Ministry of Economy
of 15 August 1994
laying down general technical requirements ensuring the use of buildings by persons with reduced mobility
The Ministry of Economy provides pursuant to § 143 (1) (k) of Act No. 50 / 1976 Coll., on Territorial Planning and Construction Regulations (Construction Act):
INTRODUCTORY AND GENERAL PROVISIONS
Scope
(1) According to this decree, the procurement and approval of planning documentation and the design, placement and authorisation of buildings are carried out
(a) housing houses containing more than three housing units;
(b) houses with special purpose dwellings (1) and buildings of a constitutional nature intended for use by persons with reduced mobility (hereinafter referred to as "welfare structures");
(c) civil equipment;
(d) where more than 20 persons are expected to be employed, 2)
(e) for production, intended for the employment of people with disabilities;
(f) schools.
(2) The provisions of Part Two of the Order shall apply to all the buildings referred to in paragraph 1. The provisions of Part Three shall apply to the buildings referred to in paragraph 1 (b) and (d); the provisions of Section 5 shall also apply to the buildings referred to in paragraph 1 (a). The provisions of Part Four shall apply to the structures referred to in paragraph 1 (c).
(3) The construction or parts thereof referred to in paragraph 1 (a) (ii) shall be carried out in accordance with the following conditions: (b) determine who shall allocate appropriations from his budget for this purpose.
(4) The provisions of this Decree, unless excluded for serious reasons, shall apply to the design, preparation and authorisation of amendments to the structures referred to in paragraph 1.
Definition of terms
For the purposes of this decree,
(a) for construction of civil equipment3) in the parts intended for public use of the building for:
1. Governance,
2. services, trade and public catering,
3. physical education and recreation,
4. preschool facilities and schools, 4)
5. culture,
6. health and welfare,
7. public transport, including local communications,
8. motorism - in particular car service stations, service stations, technical control stations, highway rest areas, road handling, etc.,
9. temporary accommodation, such as boarding houses, dormitories, hotels, guesthouses, motels,
(b) persons with reduced mobility and orientation of persons affected by the movement, visual and auditory disorders, elderly persons, pregnant women and parents with children under the age of three.
MANAGEMENT OF ACCESS, LOCAL COMMUNICATIONS AND PUBLIC FLOW
Access to the structures referred to in Paragraph 1 (1) shall be granted by at least one entry at the level of pedestrian communication without levelling steps; exceptionally, for serious technical reasons, the compensation may be dealt with by the ramp carried out in accordance with point 1 of the Annex.
(1) The pavements, paths and footboards shall be dealt with in the manner set out in point 1 of the Annex.
(2) Marked weaning and parking spaces for passenger motor vehicles (land, above ground and underground) must have 2% of the standing, but at least two seats, for disabled people's vehicles. Reserved seats shall be dealt with in the manner set out in point 3.1 of the Annex and shall bear an international accessibility symbol. These reserved stables must be granted barrier-free access from pedestrian communication.
(3) The spaces for the location of public vending machines and devices must be dealt with in the manner set out in point 3.2 of the Annex in order to allow access to the wheelchair ("wheelchair").
(4) Access to mailboxes, public vending machines and devices shall be ensured in the manner set out in point 1 of the Annex.
(5) Public areas, sets and parks must be dealt with in the manner set out in point 1 of the Annex.
SOLUTION OF THE CONSTRUCTION OF HOUSEHOLDINGS, SCHOOL STATUTES, STATUS FOR PRODUCTION INTENDED FOR EMPLOYMENT OF PERSONS WITH SUCH HEALTH ASSISTANCE AND SOCIAL HEALTH STATUS
Internal communication and equipment
Access to all areas of buildings referred to in Section 1 (1) (a) (except houses without an elevator where access to the entrance deck must be made accessible through barrier-free internal roads), (b) and (d) shall be provided by horizontal home roads, staircases and elevators in the manner laid down in point 1 of the Annex.
Special purpose dwellings for the affected and residential areas of social welfare structures
(1) The solution of special purpose dwellings for the affected and residential areas of welfare structures must ensure that persons on the wheelchair can be used in all areas (point 2 of the Annex).
(2) The requirement referred to in paragraph 1 must comply with:
(a) living rooms, including catering service links;
(b) width and layout of residential and other internal communications,
(c) dimensions of accessories,
(d) the size and layout of the sanitary establishment;
(e) built-in housing equipment.
