECLARATION
of 10 June 2009
on the closer conditions for leaving secondary school education through a graduate examination
The Ministry of Education, Youth and Sports provides, pursuant to Sections 81 (11) and 113a (2) of Act No. 561 / 2004 Coll., on pre-school, primary, secondary, higher vocational and other education (Education Act), as amended by Act No. 179 / 2006 Coll., Act No. 242 / 2008 Coll. and Act No. 49 / 2009 Coll.:

ČÁST PRVNÍ

GENERAL PROVISIONS
§ 1
Basic concepts
For the purposes of this decree:
(a) the limit of success of the lowest possible score or percentage that the pupil must achieve in order to test the common part of the graduate examination in the form of a didactic test (hereinafter the "didactic test") successfully, or the lowest possible evaluation expressed by the points, percentages or classification degree which the pupil must achieve in order to pass the profile part of the graduation test or part thereof successfully;
(b) the due date of the first period of time for the completion of the graduation examination after successful completion of the senior year in secondary school; in the first period of time, the final examination held in the replacement period referred to in § 81 (2) of the third Act of Education,
(c) by a pupil who has been admitted to the conditions for the completion of the final examination of a pupil or tenderer referred to in Article 16 (9) of the Education Act, a pupil or a candidate with developmental learning disorders or medical conditions leading to learning disorders, who, at his request, is allowed to take the final examination under conditions appropriate to his needs;
(d) an assistant-aged person (2) who provides support to the pupil with the conditions for the completion of the graduation examination to the extent covered by this decree;
(e) an interpreter aged 3) who interprets to a student with the conditions for the performance of a graduate examination into a sign language or other communication systems of deaf and deaf-blind and of sign-language or other communication systems of deaf and deaf-blind within the scope of this decree;
(f) test documentation for the entry of tests of the common part, including a test book for the didactic test, an audible recording for the listening part of the foreign language test, a record sheet for writing the solution of the didactic test by the pupil, and other documents and files relating to the common part of the graduation exam;
g) by working list a specific entry for oral examination of the profile part from Czech language and literature and from foreign language,
h) the record sheet part of the test documentation in which the pupil writes the didactic test solution;
(i) the test point of the school or its separate workplace where the graduation examinations are held;
(j) the information system of the Training Centre (hereinafter referred to as "the Centre"), the hardware and software applications system operated or managed by the Centre, including those located in schools or test sites, and the system of user access rules for such devices and applications;
k) by an authorised user of the Information System of the Centre to which the Centre has authorised the use of the System.
Dates of the joint and profile part of the senior examination
§ 2
(1) Graduation tests shall take place during the spring test period and the autumn test period.
(2) During the spring trial period, the graduation examinations shall take place from 2 May to 10 June, in the autumn trial period from 1 September to 20 September.
(3) During the spring test period, didactic tests shall take place between 2 May and 15 May. The specific dates for holding the didactic tests during the spring examination period shall be determined by minister4) by 15 August at the latest, preceding the school year in which the final examination is held. The timetable for the holding of the didactic tests (hereinafter referred to as the Single Test Schedule) shall be determined by the Ministry by 15 January of the school year in which the graduation examination is held; the data are published by the Ministry in a way that allows remote access.
(4) Profiler part examinations 5) take place during the spring examination period between 16 May and 10 June. The examinations carried out in the form of a written examination (the written examination), the Czech language and literature and the foreign language carried out in the form of written work (the written work) and the examinations carried out and the practical examination (the practical examination) shall take place not earlier than 1 April. In cases where the nature of the test so requires, a practical examination and a written examination may be held at an earlier date.
(5) In the autumn test period, didactic tests shall take place between 1 September and 10 September. The Ministry shall determine the specific dates of the didactic tests in the autumn examination period (4) by 15 January at the latest before the completion of the final examination in the following school year. The uniform test scheme shall be determined by the Ministry by 15 August at the latest before the graduation examination and published in a manner that allows remote access.
(6) The profile part of the graduation examination shall be conducted during the autumn test period from 1 September to 20 September, the tests being carried out by written examination, written work and practical examinations shall be carried out not earlier than 25 August. In cases where the nature of the test so requires, a practical examination may be carried out at an earlier date.
(7) The specific dates of the compulsory and optional profile part tests shall be set by the school director for the spring examination period no later than 2 months before the spring examination period and for the autumn examination period no later than 25 August before the graduation exam and shall be published in a way that allows remote access. The specific dates referred to in the first sentence shall be determined by the school director in accordance with paragraphs 3 to 6 so that they do not overlap with the uniform test scheme for individual pupils.
§ 3
(1) Didactic tests are started at the same time each time according to the uniform test schedule.
(2) The dates referred to in § 2 (3) to (7) are also valid for the performance of the repair and replacement tests. The period referred to in Article 2 (7), first sentence, shall not apply in the procedure referred to in Article 25 (2), second sentence.
§ 4
Login to the graduation exam
(1) The pupil shall submit to the school director for the final examination, correction or replacement examination of the application for the final examination ("the application"), the specimen of which is set out in Annex 1 to this order, no later than:
(a) 1 December for the spring trial period;
(b) 25 June for the autumn test period.
(2) In the application, the student shall indicate:
(a) the name, names and surnames, school, class and field of education, form of education, birth number, otherwise the date of birth and place of birth, citizenship,
(b) the names of the test subjects for compulsory examinations of the common part of the graduation examinations (7);
(c) the names of the test subjects of the compulsory profile tests8),
(d) the names of the optional test subjects of the common part of the graduation examinations (9);
(e) names of test subjects of optional profile tests10),
(f) a description of the test subject to be held by the pupil in the common and profile sections of the graduation examination in the language of the national minority;
(g) the inclusion of a pupil with an award of the conditions for holding a graduation examination in the category and group referred to in Annex 2 to this Decree in order to adapt the conditions for holding a common part of the graduation examination;
h) the requirement of a pupil pursuant to § 20 (6) of the Education Act to modify the conditions and manner of holding the examination from the Czech language and literature common and profile part of the graduation exam and from the test subjects common part of the graduation exam mathematics and mathematics expanding.
(3) The application referred to in paragraph 2 (g) shall be accompanied by a recommendation from the educational institution in accordance with § 20. This recommendation shall be incorporated into the school curriculum under Section 28 (2) (f) of the Education Act. The application referred to in paragraph 2 (h) shall be accompanied by an officially certified copy of the educational documents issued by a school outside the Czech Republic, including their translation into the Czech language; in case of doubt as to the accuracy of the translation, the school director shall be entitled to require the production of an officially certified translation of the educational documents.
(4) The pupil shall be enrolled in all the test subjects referred to in paragraph 2 (b) and (c) in due time. The application for examination under § 81 (5) of the Education Act shall be submitted in accordance with paragraphs 1 to 3; the application shall state the year of successful completion of the final year of education. The application for the correction test or replacement test shall be submitted by the pupil to all parts of the test of the relevant test subject of the profile part of the graduation examination for which he has failed or failed. An application for a correction test or replacement examination shall be filed at the school in accordance with the rules laid down in the Charter and File Service Act and amending certain legislation11). The time limit shall be 5 years.
(5) The Director of the School shall transmit to the Centre, through the Centre's information system, the data referred to in paragraphs 2 to 4 at the latest by:
(a) 15 December for the spring trial period;
(b) 30 June for the autumn test period.
(6) Changes in the data of the pupil referred to in paragraph 2 (a) and (g) which have taken place since the transmission of the data to the Centre pursuant to paragraph 5 shall be notified without delay by the Director of the School of the Centre. Changes in the data of the pupil referred to in points (c) and (e) of paragraph 2 which occurred during the period following the transmission of the data of the Centre pursuant to paragraph 5 due to the transfer of the pupil pursuant to § 66 (4) of the Education Act or the change in the field of education under § 66 (3) of the Education Act shall be notified to the Centre by the Director of the School without delay. Changes according to the second sentence may be made at the latest by the beginning of the test of the profile part of the graduation examination in accordance with § 2 (4) and (6).
(7) A pupil admitted to the final year of education under § 63 of the Education Act after the deadline under paragraph 5 (a) shall submit an application for the following autumn examination period. This period is also considered to be a proper term for the performance of the final examination by this pupil.
