THE LAW
of 19 December 1968
on federal committees
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
Federal committees are central authorities of the Czechoslovak Socialist Republic.
(1) The Federal Committee is composed of a President, a Vice-President and a further 4 to 10 members.
(2) The number of members of each federal committee is determined by the Government of the Czechoslovak Socialist Republic, so that the committee consists of the same number of citizens of the Czech Socialist Republic and the Slovak Socialist Republic.
The Vice-President and the other members of the Federal Committee shall be appointed and dismissed by the Government of the Czechoslovak Socialist Republic on a proposal from the governments of both Republics. If the Minister is a citizen of the Czech Socialist Republic, he is a citizen of the Slovak Socialist Republic or vice-chairman of the Federal Committee.
In the period between the meetings of the Federal Committee, the Secretary-General of the Federal Committee may take urgent measures in agreement with the Vice-President of the Federal Committee. These measures shall be subject to the additional approval of the Federal Committee. If the federal committee does not approve them at its next meeting, they will no longer be valid.
(1) The Federal Committee shall meet as necessary, but at least once a month. The meeting of the Federal Committee shall be convened by the Secretary-General.
(2) The Minister-President is obliged to convene a meeting of the Federal Committee if a national section so requests.
The Federal Committee may decide if an absolute majority of its members are present. The measures shall be adopted by an absolute majority of all its members. The measures of the Federal Committee shall be signed by the Minister.
The Head of the Federal Committee shall be represented by the Vice-President of the Federal Committee.
The preparation of the meetings of the Federal Committee, the implementation of its measures and the handling of ordinary matters shall be provided by the apparatus of the Federal Committee.
Based on Article 82 of the Constitutional Law on the Czechoslovak Federation and on that Act, each Federal Committee shall draw up rules of procedure.
This Act shall take effect on 1 January 1969.
