GOVERNMENT REGULATION
of 18 April 2001
to implement the Fire Protection Act
The Government orders pursuant to Section 30 of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 237 / 2000 Coll., hereinafter referred to as "the Act":
SPECIES OF DOCUMENTATION OF THE ORIGIN PROTECTION OF COUNTRIES AND CITIZENS, THEIR CONTENTS AND LEADER
NATURAL PROTECTION DOCUMENTATION SPECIES
(1) The documentation of the fire protection of the regions consists of:
(a) concept of fire protection of the county, 1)
(b) annual report on the state of fire protection of the county, 2)
(c) the district fire alarm plan;
(d) security documentation
1. surface coverage of the district by fire protection units;
2. sources of water to extinguish fires;
(e) documentation for fire protection
1. at a time of increased fire risk,
2. in buildings of particular importance,
3. for actions involving a greater number of persons.
(2) Documentation of the fire protection of the municipality
(a) documentation of the establishment of a unit of voluntary firefighters of the municipality or a joint fire protection unit;
(b) the rules of the firehouse;
(c) documentation to ensure preventive educational activity;
(d) the fire rules of the municipality;
(e) security documentation
1. fire protection in actions involving a larger number of persons;
2. fire protection tasks for the state of danger and war,
(f) a plan for the performance of the service of members of the voluntary fire brigade of selected municipalities (§ 20 (2)), including their emergency outside the workplace.
(3) Part of the documentation for fire protection of regions and municipalities is also additional documentation containing the conditions for fire safety processed and maintained under specific legislation.3)
CONTENTS AND MANAGEMENT OF THE DOCUMENTATION OF THE FIRE PROTECTION
The concept of fire protection of the county
The concept of fire protection of the county 1) contains
(a) the general characteristics of the region with basic demographic and geographical data on the region, with the characteristics of the economy, cultural and historical objects, taking into account their needs to ensure fire protection and rescue and disposal operations;
(b) identification of the risks of fires and of other incidents within the territory of the region;
(c) the way in which risks and emergency preparedness are prevented and resolved, the performance of the tasks of the fire department of the county and the units of the voluntary fire department of the municipalities and the conditions for their operation and the operation of the integrated rescue system;
(d) medium- and long-term tasks, taking into account the management of the potential threat referred to in (b), the solution of fire protection and its material and technical security.
Annual report on the state of fire protection of the county
Annual report on the state of fire protection district 2) contains evaluation
(a) the exercise of state fire control;
(b) preventive educational activities;
(c) rescue and disposal operations, including relevant statistical data;
(d) the performance of the tasks set out in the Fire Protection Concept.
Content of the district fire alarm plan
(1) The district fire alarm plan contains:
(a) a list of fire protection units in the county;
(b) the principles of cooperation between fire protection units in the fight against fires, in the implementation of rescue operations in the region and in the provision of assistance between the county and assistance to the neighbouring state;
(c) arrangements for calling fire protection units in the framework of operational procedures for firefighting and rescue operations;
(d) the way in which the individual levels of fire alarm are declared;
(e) modification of the activity of the fire reports;
(f) an alert plan for the integrated rescue system of the county (4); and
(g) the adaptation of the operations of the operational and information centres of the fire brigade of the county (5) (hereinafter referred to as the "operational and information centre").
(2) The annex to the district fire alarm plan shall specify the allocation of fire protection units to each stage of the fire alarm and their predetermination for municipalities and objects.
Documentation to ensure surface coverage of the region by fire protection units
(1) The documentation to ensure the area coverage of the region by fire protection units (hereinafter referred to as "area coverage") contains:
(a) the determination of the degree of danger of the territory of the municipality according to demographic data, the number of fires and the nature of the territory;
(b) a list of the fire protection units providing area coverage, their dislocation and predetermination according to the basic table of surface coverage (6) for each cadastral territory of the municipalities;
(c) the target numbers of the territorial fire protection units and their equipment with means of fire protection and fire-fighting;
(d) lists of fire protection units intended for rescue systems, in particular in accidents, natural disasters, accidents and the protection of the population;
(e) the way in which the region provides financial coverage.
(2) The coverage shall be updated according to changes in the fire hazard of the territory of the municipalities and the capability of fire protection units.
Documentation of the district to secure water sources to extinguish fires
The documentation to safeguard the sources of fire-fighting water shall include the identification of those sources, the conditions of permanent application for fire-fighting and rescue operations, in particular the conditions for availability to that source and for water collection, and the means of ensuring the conditions laid down.
Documentation to ensure fire protection at a time of increased fire risk
The documentation of the district to ensure fire protection at a time of increased risk of fires
(a) the definition of the time, places and circumstances of the increased risk of fires and the way in which they are declared;
(b) laying down conditions for fire safety at a time of increased risk of fires.