(8) The school shall forward to the pupil a certified extract from the Centre's information system no later than 5 days after the transmission of the Centre's data pursuant to paragraph 5. In the event of non-compliance with the information contained in the extract, the student shall send the correct data to the school within 5 days.

COMMON PART OF THE MATURITY TEST
Testing from Czech language and literature
§ 5
(1) The Czech language and literature test takes 85 minutes.
(2) At the request of the student, according to § 20 (6) of the Education Act, the duration of the didactic test from Czech language and literature is extended by 30 minutes and has the possibility to use the translation dictionary.
Test from a foreign language
§ 7
(1) Testing from the test subject of a foreign language may be conducted from
(a) English,
(b) French;
(c) German,
(d) the Spanish language; or
(e) Russian language.
(2) The didactic test from the foreign language test subject takes 110 minutes, of which 40 minutes will listen to part of the test and 70 minutes will take part of the test to verify reading and language knowledge and skills.
§ 9
Testing of mathematics
The math diagnostic takes 135 minutes. At the request of the pupil under Section 20 (6) of the Education Act, the duration of the didactic test is extended by 10 minutes and the translation dictionary is allowed to be used for the didactic test.
§ 10
Optional exam from mathematics expanding
The didactic test of mathematics expanding takes 150 minutes. At the request of the pupil under Section 20 (6) of the Education Act, the duration of the didactic test is extended by 15 minutes. In the course of the didactic test, the pupil has the possibility to use the translation dictionary according to § 20 (6) of the Education Act.
Organisation of the common part of the graduation exam
§ 11
(1) The Centre shall deliver the relevant test documentation to the safety deposit box test site at the latest on the last working day preceding the start of the didactic tests referred to in Section 2.
(2) The safety deposit box also contains:
(a) the list of pupils,
(b) a test report in the classroom;
(c) guidelines for contracting entities;
(d) security envelopes for completed record sheets and student attendance lists;
(e) other auxiliary materials.
(3) The principal of the school shall take over the safety deposit box for the test site from the person authorised by the Centre and check its integrity. Both take-overs will be confirmed by a transfer record.
(4) On the day of the relevant examination in accordance with the uniform test scheme, the school director shall open the safety deposit box in the presence of the Commissioner and remove the test documentation for the relevant test subject and classroom. Then the safety deposit box will be sealed. The school director shall transmit the test documentation to the contracting authority in the presence of the Commissioner, at the earliest 20 minutes before the start of the relevant examination. The transmission of the documentation shall be confirmed by a record of the transmission.
(5) In the classroom where the test will take place, the contracting authority will check the integrity of the packaging of the test documentation and open it. The contracting authority shall record the opening in the test report in the classroom.
(6) The contracting authority shall issue the examination and record sheets and, where appropriate, other parts of the examination documentation to the pupils and shall initiate the test within a specified time frame.
§ 12
Each pupil sits in a separate bench during the didactic test. In one classroom, there may be a maximum of 17 pupils, in the case of pupils with recognised conditions for the completion of the graduation examination, a maximum of 14 pupils.
§ 13
(1) The contracting authority shall select, immediately after completion of the examination according to the uniform test schedule from pupils filled in the record sheets of the didactic tests together with the presentation sheet, check their completeness, store the record sheets and the presentation sheet in the security envelope, and record on the record of the course of the graduation examination in the classroom. The security envelope shall be forwarded to the Commissioner without delay. The Commissioner and the contracting entity shall confirm the transmission of the security envelope in the transfer record.
(2) The Commissioner shall immediately transfer the record sheets and presentation documents to the electronic form and send them to the Centre via the Centre's information system; then the Commissioner shall transmit the record sheets and the attendance lists to the school director and confirm both transfers in the transfer record.
(3) After completion of the examinations, the Director of the School shall, at the request of the Centre, arrange for the transmission of the safety deposit box to the Centre in a manner specified by the Centre.
(4) Record sheets are deposited in the school in the manner laid down by the Act on archiving and file service and amending certain laws (11). The time limit shall be 5 years.

ČÁST TŘETÍ

PROFILE PART OF THE MATURITY TEST
§ 14
(1) The school director may include only subjects or other comprehensive parts of the training content in the offer of compulsory examinations of the profile part of the graduation examination, the sum of which is at least 4 teaching hours in each of the years set out in the school curriculum's curriculum curriculum. If the content of the examination is more than one content of related subjects or other comprehensive parts of the educational content of the school curriculum, then their weekly teaching hours are added up.