Common housing and welfare facilities
(1) Laundry, drying room, ironing room, cellar or other common spaces where they are in an apartment building which is not a multi-storey building without an elevator, must be accessible to and allow use by persons with reduced mobility.
(2) Garages located in or directly linked to housing houses or buildings for social care must be accessible in the manner laid down in Section 3.
Operating premises of designated buildings pursuant to § 1 (1) (d)
(1) The solution of the construction operating areas for production must provide wheelchair users with the possibility of all expected activities (Annex 2.4.1 and 2.4.6).
(2) The requirements laid down in paragraph 1 must satisfy the requirements of both operational and occupational safety and fire protection solutions in particular:
(a) areas of operating rooms;
(b) the arrangement of the operational equipment;
(c) communication areas at premises;
(d) installation of production equipment;
(e) access and control of the production facility;
(f) signalling equipment;
(g) storage areas;
(h) sanitary facilities (Annex 2.3).
If buildings for production intended for the employment of people with severe disabilities are connected by houses with special purpose apartments or civil facilities, the whole complex (residential production unit) must be dealt with in accordance with the provisions of parts 2, 3 and 4 in all areas intended for use mainly by disabled persons.
SOLUTION OF THE CONSTRUCTION OF CIVIL EQUIPMENT
Internal communication and equipment
(1) Access to parts of buildings intended for public use must be ensured in accordance with Section 5 of this Decree.
(2) For buildings with two above-ground floors which are not equipped with lifts or ramps, public use must be ensured to the appropriate extent on the entrance deck. For buildings with three or more floors, access to floors intended for public use by at least one personal or modified freight lift shall be ensured. In the case of structures with lift, access to all floors shall be ensured in this way.
Other premises
(1) At least one cabin shall be designed for use by persons using a wheelchair (Annex 2.3) in construction sites where public health facilities are established. Similarly, at least one toilet on two floors at multi-storey buildings with administrative operation must be handled.
(2) There must be at least two wheelchair positions in the stands (Annex 2.4.2).
(3) The structures must be addressed in parts intended for public use with parameters enabling wheelchair access. 5)
(4) At least 1% of the rooms, but not less than one room, must be designed in the buildings for temporary accommodation in accordance with § 6.
(5) The spaces and equipment referred to in paragraphs 1 to 4 must be marked with international accessibility symbols and an indicative sign indicating access to them must be placed in an appropriate place.
(6) The assembly space of civil engineering structures referred to in § 2 (e), or (a), must be equipped with an induction loop for persons with hearing defects.
PROVISIONS TRANSITIONAL AND FINAL
According to this decree,
(a) in the case of zoning plans and zoning projects, the proposal of which will be drawn up following the effectiveness of this decree, 6)
(b) in the case of the buildings referred to in Paragraph 1 (1) for which the territorial management will be definitively terminated after the application of this decree, for changes to these structures and for changes to their use, unless this is excluded for serious reasons.
The Decree of the State Commission for Scientific, Technical and Investment Development No. 53 / 1985 Coll., on the General Technical Requirements for the Use of Buildings by Persons with Reduced Motion is hereby repealed.
This decree shall take effect on 1 October 1994.

Annex to Decree No 174 / 1994 Coll.
1. Communication
1.1.1. Surface treatment
The surface of the pavements, staircases and ramp shall be flat and adjusted against the slip.
1.1.2. In the case of transitions, the reduction at the curb shall be marked with a significantly different texture and surface character, a perceptible blind stick and a platform at a minimum width of 300 mm.
1.1.3. The slope of the inclined planes shall meet the requirements for ramps (paragraph 1.3).
1.2. Height differences
The height differences for crossings and horizontal internal communications shall not exceed 20 mm.
1.3. Stairs and ramps including staircases and ramps in underpasses
1.3.1. Staircase arms and ramps shall be provided on both sides with handrails of 900 mm, which shall exceed by 150 mm the first and last step of the staircase, or the beginning and end of the ramp.
In places with the possibility of a person falling from a height, the handrail or rail shall be 1100 mm.
1.3.2. Staircase arms, if they are the only approach, must be direct.
1.3.3. Ramps shall be at least 1300 mm wide and their longitudinal inclination shall not exceed 1: 12 (8,33%).
1.3.4. If the ramp is not longer than 3000 mm, it may exceptionally have a maximum inclination of 1: 8 (12,5%); does not apply to construction pursuant to § 1 (1) (b).
