of 7 June 2007
amending Act No. 218 / 2000 Coll., on budgetary rules and amending certain related laws (budgetary rules), as amended, and Act No. 97 / 1993 Coll., as amended, as amended
Parliament has decided on this law of the Czech Republic:

1. In Article 7 (1), the dot is replaced by a comma at the end of the paragraph and the following point (y) is added:
"(y) the subsidy to the Support and Guarantee Rural and Forestry Fund a. s. to finance the main activities defined by its founder."
2. In Paragraph 24 (1), the dot is replaced by a comma at the end of the paragraph and the following point (d) is added:
"(d) without prejudice to the balance of the State budget, increase the total revenue and expenditure of the State budget and increase the relevant indicators of each chapter of the State budget to the amount transferred from the reserve funds of the State's organisational units pursuant to Article 48 (7) if they are to be used for another State's organisational component or for another purpose.";
3. In the first sentence of Paragraph 45 (3), the words "and the means of special accounts to finance the replacement and substitution of material reserves under the special rule 24b) 'shall be added at the end.
Footnote 24b reads:
"24b) § 6 (1) of Act No. 97 / 1993 Coll., on the Jurisdiction of the Administration of State Material Reserves."
4. In the third sentence of Article 45 (3), the words "and the means of special accounts to finance the replacement and substitution of material reserves' shall be inserted after the words" fixed assets'.
5. In Paragraph 45 (5), the sentence "The Ministry of Foreign Affairs shall also set up a special account to hold an advance to ensure the financing of internal organisational units which are representative offices of the Czech Republic abroad."
6. In Paragraph 48, the following paragraph 7 is inserted after paragraph 6:
"(7) The government may decide to transfer funds transferred to the reserves under Section 47 to the national budget revenue of Chapter General Treasury and be used either to reduce the deficit of the State budget or to reduce the deficit under Section 24 (1) (d). '
Paragraph 7 shall become paragraph 8.
7. In Paragraph 52 (2), the sentence "These obligations do not apply to the internal organisational units of the Ministry of Foreign Affairs, which are representative offices of the Czech Republic abroad."
8. In Paragraph 52 (5), the words "except as referred to in paragraph 6 'shall be added at the end of the paragraph.
9. In Paragraph 52, paragraph 6 is added:
"(6) The Ministry of Foreign Affairs may set up current accounts with banks for internal organizational units, which are representative offices of the Czech Republic abroad, to concentrate their income and to ensure payment of their expenses. These organizational units are entitled to use concentrated revenue directly to cover expenditure, while the Ministry of Foreign Affairs is required to ensure a regular monthly aggregate contribution of their revenue to the State budget. Revenue and expenditure effected abroad during the period 1 November to 31 December by these organisational units shall be considered as revenue and expenditure for the following financial year. Advances provided from the account pursuant to § 45 (5) shall be charged monthly by the representative offices of the Czech Republic abroad."
Amendment to Act No. 97 / 1993 Coll., on the Jurisdiction of the Administration of State Material Reserves, as amended
Act No. 97 / 1993 Coll., on the Jurisdiction of the Administration of State Material Reserves, as amended by Act No. 172 / 1996 Coll., Act No. 189 / 1999 Coll., Act No. 241 / 2000 Coll., Act No. 256 / 2000 Coll. and Act No. 419 / 2004 Coll., is amended as follows:
1. In Article 6 (1), the words "and there is no State budget revenue 'shall be added at the end of the paragraph.
2. Paragraph 6 (3) is deleted.
EFFECTIVE
That law shall take effect on the first day of the calendar month following its publication.