(2) For forms of education other than daily, the educational content specified in the school curriculum corresponding to the daily form of education is decisive for determining the lowest number of teaching hours during the training period.
(3) The minimum length of the weekly teaching period referred to in paragraph 1 shall not apply to short studies under § 85 of the Education Act for examinations under § 14a to 14d.
(4) When writing from Czech language and literature and from foreign language, each pupil sits in a separate bench. In one classroom, there may be a maximum of 14 pupils with a declaration of the conditions for the completion of the graduation examination.
§ 14a
Written work from Czech language and literature
(1) Written work from the Czech language and literature means the creation of a coherent text whose minimum range is 250 words. Written work takes at least 110 minutes, including time to choose the assignment.
(2) For written work for a given day and time, the school director shall determine at least 4 subjects which shall be made available to pupils immediately before the start of the examination. After the start of the test, the pupil chooses 1 entry. The enrollment of the written work shall include the name of the enrollment, the way in which the enrollment is processed and, where appropriate, the default text for enrollment.
(3) The enrolment of written work for a given day and time are the same for all pupils of a given field of education of the relevant school. Written work shall be carried out by pupils of the field of education on the same day and time, if not for the procedure laid down in Paragraph 25 (2), second sentence; in the case of the same award, written work for several fields of education of the same school shall be carried out on the same day and time by written work of pupils of those fields.
(4) At the request of the pupil, the duration of the written work from the Czech language and literature is extended by 40%. In writing, the pupil has the possibility to use the translation dictionary.
§ 14b
Oral examination from the Czech language and literature before the Exam Committee
(1) For the oral examination of the Czech language and literature, the school director shall determine a graduate list of at least 60 literary works in accordance with the framework and school curriculum of the field of education. The school director with multiple fields of education can create one graduate list of literary works which contains literary works for different fields of education if the number of literary works is preserved for each field of education according to the first sentence. At the same time, the school director sets out the criteria for drawing up his own list of literary works by the pupil. The academic list of literary works and criteria are also valid for the repair and replacement tests.
(2) From the graduate list of literary works and in accordance with the criteria laid down in paragraph 1, the pupil shall prepare his own list of literary works in the number determined by the school director; the lowest number of literary works in the student list is 20. The student shall submit the list to the school director or to a person authorised by him by 31 March of the year in which the final examination takes place for the spring trial period and by 30 June of the year in which the final examination takes place for the autumn examination period.
(3) The oral examination shall be conducted by means of a controlled interview using a working sheet containing fragments or extracts from a particular literary work. The school director shall provide working papers for pupils for works from their own lists of literary works. Part of the working list is the assignment of the student's knowledge and skills related to language and style teaching.
(4) The student draws the number of the working list immediately before preparing for the oral exam. The preparation for oral testing takes 15 to 20 minutes. The oral exam shall take no more than 15 minutes. On one day, the working list for the same literary work cannot be drawn twice. If the student does not submit his own list of literary works by the date referred to in paragraph 3, he shall draw lots for all the works of the graduate list of literary works for the field of education.
§ 14c
Written work from a foreign language
(1) Written work on a foreign language means the creation of a coherent text or texts in the total minimum range of 200 words. Written work takes at least 60 minutes, including time to choose the assignment. In writing, the pupil has the possibility to use the translation dictionary.
(2) For written work from a specific foreign language for a given day and time, the principal of the school shall determine 1 or more assignments which shall be made available to pupils immediately before the start of the examination. If more than 1 entry is specified, the pupil chooses 1 entry after starting the test. The enrollment of the written work shall include the name of the enrollment, the way in which the enrollment is processed and, where appropriate, the default text for enrollment.
(3) The enrolment of written work from a specific foreign language for a given day and time are the same for all pupils of the given field of education of the relevant school, who perform written work at the same level corresponding to the school curriculum. Written work shall be carried out by pupils of the field of education on the same day and time, if not by the procedure laid down in Section 25 (2), second sentence. In the case of the same enrolment of written work for several fields of education of the same school, pupils of these fields shall perform written work on the same day and time.
