DECLARATION
of 21 April 2021
amending Decree No. 305 / 2020 Coll., laying down the method of including compensation in the amount of compensation for services rendered in 2020
According to Article 1 (2) of Act No. 301 / 2020 Coll., on compensation to persons providing covered health services taking into account the effects of the disease epidemic COVID-19 in 2020 ("the Compensation Act '):
Decree No. 305 / 2020 Coll., establishing the method of including compensation in the amount of compensation for services paid in 2020, is amended as follows:
1. In Paragraph 14, the following paragraph 4 is inserted after paragraph 3:
"(4) For the services provided in 2020, the value of the point referred to in paragraph 2 is further increased by CZK 0.11, except for the performance No. 06714 according to the list of performances. This increase in the value of the point is intended to compensate for the increased personal costs of healthcare professionals providing care during the disease epidemic COVID-19. '
Paragraph 4 shall become paragraph 5.
2. Paragraph 14 (5) reads:
"(5) The advance payment shall be granted to the provider at the rate of the increase in the remuneration referred to in paragraphs 3 and 4 relating to the services declared, not later than 31 May 2021. ';
3. In Article 15, the following paragraph 4 is inserted after paragraph 3:
"(4) For the services provided in 2020, the value of the point referred to in paragraph 1 (a) and (b) is further increased by CZK 0.11. This increase in the value of the point is intended to compensate for the increased personal costs of healthcare professionals providing care during the disease epidemic COVID-19. '
Paragraph 4 shall become paragraph 5.
4. Paragraph 15 (5) reads as follows:
"(5) The advance payment shall be granted to the provider at the rate of the increase in the remuneration referred to in paragraphs 3 and 4 relating to the services declared, not later than 31 May 2021. ';
5. In Article 17 (1) and (2), "105,4 'is replaced by" 111,7'.
6. The following Section 20a is inserted after Section 20, including footnote 7:
(1) Providers under Sections 6 to 15 and providers of pharmacy care, provided that, during the second wave of the CoVID-19 epidemic, from 1 October 2020 to 31 December 2020, they have provided paid services and reported them to health insurers, in order to compensate for the increased personnel costs resulting from the payment of exceptional remuneration to healthcare professionals, the remuneration is increased by the amount of the Reward 2. wool calculated as follows:

where:
| Výšeodměny | se stanoví ve výši 75 000, s výjimkou poskytovatelů zdravotnické záchranné služby, pro které se stanoví ve výši 120 000. |
| PočetZP2020 | je počet zdravotnických pracovníků poskytujících hrazené zdravotní služby u poskytovatele, kteří jsou uvedeni ve smlouvě mezi poskytovatelem a zdravotní pojišťovnou účinné k 31. prosinci 2020. U poskytovatelů lékárenské péče se PočetZP2020 vypočítá jako počet zdravotnických pracovníků vedených u poskytovatele za rok 2020 v Národním registru zdravotnických pracovníků podle § 76 zákona o zdravotních službách7). |
| KapacitaZP2020 | je součet týdenních hodinových kapacit úvazků zdravotnických pracovníků poskytujících hrazené zdravotní služby u poskytovatele, které jsou uvedeny ve smlouvě mezi poskytovatelem a zdravotní pojišťovnou účinné k 31. prosinci 2020. U poskytovatelů lékárenské péče se KapacitaZP2020 vypočítá jako souhrnná týdenní pracovní doba zdravotnických pracovníků vedených u poskytovatele za rok 2020 v Národním registru zdravotnických pracovníků podle § 76 zákona o zdravotních službách. |

(2) In the case of a provider who did not provide the medical services covered during the period 1 October 2018 to 31 December 2018, the comparison _ value _ care 2018,4Q is set at 1.
(3) The increase in the remuneration referred to in paragraph 1 shall not be included in the amount of the remuneration determined in accordance with § 6 to 15.
(4) The advance payment shall be granted to the provider at the rate of the increase in remuneration referred to in paragraph 1 by 31 May 2021 at the latest. "
In Annex 1, Part And paragraph 7.5 reads:
"7.5. For the services covered by the services provided in the 911, 914, 921, 925 and 926 competence lists according to the performance list, the value of the point shall be determined according to Part A (1) and (2) of Annex 6 to this Regulation and Part B (4) of Annex 6 to this Regulation, the increase in remuneration according to Part A (9) of Annex 6 to this Regulation, the increase in remuneration referred to in Part B (7) of Annex 6 to this Regulation, the calculation of the total remuneration referred to in Part A (4) of Annex 6 to this Regulation and the total remuneration referred to in Part B (4) of Annex 6 to this Regulation shall not apply. ';
8. In Annex 1, Part In point 7.7, the words "an increase in the remuneration referred to in point A (6) of Annex 8 (a) shall be inserted after the words" taking ";
9. In Annex No 1, Part A, at the end of the text of point 7.8, the words "the increase in the value of the point referred to in Paragraph 15 (4) shall not apply 'shall be added.
10. In Annex 3 (A) (1) (a):
"(a) For providers providing paid services in terms of competence 305 and 309 according to the list of performance, the value of the point in the said expertise is set at CZK 1.09; for providers providing paid services in terms of competence 306 according to the list of performance, the value of the point is set at CZK 1.12 and for providers providing paid services in terms of competence 308 according to the list of performance, the value of the point is set at CZK 1.15, all these values of the point are increased by CZK 0.01."
11. In Annex 3, Part C, the table, including the title, reads:

12. in Annex 5, point 2 (h), "14,49" is replaced by "18,49."
13. In Annex 5, point 8, the words "reference period, except for unique insured persons for which only the power of No 09119 or 97111 according to the power list has been reported during the evaluation period," are replaced by the words "reference period, except for unique insured persons for whom only the power of No 09119 or 97111 according to the power list has been reported during the reference period,"
14. In Annex 6, Part B, points 7 and 8 are added:
'7. For the medical performance provided between 13 March 2020 and 31 May 2020, the remuneration of CZK 313 and CZK 80091 shall be increased for each provider declared and the health insurance company recognised by the performance list. The increase in remuneration referred to in this point shall not be included in the calculation of the total amount of remuneration referred to in point 4. This increase in remuneration is intended to compensate for the increased personal costs of healthcare professionals providing care during the outbreak of COVID-19 disease.
8. The advance payment shall be granted to the provider at the rate of the increase in the remuneration referred to in point 7 relating to the provider declared by the service to be paid by 31 May 2021 at the latest. ';
15. In Annex No 8, Part A, the following points 6 and 7 are added:
'6. For the medical performance provided during the period from 1 March 2020 to 31 May 2020, the remuneration is increased by CZK 580 for each provider declared and by the health insurance undertaking recognised by the performance list. This increase in remuneration is intended to compensate for the increased personal costs of healthcare professionals providing care during the outbreak of COVID-19 disease.
7. The advance payment shall be granted to the provider at the rate of the increase in the remuneration referred to in point 6 relating to the provider declared by the service to be paid by 31 May 2021 at the latest. ';
16. Annex 9, including the title, reads:
