Czech National Council
of 19 December 1989
on measures in the system of central government bodies of the Czech Socialist Republic, headed by a member of the Government of the Czech Socialist Republic
The Czech National Council decided on this law:
The Ministry of the Environment of the Czech Socialist Republic is hereby established as the central authority of the Czech Socialist Republic.
Act of the Czech National Council No. 2 / 1969 Coll., on the establishment of ministries and other central authorities of the Czech Socialist Republic, as amended by the laws of the Czech National Council No. 34 / 1970 Coll. and No. 60 / 1988 Coll., is amended as follows:
1. in Paragraph 1 (1):
- in point 8, the words "and the environment,"
- in paragraph 11, the words "and water."
2. in Paragraph 1 (1), the following point 14 is inserted after point 13:
"14th Ministry of Environment."
3. In Section 6, the words "zoning, building rules' are deleted.
4. Paragraph 8 (1) emits the words "and conservation of nature."
5.
- in paragraphs 1, 3 and 4, the words "and the environment,"
- deletes paragraph 2.
6.
- in paragraph 1, the words' and water ', the words' water management 'and the words' and, for technical and economic questions, the protection of air purity ',
- deletes paragraph 2.
7. The following Section 19 is inserted after Section 18:
(1) The Ministry of the Environment is the authority of the Supreme Government in environmental matters.
(2) The Ministry of the Environment is the central body of the State Administration for Water Management, Air Protection, Nature Protection, Territorial Planning and Construction Regulations and Technical and Economic Issues for Waste Management.
(3) In order to ensure the management and control activities of the Government of the Czech Socialist Republic, the Ministry of the Environment coordinates the process of all ministries and other central authorities of the Czech Socialist Republic in environmental matters.
(4) The Ministry of the Environment provides a uniform information system on the environment, including a flat-screen monitoring throughout the Czech Socialist Republic.
(5) The Ministry of the Environment manages the Fund for the Development and Protection of the Environment of the Czech Socialist Republic.
(6) The Ministry of the Environment is subordinate to the Czech Technical Inspection of Air Protection, the Czech Water Inspection and the Czech Hydrometeorological Institute. "
The Government of the Czech Socialist Republic will set up the Environment Council for environmental issues.
This Act shall take effect on 1 January 1990.