§ 14d
Oral examination from a foreign language before the Trial Graduate Committee
(1) For an oral examination of a foreign language, the school director shall set 20 to 30 subjects in accordance with the framework and school curriculum. Topics are also valid for repair and replacement tests. Topics may differ according to the level corresponding to the school curriculum.
(2) The oral examination of a foreign language shall take the form of a controlled interview using a working sheet containing 1 or more entries on a specific topic. For the fields of education with the code name of the category of education achieved M and L, it is part of the working list as well as the specification verifying the knowledge of terminology relating to the educational field of vocational training, which may not follow the drawn topic.
(3) The pupil draws a single topic immediately before the oral examination begins. The preparation for oral testing takes 15 to 20 minutes. The oral exam shall take no more than 15 minutes. You can't draw the same theme twice in one day.
§ 15
Graduation work and her defence before the Trial Graduate Committee
(1) The award of the graduation thesis includes:
(a) the subject of graduation,
(b) the date of graduation and the length of the graduation defence before the probationary graduation commission;
(c) method of processing and guidance on the content and scope of senior work;
(d) the evaluation criteria for senior work; and
(e) a requirement for the number of copies of the senior thesis.
(2) The award of graduation work referred to in paragraph 1 shall be determined by the school director in good time, taking into account the scope, content and complexity of the work, but not later than 4 months before the date of the graduation defence. A student shall have a period of at least one month to prepare his graduation. If more than one subject is identified, the student will choose the subject of graduation within the deadline set by the school director; if the student does not choose the subject within the specified time limit, he shall draw one issue from an offer addressed to the school director.
(3) The subject matter and the award of graduation work are also maintained for the repair and replacement examination.
(4) At the latest 4 months before the term of the graduate thesis defence, the school director shall appoint the senior thesis supervisor and no later than 1 month before the term of the graduation thesis defence shall determine the opponent of the senior thesis. A natural person who is not in a basic employment relationship (12) may also be the leader and opponent of the graduate work (hereinafter referred to as "school ') and who is or has been involved in the subject of graduation work.
(5) The Head and Opponent of the Graduate Work shall make an individual written assessment of the Graduate Work. The opinions shall be submitted to the student and members of the examination committee not later than 14 days before the date of the defence of the graduation thesis.
(6) The preparation for the defence of graduation takes at least 5 minutes. The defence of graduation takes at least 15 minutes and not more than 30 minutes; the duration of the defence of the graduation thesis shall be determined by the school director.
(7) If the student does not give up work for serious reasons within the time limit set in accordance with paragraph 1 (b), he shall apologize in writing to the school director no later than the day fixed for giving up the graduation. If the school director accepts the student's apology, he shall set a deadline for the student's graduation. If the student does not submit the graduation work within the time limit referred to in paragraph 1 (b). (b) without a written apology stating the serious reasons or if the apology has not been accepted, the examination shall be deemed to have been carried out unsuccessfully.
§ 16
Oral examination before the Exam Committee
(1) The school director shall publish 20 to 30 topics for each oral examination. The published topics shall also be maintained for the repair and replacement tests.
(2) The pupil draws one topic immediately before the oral examination begins. The preparation for oral testing takes 15 minutes. If the nature of the examination so requires, the school director may provide for an extension of the duration of preparation for the oral examination, but not more than 30 minutes. The oral exam shall take no more than 15 minutes.
(3) The same topic cannot be drawn twice during the oral test on one day.
§ 17
Written test
(1) The school director shall determine the subjects and test roles of the written examination and the manner in which it is to be conducted. If more than one topic is specified, the pupil chooses one topic immediately before the start of the test. If a student does not choose a subject until the beginning of the written examination, he will draw one topic from a specified menu of topics.
(2) The length of the written examination shall be determined by the school director, but the maximum duration of the written examination shall be 300 minutes.
§ 18
Practical test
(1) The award of the practical examination, the duration and the manner in which it is to be held shall be determined by the school director.
(2) The practical examination shall be carried out by the pupil for a maximum of 3 days, unless otherwise specified.
(3) In the fields of education of the Art and Applied Arts Group (6), the practical examination takes place for 2 to 4 weeks, in the Conservatory for a maximum of 3 days.
(4) In one day, the practical test takes no more than 420 minutes.
