on the State Budget of the Czech Socialist Republic for 1970
The Czech National Council decided on this law:
Determination of the State Budget of the Republic
| (1) Celkové příjmy státního rozpočtu republiky se stanoví částkou | 94 543 566 000 Kčs, |
| celkové výdaje státního rozpočtu republiky se stanoví částkou | 94 543 566 000 Kčs. |
| (2) Dotace a subvence ze státního rozpočtu federace do státního rozpočtu republiky činí | 1 173 370 000 Kčs. |
| (3) Ve státním rozpočtu republiky jsou obsaženy tyto finanční vztahy k rozpočtům národních výborů: | |
| souhrnný finanční vztah (dotace) ve výši | 13 421 500 000 Kčs, |
| účelové subvence ve výši | 13 846 800 000 Kčs. |
Use of additional resources of national committees to meet the needs of their budgets
In 1970, the National Committees shall use the funds of reserve funds and development funds and other additional resources to cover the expenditure of their budgets, unless such expenditure is covered by the planned revenue of their budgets and subsidies or by the special-purpose subsidies from the State Budget of the Republic or the budget of the National Committee of the Higher Level.
Provision of loans and guarantees
The Minister of Finance is hereby authorised to take over the guarantees on loans to socialist organisations and to lend to them.
Infringement of financial and budgetary rules
The Government is hereby authorised to reduce, bind or withdraw funds from the State budget of the Republic in breach of financial and budgetary rules, as well as in violation of the principles of subsidy policy, to ministries, other central authorities and their management bodies; national committees may, for the same reasons, reduce the special-purpose subsidies granted to them by the State budget of the Republic.
Additional levy on foreign trade organisations
(1) The Government is hereby authorised to provide for an additional levy of up to CZK 700 million for the necessary reallocation of funds in 1970.
(2) The Government shall apply the proceeds of the additional levy:
(a) to promote the development of production for exports of CZK 200 million;
(b) to compensate for price differences in conjuncture-sensitive items of goods up to 500 million CZK.
The Government is hereby authorised to translate into the state budget of the Republic in particular:
(a) adjustment of new corporate taxes
(b) adaptation of the Road Fund
(c) adjustment of the special-purpose subsidies to national committees where:
- reduce rebate subsidies,
- do not start the construction of the planned number of flats in communal, cooperative, corporate and individual construction,
- fail to fulfil the tasks in the outstanding budget costs of the construction works for 1970 on the basis of which the investment subsidies were determined.
The Government may delegate the powers set out in Sections 4 and 6 to the Minister of Finance and authorise the Minister of Commerce to provide details of the additional levy on foreign trade organisations in agreement with the relevant Ministers in accordance with Section 5.
This Act shall take effect on 1 January 1970.
