DECLARATION
Federal Statistical Office and Federal Ministry of Finance
of 10 December 1980
on the single reporting base of organisations
The Federal Statistical Office pursuant to § 35 (2) and the Federal Ministry of Finance pursuant to § 35 (3) of Act No. 21 / 1971 Coll., on a unified system of socio-economic information, provides in an agreement with the State Planning Commission:
For the purposes of uniform expression and monitoring of data on socio-economic phenomena in socialist and other organisations and their organisational parts (hereinafter referred to as "organisations'), this decree provides for the creation and use of a single organisation's base of assessment (hereinafter referred to as" the base of assessment ').
(1) The data base includes individual data on socio-economic phenomena.
(2) The content of the alleged base is determined by a system of interrelated catalogues, containing lists and definitions of its elements, code lists, algorithms and model information phrase structures.
(3) Relatively stable and regularly updated data on sets of persons or objects of the same kind and their essential characteristics, expressed primarily by qualitative characteristics, are kept on the basis of registers (registers).
(1) The data bases are used to obtain information in a rational manner in particular:
(a) for the various fields and circuits of the organisation's information system, 1)
(b) drawing up proposals for national economic plans, including national budgets;
(c) for national and sectoral surveys and sub-systems of statistical surveys, 2)
(d) for the needs of the superior bodies.
(2) The data bases are also used as a basis for the determination of the economic indicators on the indicators' data sheets. 3)
(3) The data base is binding on the introduction and use of computer, reprographic, microfilm and transmission technology.
(1) The data base is regulated within the limits of its competence by the Federal Statistical Office and the Federal Ministry of Finance in an agreement with the State Planning Commission by methodological measures4)
(a) determine, to the extent necessary, the content of the alleged base (Paragraph 2 (2)) and the binding nature of its elements for the relatively separate areas of the facts observed by the national economy sector or for specific areas of cross-cutting nature (e.g. labour, wages and social affairs, basic resources, supplier-customer relations);
(b) regulate issues related to the alleged base (e.g. general questions concerning content and format of catalogues, storage and storage of data).
(2) Organisations may include additional data on an alleged basis according to their needs and, where justified, create parallel data sets or sub-files on certain facts containing more detailed data. In doing so, organisations are required to ensure that parallel files and sub-files are connected to specified data sets.
The head of the organisation shall designate the official responsible for the proper performance of the activities related to the allegation.5) It is also responsible for ensuring compliance with data protection and confidentiality rules.
(1) The provisions of this Decree apply mutatis mutandis to the creation and use of an alleged base of higher levels of organisation.
(2) In order to establish automated registers of facts relating to subordinate bodies and organisations or to cross-cutting facts, the approval of the Federal Statistical Office, which is requested by the competent central authority prior to the start of preparatory (project) work, is needed. The approval of the Federal Statistical Office shall not be required in respect of registries forming production units for its own use and registries which are produced on the basis of surveys for which the approval of the national statistics authorities is not required. 6)
(3) If the use of the register does not exceed the area of one republic, it shall submit the supporting documents to the Federal Statistical Office pursuant to the previous paragraph to the Central Authority of the Republic, through the Czech Statistical Office or the Slovak Statistical Office.
(4) A prior discussion with the Federal Statistical Office is also required when the creation of a register is imposed by a government measure or by a generally binding law, but at the same time the content and scope of the register are not specifically defined and the way in which the register is to be established.
The Federal Statistical Office shall keep a central catalogue of CSSR registries on registries maintained in the system of national statistics authorities and on registries to be discussed before they are introduced.
The data base in the bodies of the Federal Ministry of National Defence, the Federal Ministry of Interior, the Ministry of Interior of the Czech Socialist Republic, the Ministry of Interior of the Slovak Socialist Republic, the Ministry of Justice of the Czech Socialist Republic - the Board of Correctional Education and the Ministry of Justice of the Slovak Socialist Republic - the Board of Correctional Education will be adjusted by agreements of the State Planning Commission, the Federal Statistical Office and the Federal Ministry of Finance with those authorities.
The Decree of the State Statistical Office No 186 / 1968 Coll., on the establishment of a uniform register of workers, as amended by Decree No 42 / 1973 Coll., is hereby repealed.
This Decree shall take effect on 1 January 1981.

5) As a general rule, he is a member of the information system unit or of the organisation and management technology.
