implementing the law on the management of certain rooms
The Government of the Czechoslovak Republic orders pursuant to § 6 of Act No. 111 / 1950 Coll., on the Management of Certain Rooms (hereinafter referred to as "the Act"):

Část I.

General provisions.
§ 1.
(1) Rooms, after the whole buildings (hereinafter referred to as "rooms") covered by the Regulation, are planned to be managed according to the needs of public administration and economic life, in particular where they result from the tasks of the Single Economic Plan in such a way as to achieve an effective location and concentration of offices, bodies, institutes and undertakings.
(2) In doing so, care must also be taken to ensure that:
(a) the rooms have been appropriately used according to the purpose for which they are intended;
(b) the rooms have been used economically;
(c) apartments which are used for purposes other than residential use have been returned to their purpose as soon as they are not necessary for the planned management of rooms; and
(d) there is no disproportionate expenditure or other disproportionate economic injury.
§ 2.
(1) Rooms are rooms,
(a) which are intended for purposes other than residential or agricultural; or
(b) used for such other purposes.
(2) In the case of flats which are used for purposes other than residential purposes on the date of the entry into force of the Act, the local national committee under Act No. 138 / 1948 Coll., on the management of flats, may refuse permission for such use or declare a contract for such use of flats as cancelled only if it is not necessary to manage rooms.
§ 3.
The rooms in the administration of the office of the President of the Republic in Prague and in Lány, the Chamber of Defence, the National Security Corps and the Prison Guard Corps are excluded from the effectiveness of the Act, objects important for the defence of the State, which will be designated by the military administration, and, where appropriate, the relevant headquarters of the National Security Corps, and rooms of foreign representative offices.

Část II.

Planned room management.
§ 4.
(1) The local national committee shall plan with rooms based on room needs and the number of rooms that can be used to manage them. In doing so, they shall be guided by the aspects set out in Section 1, as well as by the guidelines of the superior bodies, in particular as regards rooms used by the authorities, bodies, institutes and undertakings whose tasks are centrally planned.
(2) Planned room management must be flexibly adapted to the needs of public administration and economic life in order to cooperate effectively in creating the assumptions needed to meet the single economic plan.
§ 5.
Local National Committee finds the need for rooms
(a) the Single Economic Plan;
(b) on its own initiative,
(c) from the instructions of the superior authorities; and
(d) in the case of foreign initiatives, in particular justified requirements of tenderers.
§ 6.
(1) In order to meet the needs of the rooms, the local national committee will use, on the one hand, the rooms available and, on the other hand, the rooms used for which, for reasons of planned management, there will be a change in existing use.
(2) The need for spare rooms can only be taken into account to the extent strictly necessary.
§ 7.
(1) If the local national committee does not have an overview of the rooms used to cover the needs, it shall impose an obligation to report the rooms only to the extent necessary to obtain an overview of the number, size and type of rooms and shall set a time limit within which the rooms are to be reported. This obligation shall be declared in the usual manner.
(2) Free rooms are required to report building owners, rooms used by their users.
§ 8.
Room changes are allowed only with the permission of the local national committee.
§ 9.
(1) If the rooms are not needed for the planned management, the local national committee
(a) their exchange for other rooms, intended originally for housing and used for other purposes; or
(b) their conversion into flats if they can be adapted for housing.
(2) If construction changes or modifications are necessary, their implementation will be provided for in the declaration of the room behind the accommodation. The necessary building changes and modifications shall be made by the local national committee, in the framework of the applicable planning rules, by public means, or with the consent of the next tenants for their cargo, or, where justified, by the cost of the owner of the building.

Část III.

Common provisions.
§ 10.
(1) In the territory of the capital city of Prague, the central national committee manages rooms after hearing the district national committees; the central national committee may delegate certain acts to the district national committees.
(2) In the measures provided for in this Regulation, the central national committee of the capital of Prague and the district national committees shall take account of the wishes of the office of the President of the Republic, if the rooms are situated in the narrower district of the Prague Castle. This narrower circuit is identical to the narrower circuit established by Act No. 138 / 1948 Coll.
§ 12.
The Room Management Act takes effect on 1 January 1951.
§ 13.
This Regulation shall enter into force on 1 January 1951; they shall be carried out by the Minister-President of the State Office planning them in agreement with the Minister of Technology and other participating members of the Government.