(5) A practical test may take the form of a public appearance.
(6) The practical examination may be carried out individually or jointly by several pupils; pupils are always assessed individually.
§ 18a
Entering comprehensive profile work
(1) The Director of the School will publish the award of comprehensive profile work by 15 June of the school year preceding the school year in which the comprehensive profile work will be carried out.
(2) The assignment of complex profile work contains
(a) topics of complex profile work;
(b) surrender date,
(c) the method of processing complex profile work;
(d) framework criteria for the evaluation of complex profile work and individual subjects;
(e) requirement for the number of copies of complex profile work;
(f) an indication of which mandatory test subjects of the profile test include complex profile work;
(g) the method of cooperation with the workplace of the person where the pupil processes complex profile work and is authorised to work in the field of education; and
(h) for pupils who graduate from a foreign language as compulsory examinations, the determination of the part or part or extent of the work to be processed in a foreign language of at least 200 words for each foreign language.
(3) The subject and the assignment of complex profile work must not coincide with that of another pupil.
(4) The subject and the assignment of complex profile work is maintained even if the pupil holds a proper term in the autumn trial period on the grounds that he successfully completed the last year of training in the alternative period before the deadline for filing the application for the autumn trial period, as well as for the repair and replacement examination.
(5) Replacing a standardized test for complex profile work is not possible.
§ 18b
Application for comprehensive profile work
(1) The pupil submits an application for a comprehensive profile work under § 80c of the Education Act on the model set out in Annex 1b to this Order to the School Director, no later than 15 September for the due date for the spring trial period. The Director of the School shall transmit the data referred to in Section 4 (2) of the Centre through the Centre's information system by 15 December at the latest. The dates of filing the application for replacement and repair tests shall be governed by the provisions of Section 4.
(2) Until 1 December, the student may withdraw the application for the graduation examination referred to in paragraph 1 and submit the application for the graduation examination under § 78 to 79 of the Education Act.
(3) On the application for the graduation exam, the student shall state all compulsory examinations of both parts of the graduation exam and an indication that he is performing complex profile work. In addition to complex profile work, the student can apply for optional tests of the profile part of the graduation exam, which is performed according to normal rules.
§ 18c
Head and opponent of complex profile work
(1) By the deadline for publication of the award, the Head of the School shall designate a head of comprehensive profile work. Opponent of complex profile work the school director will determine no later than 2 months before the defence date. A natural person who is not in the primary employment relationship with the school and who is active or active in the field related to the topic of complex profile work may also be an opponent of complex profile work.
(2) For the evaluation of complex profile work by the leader and opponent, a written assessment of complex profile work will be prepared individually. The opinions shall be submitted to the pupil and members of the examination committee not later than 14 days before the date of the defence of the complex profile work.
(3) The opinion of the Head of Labour also contains the comments of other teachers on the subject-matter covered and, where other persons were involved in the assignment or assisted in the creation of the work, the expression of those persons.
§ 18d
Defence and evaluation of complex profile work
(1) The method of evaluation of complex profile work and individual subjects of test evaluation is covered by Section 24, unless otherwise specified.
(2) The pupil's defence takes place after the successful completion of the final year of education.
(3) The duration of the defence of complex profile work and the period of preparation for it shall be determined by the principal of the school, taking into account the scope of the complex profile work, but not less than 20 minutes for preparation and 45 minutes for defence.
(4) The defence includes:
(a) a self-defence, consisting of presentation of complex profile work and verification of used procedures related to complex profile work; and
b) oral examination by asking questions from the Trial Graduate Committee related to the topic of complex profile work and, in the case of a test subject, a foreign language further interview on general topics conducted in a given foreign language.
(5) Evaluation of complex profile work includes:
(a) own defence of complex profile work; and
(b) evaluation of test subjects covered by complex profile work.
(6) The pupil shall successfully perform the profile part of the graduation exam conducted by the processing of complex profile work if he succeeds in the defence under paragraph 4 (a) and in the oral examination under paragraph 4 (b).
§ 18e
Special rules for evaluation of test subjects Czech language and literature and foreign language
(1) Evaluation of the test subject Czech language and literature for complex profile work is done on the basis of
(a) the oral examination referred to in Article 18d (4) (b); and
