Communication from the Ministry of Foreign Affairs on the negotiation of the Agreement on Agricultural Cooperation between the Government of the Czech Republic and the Government of the State of Israel

Ministry of Foreign Affairs
The Ministry of Foreign Affairs states that the Agreement on Agricultural Cooperation between the Government of the Czech Republic and the Government of the State of Israel was signed in Prague on 12 January 1996.
The Agreement entered into force on 29 April 1996 on the basis of Article 6 thereof.
The Czech version of the Agreement is hereby published at the same time.
AGREEMENT
on cooperation in agriculture between the Government of the Czech Republic and the Government of the State of Israel
In order to encourage and ensure effective mutual cooperation in agriculture, the Government of the Czech Republic and the Government of the State of Israel, hereinafter referred to as "the Contracting Parties," shall conclude the following agreement:
Cooperation in agricultural research
The Parties agree to cooperate in the various fields of agricultural research, taking into account the needs of both States.
The cooperation will cover the following areas: the protection of soil fertility, the protection of aquatic resources against pollution, plant protection including integrated biological protection, nutrition and fertilisation, greenhouse management technology, post-harvest treatment of fruit and vegetables and the exchange of genetic materials of fruit crops and vines.
Veterinary services
Cooperation in veterinary medicine will cover the following areas: prevention, diagnosis and treatment of various animal diseases, development of new biological means, cooperation in immunology, hygiene and quality of food of animal origin.
Soil and water problems
The Parties agree to cooperate in the above areas, with an emphasis on the following main topics: water management, groundwater protection, recycling methods for agriculture, development of irrigation and drainage systems.
Agricultural education
The Parties agree on cooperation in agricultural education, including the organisation of lectures and the use of computers for the various fields of agriculture, the participation of listeners in international courses organised in Israel by the Department of International Cooperation of the Ministry of Foreign Affairs and the Centre for the Development of International Agricultural Cooperation in the Ministry of Agriculture. All other points of cooperation agreed upon by both Parties shall be included in the cooperation plans implemented under this Agreement.
Procedure for the implementation of the Agreement
(a) For the purposes of the framework implementation of this Agreement, a Joint Committee of experts will be established, in cooperation with the expert working groups, to draw up detailed cooperation plans in the various fields of activity contained in this Agreement.
(b) The Joint Committee shall meet regularly every two years alternately in Jerusalem and Prague. The date and place of the first meeting shall be determined by the Ministries of Agriculture of the two States.
(c) The cooperation plans prepared by the Joint Committee shall include periodic work programmes.
(d) At meetings of the Joint Committee, both Parties shall examine the activities of the previous period and discuss the programmes for the next period.
(e) No later than 30 days before the date of the regular meeting of the Joint Committee, the Parties shall exchange proposals for cooperation in the following period, covering all areas already agreed and other areas to be agreed.
(f) If one of the Contracting Parties proposes amendments to the periodic plan or sends more numerous groups, the Joint Committee shall discuss such amendments.
(g) Each Contracting Party shall cover expenditure relating to the international transport of its representatives. The residence expenses of the visiting representatives shall be borne by the host Contracting Party.
h) The Agreement will be based on reciprocity and each Party will study the possibilities of obtaining international financial resources to implement joint cooperation plans.
Final provisions
This Agreement shall enter into force on the date of service of a later diplomatic note notified by the diplomatic channels of the Contracting Parties in writing to each other that their national legislation on the entry into force of the Agreement has been complied with.
The Agreement shall be concluded for five years from the date of entry into force. In the event that no Contracting Party denies the Agreement in writing by diplomatic means no later than six months before its expiry, the Agreement shall be automatically extended for a further period of five years.
Dane in Prague on 12 January 1996, corresponding to the 20th month of Tevets of the year 5756 of the Hebrew calendar, in two original copies, in Czech, Hebrew and English, all three texts authentic. In case of differences in interpretation, the English text is decisive.
