DECLARATION
of 10 July 2015
on a Czech language exam for applicants for admission to service who are not nationals of the Czech Republic
The Ministry of Education, Youth and Sports provides, pursuant to § 25 paragraph 2 of Act No. 234 / 2014 Coll., on the Civil Service:
Test range
§ 1
(1) In the case of applicants for admission to a post represented by an examination of the Czech language, by which the applicant for admission to service, which is not a national citizen of the Czech Republic, demonstrates the knowledge of the Czech language ("the examination '), the Czech language at level C1 is verified according to the Common European Framework of Reference for Languages.
(2) The knowledge of the Czech language referred to in paragraph 1 shall include in particular the following skills:
(a) to understand long and complex texts, both factographic and fiction, to appreciate stylistic differences, to understand technical articles and longer technical instructions;
b) express yourself fluently and promptly, in social and professional speaking, to accurately formulate your ideas, to be able to describe even complex topics,
c) to express yourself clearly, to be able to organize the text well, to be able to write letters, treatise and more complex reports, to choose the style of the text according to what it is intended for the reader.
§ 2
(1) In the case of other applicants, the examination shall verify the knowledge of the Czech language at level B2 according to the Common European Framework of Reference for Languages.
(2) The knowledge of the Czech language referred to in paragraph 1 shall include in particular the following skills:
(a) to understand longer speeches and lectures, to be able to follow the exchange of views, to understand most television reports and programmes on current topics and most films in the written language;
b) participate in a fluent and spontaneous conversation, have a normal conversation with native speakers, actively engage in discussions on familiar topics, explain and defend your views,
(c) write comprehensible detailed texts on a wide range of topics related to own interests, write treatise or reports, transmit information, defend or refute an opinion.
§ 3
Test content
(1) The test shall consist of the written part and the oral part.
(2) The written part of the test consists of a lexically grammatical test, reading text with understanding, written speech and listening with understanding. This part of the examination shall last for a maximum of 6 hours and 30 minutes in the case of an applicant for admission to a post represented; in the case of another applicant, no more than 5 hours and 30 minutes. This part of the test shall include at least one break of at least 15 minutes; the inclusion of breaks shall be notified to applicants in advance.
(3) The oral part of the test is conducted in the form of an interview conducted by the examiner and monitored by the evaluator. This part of the test shall last for a maximum of 45 minutes in the case of an applicant for admission to a post of service; in the case of another applicant, no more than 30 minutes.
§ 4
Efficacy
This decree shall take effect on the day of its publication.