Documentation on fire protection in buildings of special importance
Documentation on fire protection in buildings of special importance contains
(a) the definition of buildings of particular importance;
(b) laying down conditions of fire safety and conditions for fire fighting and rescue work in buildings of particular importance;
(c) the means of securing the conditions laid down in (b).
Documentation for fire protection in actions involving a larger number of persons
Documentation to ensure fire protection in actions involving a larger number of persons shall include:
(a) the definition of types of actions involving a larger number of persons for whom they lay down fire safety conditions

2. municipality,
(b) setting out the conditions for fire safety in the actions referred to in (a) and the way in which they are secured.
Documentation on the establishment of a unit of voluntary fire-fighting community, fire patrol or joint fire protection unit
The documentation shall consist of:
(a) the instrument of establishment, if a unit of the voluntary fire department of the municipality or fire patrol is established, 8)
(b) the relevant contract where a joint fire protection unit is established, 9)
(c) a copy of the unit commander's appointment decree;
(d) the list of members and the documentation of their competence and evidence of their medical fitness for the performance of their duties in the unit of the voluntary fire department of the municipality.
Order of the firehouse in the municipality
(1) The Order of the Reporter of the Fire (10) regulates:
(a) the way in which the reports of fire in the municipality are received,
(b) a declaration of fire alarm to the local fire protection unit and its deployment at the site of the event;
(c) notification of a fire at the territorial operational and information centre concerned, 5)
(d) rules for declaring a fire alarm in the municipality, including a replacement measure in the event of failure of fasteners or fire safety devices.
(2) Part of the order of the firehouse is
(a) a list of fire protection units' forces and means from the district fire alarm plan;
(b) a list of important telephone numbers, in particular at the zoning appropriate operational and information centre, for fire protection units classified in the first stage of the fire alarm for the municipality according to the district fire alarm plan and emergency services.
(3) The order of the firehouse shall be regularly updated and maintained in accordance with the actual situation.
Documentation to ensure preventive educational activity in the municipality
(1) The documentation to ensure preventive training on the fire protection section (hereinafter referred to as "preventive education activity") contains:
(a) development of the focus of preventive educational activities established by the Ministry of the Interior, 11) according to local conditions;
(b) a plan for preventive educational activities, as a general rule for annual periods;
(c) evaluation of preventive educational actions.
(2) In processing the documentation, the municipality collaborates in particular with the fire department of the county, civil associations and public utility companies operating in the fire protection sector.
Order of fire in the municipality
(1) The municipal fire regulations regulate the organisation and principles of fire protection in the municipality and contain:
(a) the definition of the activities of persons responsible for fire protection in the municipality;
(b) conditions of fire safety in activities, objects or at an increased risk of fire, taking into account the local situation;
(c) means of continuous fire protection in the municipality;
(d) the category of voluntary fire department of the municipality, its numerical status and its equipment;
(e) an overview of the sources of water for extinguishing fires and the conditions for their continued applicability;
(f) the determination of other water sources for the extinguishing of fires and the conditions for ensuring their continued applicability;
(g) the list of fire notifiers and other locations from which the fire may be reported, their marking, the fire notifiers being marked with the "Fire Announcement" table and other fire reporting points with the "Fire Report Here" table or with the symbol of telephone number 150;
(h) the way in which the fire alarm is declared in the municipality.
(2) Part of the village fire code is the list of fire protection units' forces and means from the district fire alarm plan.
Documentation of the municipality to ensure fire protection tasks for the state of danger and war
Documentation of the municipality to ensure fire protection tasks for the state of danger and war 12) contains
(a) lists of persons assigned to the unit of the voluntary fire department of the municipality and, if the municipality does not have that unit, the list of persons designated by the municipalities for the fire patrol, 13)
(b) a plan of fire prevention measures on the fire protection section during the state of danger and the state of war.
Method of storing and checking documentation of fire protection of the county and municipality
(1) The documentation shall be stored in such a way that it is made available in particular to regional and municipal authorities and control authorities.
(2) Verification of the current documentation of fire protection of regions and municipalities, or evaluation of its effectiveness, shall be carried out by the person who issued the documentation once a year.
MINIMUM CONDITIONS AND SCOPE OF THE PROVISION OF INSTALLATIONS TO PERSONS
Minimum conditions and scope of care
(1) Minimum conditions and scope of care (hereinafter referred to as "minimum care conditions") affecting members of the fire brigade, members of the community's volunteer fire brigade, members of the enterprise's volunteer fire brigade, employees included in the fire brigade and members of the military fire brigade, as well as persons invited to provide personal assistance shall be understood as reinsurance:
(a) protective drinks, where intervention requires the use of special protective equipment for a continuous period of 30 minutes or if intervention is carried out for at least 2 hours;
(b) meals, if they are for work during a continuous period of at least 4 1 / 2 hours;
(c) a suitable place of rest or accommodation, if work takes longer than 12 hours.
