Slovak Commission for Scientific Aspects
of 20 December 1973
amending and supplementing Decree No. 198 / 1964 of the State Commission for Scientific Aspects Coll., on the Management of the Award of Scientific Aspects
The Slovak Commission for Scientific Positions in the Agreement with the Slovak Academy of Sciences, the Federal Ministry of Technical and Investment Development and the Ministry of Education of the Slovak Socialist Republic provides pursuant to § 12 (3) of Act No. 53 / 1964 Coll., on the award of scientific degrees and on the State Commission for Scientific Positions:
The Decree of the State Commission for Scientific Aspects No. 198 / 1964 Coll., on the Management of the Award of Scientific Aspects, is amended as follows:
1. Paragraph 16 (3) (c) reads as follows:
"(c) an initial report on candidate and doctoral dissertation in the range of up to 20 pages written by the machine or an initial report on doctoral dissertation in the range of up to 40 pages written by the machine (hereinafter referred to as the" autoreport ")."
2. the following Sections 16a, 16b, 16c, 16d are inserted after Section 16:
(1) Autoreport means a brief expression of the basic ideas, methods and intentions of the candidate or doctoral dissertation.
(2) The purpose of the autoreports is:
(a) to allow a wider range of scientific and professional staff of relevant disciplines to be constantly and continuously acquainted with the content and conclusions of the scientific activities contained in the candidate and doctoral dissertation;
(b) ensure the prompt use of scientific results in practice;
(c) improve the level of defence of candidate and doctoral dissertations by giving every worker to whom the original report has been delivered the opportunity to submit in writing questions, comments or objections to the Chairman of the Defence Commission or to present them in the defence of candidate or doctoral dissertations and the dissertant is obliged to give an opinion on them.
(1) Autoreport is 143X215 mm. It shall be printed or reproduced in another equivalent way replacing printing. The first and the other sides of the autoreport must be adapted according to the model annexed to this decree.
(2) Autoreport is broken down according to the following syllabus:
(a) the current state of play of the issue, which is the subject of dissertation with a summary of the literature which deals with the questions under examination;
(b) the objective of dissertation,
(c) the processing method chosen;
(d) the results of the work with new knowledge;
(e) conclusions for practice and further development of scientific discipline;
f) a list of the most important published works of the dissertant related to the subject under examination, as well as a report of these works indicating where and when reviews were published in the Czechoslovak Socialist Republic or abroad,
(g) a summary in the Russian language or another world language in the range of 1-2 pages written by the machine.
(1) The Authority should be issued in such a number of copies so that it can be sent to persons, authorities and institutions who may be interested in the issues under examination. It shall be sent to the Secretariat of the Slovak Commission for Scientific Aspects, Opponents, Members of the Commission before which the defence will take place, the job of the candidate and other workplaces, organisations and institutions according to the list drawn up by the scientific colleges of the Slovak Academy of Sciences, the rectors of universities and, where appropriate, the Dean of the Faculty, by each group of disciplines.
(2) The Authority should be sent to the persons, authorities, organisations or bodies referred to in paragraph 1 no later than 6 weeks before the defence date.
(1) Printed or other copies of the initial report of the candidate and doctoral dissertation shall be provided by the institution, organisation or institution where the defended dissertation was created, e.g. university, faculty or scientific institute of the Slovak Academy of Sciences or other scientific research institute.
(2) The cost of printing or other copies of an autoreport shall be borne by the parent or training centre of the dissertant by mutual agreement.
(3) The distribution of the autoreport of the candidate and doctoral dissertations will be ensured by the place where the Defence Commission is set up, as instructed by the chairman of the commission concerned. "
3. In Paragraph 18 (4), the last sentence is deleted.
4. The third and fourth sentences of Paragraph 22 (1) are replaced by the following:
"The decree, together with the original report of the dissertation, shall be sent six weeks before the date of defence of the Secretariat of the Slovak Commission for Scientific Positions, Opponents, Members of the Commission before which the defence will take place, to the place of work of the applicant and other workplaces, organisations and institutions as listed by the scientific colleges of the Slovak Academy of Sciences. rectors of universities and, where appropriate, faculty dean, by group of science. The place of work to which the Order has been sent shall ensure that all relevant workers can be acquainted with the content of the Order and with the autoreport. '
Applications for the authorisation of a defence submitted by the date of application of this Order shall be examined in respect of the autopherate of the dissertation in accordance with the provisions in force until that date, even if the defence of the dissertation takes place after the validity of the decree.
This Decree shall take effect on 1 January 1974.