1.3.5. The ramp shall have a guide bar of 300 mm on both sides.
1.3.6. A ramp of more than 9000 mm shall be cut off by rest stops of not less than 1500 mm. The rest must have a circular ramp.
1.3.7. The structure of the ramp shall have a minimum length of 1500 mm.
1.3.8. The first and last stages of each stairway arm shall be significantly contrasting from the surrounding area.
1.3.9. Stairways, ramps and structures running into the space shall be adjusted in accordance with paragraph 1.4.4 to prevent the possibility of blind persons entering a space of less than 2100 mm.
1.4. Walkways
1.4.1. The sidewalks shall be at least 1500 mm wide and shall have a longitudinal inclination not exceeding 1: 12 (8,33%) and a transverse inclination not exceeding 1: 50 (2,0%).
1.4.2. On sections of more than 200 m, no more than 1: 50 (2,0%) shall be set up.
1.4.3. There shall be no structure in the space between 450 and 2200 mm above the pavement which could jeopardise the safety of visually impaired persons.
1.4.4. The pedestrian communication shall be so designed as to ensure that the guide line for visually impaired persons is kept consistently, the pavement edge at the road is not a guide line. The necessary obstacles on the pedestrian roads (public lighting mast, road signs, trees, telephone machines, etc.) shall be fitted in such a way as to maintain an intermediate profile of 900 mm wide.
1.5. Transitions and platforms
1.5.1. The transitions for civil engineering [Paragraph 1 (1) (c)] and equipped with a signal shall have a self-service device with adjusted length of interval.
1.5.2. Transitions equipped with light signalling shall also be equipped with sound signalling.
1.5.3. Control of self-service signalling devices shall be located at a height of 1100 to 1400 mm.
1.5.4. The public transport platforms must have at their edge modifications for the blind and the weak-sighted, which are susceptible to the rest of the vision (contrast), the stopover and the blind stick. Adjustments depend on the type of means of transport
(a) for railway platforms, a lane of width min. 400 mm from the platform edge 800 mm,
(b) for platforms of tram speedlodrah, a lane of width min. 400 mm at 500 mm from the platform edge,
(c) at 150 mm wide line at 600 mm from the platform edge.
1.5.5. For civil amenities, a guide line for the weak-sighted and blind must be provided. The acoustic guidance systems in these structures are designed on the basis of the expert opinion of the Consultation Centre of the Association for the Environment of Disabilities in the Czech Republic.
1.6. Entrance to objects
1.6.1. Before entering the building, the horizontal surface shall be at least 1500 x 1500 mm, when opening the door out at least 1500 x 2000 mm.
1.6.2. The entrance door shall be capable of opening at least 900 mm. They may be glazed from a height of 400 mm or must be protected against mechanical damage by means of a trolley (glass with a rigid glass, with wire insert, etc.).
They shall be provided with a horizontal handle, except for doors automatically operated.
1.6.3. The designation of glazed inputs shall be made in accordance with paragraph 2.2.2 of this annex.
1.6.4. The door lock shall be located at a maximum of 1000 mm, a handle or handle of a maximum of 1100 mm.
1.6.5. The upper edge of the bell panel shall not be more than 1200 mm.
1.6.6. The entrance shall be illuminated in such a way that there is no sudden and large contrast between lighting outside and inside the building.
1.7. Lifts
1.7.1. In front of the lift entrance door, the free space shall be at least 1400 x 1400 mm.
1.7.2. The doors of the lift and the lift cabin shall be at least 800 mm wide.
1.7.3. The width of the lift cab shall be not less than 900 mm, the depth of the lift cab shall be not less than 1200 mm [for housing houses as referred to in § 1 (1) (b) and the newly designed structures shall be not less than 1400 mm and the width of 1100 mm].
1.7.4. The lift cab shall be equipped with:
- a telephone or signal device located not more than 1000 mm above the floor,
- a folding seat located within the control panel,
- a control panel of 1000 to 1200 mm above the floor.
1.7.5. The lift cab shall not have a manually opened door.
1.7.6. The control panel shall have a touch-readable device at least for the entrance deck and for civil engineering for all floors.
1.7.7. The arrival of the cabin shall be notified by an audible signal.
2. Interior
2.1. Windows
2.1.1. The windows shall have a lever lock of not more than 1100 mm above the floor.
2.1.2. Windows and glazed walls with a parapet of less than 500 mm shall have lower parts up to a height of 400 mm against mechanical damage and at a height of 1400 to 1600 mm shall have a significant tape width of not less than 50 mm or a strip of 50 x 50 mm, not more than 150 mm apart, clearly visible against the background.