(2) Persons who have been invited to provide personal assistance and to carry out work at places of risk to their health or life shall be provided with professional supervision and be lent adequate personal protective equipment for safety and health at work.
(3) The commander shall be responsible for ensuring minimum care conditions. 14)
Cost of ensuring minimum care conditions
(1) The costs associated with the provision of protective drinks as referred to in Article 18 (1) (a) are limited to the lower limit of the specified dietary rate under the special legislation, which sets the rate of the cost of the duty paid to workers in employment, 15) and, in the case of members of the military fire brigade, the limit of the prescribed rate of the diet under the special legislation, which sets the level of the cost of the duty paid to an occupational soldier. 16) The amount of the catering costs provided under Paragraph 18 (1) (b), depending on the duration of the intervention and the physical intensity of the work, shall be equal to 1,75 to 2,25 times the relevant limit according to the first sentence. The resulting amount shall be rounded to the nearest crown up to 50 pennies downwards and from 50 pennies inclusive upwards.
(2) The duration of the intervention is assessed as the duration of the work (service) journey under specific legislation.
(3) The accommodation referred to in Paragraph 18 (1) (c) shall be subject to the cost of any proven rest or accommodation provided.
(4) In case of danger of delay, the cost of ensuring minimum care conditions can be paid instead of the municipality of the Fire Department of the Czech Republic. 17) The reimbursement of the expenses thus incurred shall be granted by the municipality to the Fire Department of the Czech Republic within the limits of the obligations laid down by the law. 18)

On-call system
(1) Members of the JPO II20 Fire Protection Unit (the "Unit") category of the voluntary firefighters shall be designated by the unit commander on call outside the workplace, which is the Fire Department (the "Emergency"). The commander of the alert system shall draw up a plan for the performance of the service of the members of the unit (hereinafter referred to as the plan) to which he shall also designate the members of the alert unit to perform the fire intervention or rescue operations. 21)
(2) The plan is established in such a way that the unit is capable of action (§ 23), while the alert of the members of the unit is organised on shifts after days or in weekly arrangements.
Remuneration for the emergency
The remuneration for the standby for the members of the unit on working days shall be 15%, 25% of the average hourly earnings in accordance with the special legislation, 22) for each hour of the period of the alert; the members of the unit acting under an agreement on work shall be treated mutatis mutandis.
METHOD OF PROVISION OF THE AMOUNT OF THE EXAMINATION OF THE LEVEL OF THE CIRCUMSTANCES OF THE CIRCUMSTANCES
(1) The members of the voluntary fire department of the municipality participating in the intervention, the prescribed exercise or the training required at the time of the income from their business or other self-employed activities are entitled to compensation for lost earnings for each starting hour of that period.
(2) The compensation for the loss of earnings referred to in paragraph 1 shall be calculated as the proportion of the average wage in the national economy declared by the Ministry of Labour and Social Affairs in the Collection of Laws for the first to third quarters of the preceding calendar year and the number of working hours laid down by the special legislation applicable to the calendar month in which the loss of earnings occurred.
(3) The entitlement to the refund referred to in paragraph 1 must be exercised with the municipality within 1 month of the date on which the entitlement is acquired, otherwise that entitlement shall cease.
CONDITIONS OF ACCESSIBILITY OF THE UNIT OF THE COLLECTION OF COMPETENT HASES OF SELECTED PERSONS
(1) The ability of the voluntary firefighting unit of the selected municipalities is ensured by its organisational, technical and professional preparedness to perform the basic tasks under the Act (23) and to perform the tasks on the civil protection section (24) and the protection of the population. 25)
(2) Organisational readiness is the basic status of members in the voluntary fire department of the selected municipality and its functional composition, provided for by specific legislation, taking into account the category of unit in the area coverage, 6) and ensuring the exit of the cooperative or at least of the cooperative with reduced numbers after the declaration of fire alarm to its members at the required time.
(3) The professional competence of commanders and engineers of the voluntary fire brigade of the selected municipality and the regular training of the members of that unit shall be the professional readiness.
(4) The technical readiness shall be to equip a unit of voluntary fire-fighting units of the selected municipality with appropriate fire-fighting techniques according to specific legislation and material means of fire protection and its applicability for intervention, including the corresponding technical condition.
(5) If voluntary fire-fighting units of selected municipalities are unable to maintain their capability continuously, they shall notify without delay the relevant regional operational and information centre.
TRANSITIONAL AND FINAL PROVISIONS
(1) The Region shall ensure that the fire protection documentation referred to in Article 1 (1) is drawn up and maintained no later than 9 months after the date of entry into force of this Regulation.
(2) The documentation of fire protection carried out by district authorities and municipalities under existing legislation shall be brought into conformity with this Regulation no later than 9 months after the date of entry into force of this Regulation.
This Regulation shall enter into force on the day of its publication.