2.2. Door
2.2.1. The door shall be at least 800 mm wide, 900 mm in the case of construction according to § 1 (1) (b).
2.2.2. Glass walls or glass doors, the glazing of which is less than 800 mm above the floor, shall be marked at a height of 1400 to 1600 mm with a distinctive tape at least 50 mm wide or a strip of 50 x 50 mm wide, not more than 150 mm wide, clearly visible against the background. The lower part of such a door shall be treated in a similar manner to the glazed walls referred to in paragraph 2.1.2.
2.3. Medical equipment
2.3.1. The upper edge of the seat cushion of the toilet bowl shall be 500 mm above the floor, the control of the flushing device shall be located on the side not exceeding 1200 mm above the floor, tilting handrails shall be at a distance of 600 mm and 780 mm above the floor on both sides of the toilet bowl. The door shall open outwards and be provided with a horizontal handle from the inside. The door lock shall be removable from the outside. In addition to the toilet bowl, the space shall be 800 mm wide. The sink must be located in the toilet cabin. Min. cab dimensions 1400 x 1400 mm, for newly designed constructions 1600 x 1800 mm.
2.3.2. The sink shall be equipped with a lever discharge battery. In addition to the sink it is necessary to place a handrail to allow the support.
2.3.3. The bathtub shall have modifications to allow the use of a mobile jack to move the person with the movement from the trolley. The lever discharge battery shall be located on the longitudinal side of the bath.
2.3.4. Shower boxes and shower corners shall have a minimum floor plan size of 1400 x 1400 mm. It shall be fitted with a tilting seat enabling lateral or frontal access. The hand shower with lever control, support handle and soap bar shall be located within the range of the seat, on the wall perpendicular to the wall on which it is attached. The height difference between the floor and bottom of the shower box or corner can be max. 20 mm.
2.4. Manipulating spaces and areas
2.4.1. The smallest manoeuvring space for the trolley is 1200 x 1500 mm.
2.4.2. The wheelchair space in the auditorium shall be at least 1000 x 1200 mm, shall be on a flat floor overlooking the stage and accessible from the rear.
2.4.3. For civil engineering constructions [§ 2 (a) (5) or (1)], the designated places shall be provided with an induction loop for persons with hearing defects. *)
2.4.4. The width of the parking lot and parking lot shall be at least 3500 mm.
2.4.5. The height for the installation of equipment and handling equipment on the buildings referred to in § 1 (1) (b) and (d) shall be 600 to 1200 mm.
2.4.6. Obstacles on pedestrian roads shall have at a height of 1100 mm protection (railing, fencing) and a stand of at least 100 mm height constituting a stop for a blind stick.
2.5. Information equipment
2.5.1. The basic information graphic equipment for public movement in civil engineering pursuant to § 2 (a) (1), (2), (5), (6), (7) and (9) shall have contrasting and well lit inscriptions.
2.5.2. The basic information equipment for orientation shall be supplemented by acoustic, tactical and optical elements serving persons with sensory disabilities.
3. Public areas
3.1. Parking and storage areas
The width of the seats for disabled people's vehicles on parking lots, storage areas and garages shall be at least 3500 mm and shall have a maximum inclination of 1: 20 (5,0%).
3.2. Public vending machines
3.2.1. The space for the location of the public vending machine shall be at least 1000 x 1200 mm.
3.2.2. The height for the location of the handling device of the public vending machine is 600 to 1200 mm.
3.2.3. The telephone shall be equipped with a tilting seat of at least 500 mm above the floor.
3.2.4. At least one of them shall be equipped with an amplifier or, where appropriate, a listening device. The telephone machine thus modified shall be marked with an international deafness symbol.
3.2.5. The cabins of telephone vending machines with side walls which do not extend to the ground (floor) shall have a surface marking of the side walls at min height. 100 mm.
3.3. Postboxes
The mailbox shall have a height of 1000 to 1200 mm.
4. International accessibility symbol
The international symbol of accessibility is a square of blue colour on which is depicted by a white line stylized figure looking to the right and sitting on a wheelchair for disabled people. Min. dimensions of the symbol are 100 x 100 mm.
5. International symbol of deafness
The international symbol of deafness is a square of blue colour on which is depicted by a white line stylized boltec ear, which breaks the diagonal leading from the upper right corner of the square. Min. dimensions of the symbol are 100 x 100 mm.
