amending and supplementing the Act of the Czech National Council No. 40 / 1972 Coll., on the competence of the authorities of the Czech Socialist Republic in the field of socio-economic information
The Czech National Council decided on this law:
The Act of the Czech National Council No. 40 / 1972 Coll., on the competence of the authorities of the Czech Socialist Republic in the field of socio-economic information, is amended as follows:
1. In Section 1, the words "and the central section of the proceedings' are deleted and the words" as amended by Act No. 128 / 1989 Coll., amending and supplementing Act No. 21 / 1971 Coll. 'are added at the end.

The Czech Statistical Office is the central authority of the state administration of the Republic for the field of socio-economic information. '
3. In Article 3, in the introductory sentence of paragraph 1, the word "regional 'is inserted after the word" these'.
4. Article 4 (1) reads as follows:
"(1) Head of the Regional Administration and Municipal Administration in Prague is the Director, appointed and withdrawn by the Chairman of the Czech Statistical Office; Head of the district and municipal (district) department is the director appointed and dismissed by the director of the relevant regional administration (Municipal administration in Prague)."
5. § 6 is deleted.
6. Article 7 (1) (g) and (h) reads as follows:
"(g) implement in the Republic a uniform concept of the development of computer technology for the processing of socio-economic information in the national statistics authorities;
(h) establish conditions for the efficient processing of socio-economic information for the needs of other organisations, and act to unify technical and programming means for the processing of socio-economic information in the Republic; ';
(7) Paragraph 7 (1) shall be added as follows:
'( k) gives consent to the use of technical data media and remote data transmission by means of computer and other techniques in the provision of socio-economic information.1) '.
8. Article 7 (2) shall be added to point (d) as follows:
"(d) in the creation of national integration and unification instruments for the coordination of the creation, interconnection and functions of all national information systems.";
9. In Section 9, the following paragraph 1 is added:
"(1) The Czech Statistical Office shall report to the Government of the Republic on the development of the national economy, standard of living and society in the Republic."
Paragraph 9 is renumbered paragraph 2.
10. the following points (g) and (h) shall be added to Article 10:
"(g) the identification numbers shall be assigned to organisations located in the territorial district of their jurisdiction and their internal organisational units;
(h) grant consent to the use of technical data media and remote data transmission by means of computer and other techniques in the provision of socio-economic information.1) ';

(1) At the level of the district, the District Department carries out the tasks referred to in § 10 (a) to (e) and in § 10 (h) in relation to the county national committees and other authorities with regional territorial competence and to organisations established in the district.
(2) The district department determines the birth number of the inhabitants of the Czechoslovak Socialist Republic in its territorial district according to the principles laid down by the Federal Statistical Office (2). "

The financial authorities of the Republic for the purposes of this Act are the Ministry of Finance, Prices and Wages of the Czech Socialist Republic, Financial Administration and National Committees. "
13.
(1) The Ministry of Finance, Prices and Wages of the Czech Socialist Republic, in accordance with the uniform methodology established by the Federal Ministry of Finance, organises, directs and ensures the development of accounting, accounting and calculation and financial reporting in the central organs of the Republic, national committees and organisations within the jurisdiction of these bodies. In carrying out these tasks, in particular:
(a) develop the methodological measures of the Federal Ministry of Finance, if required by the needs of the Republic, and ensure a uniform procedure for their implementation;
(b) ensure that the information system in the fields of accounting, accounting and calculation and accounting is used to improve economy and to strengthen financial and budgetary discipline, the economic control system and the protection of national assets;
(c) ensure the supervision of the organisation's information system and, where appropriate, carry it out.3)
(2) The Ministry of Finance, Prices and Wages of the Czech Socialist Republic cooperates in establishing a uniform methodology for accounting, accounting and accounting and financial reporting with the Federal Ministry of Finance.4). "
14. The following Section 13a and Section 13b are inserted after Section 13:
Financial administrations shall supervise the information system of the organisation in the fields of accounting, accounting and calculation and financial reporting.
National Committees
(a) guide the development of accounting, accounting and calculation and financial reporting to the extent of their competence;
(b) supervise the information system of organisations in the fields of accounting, accounting, accounting and financial reporting and financial reporting for those organisations in which they are responsible for the exercise of public administration in the tax, levy and levy sectors;
(c) monitor the compliance of citizens to whom they have been authorised to provide services in kind and performance by means of specific regulations (5) with their obligation to keep conclusive records of such activity. ';
15. In the first sentence of Paragraph 14 (1), "with the Ministry of Finance" is replaced by "with the Ministry of Finance, Prices and Wages of the Czech Socialist Republic."
16. in Article 14 (2) (b), the words "in subordinate organisations" shall be replaced by the words "in organisations under their management."
17. in Article 14 (3), the words "central government bodies and senior bodies of cooperatives and social organisations, regional national committees and the National Committee of the City of Prague" are replaced by the words "ministries and other central authorities of the state administration of the Republic, associations of cooperatives, central republics of social organisations,"
18. in Paragraph 14, the following paragraph 4 is inserted after paragraph 3:
"(4) The tasks of the central authority resulting from this Act and Act No. 21 / 1971 Coll., as amended by Act No. 128 / 1989 Coll. for National Committees, are performed by the Regional National Committees."
19. V reads:
Tasks of national committees'.
20. The heading under Section 15 is deleted.
21. Paragraph 15 shall become paragraph 1 and the following paragraphs 2 and 3 shall be added:
"(2) The national committees shall also:
(a) concentrate and process information collected through them for organisations within their competence;
(b) supervise the organisation's information system within its competence;
(c) provide assistance to national statistics authorities on agricultural inventories and other population surveys.
(3) To the extent provided for by generally binding legislation6), the national committees provide the national statistics authorities with information on the performance and performance in kind provided by the citizens to whom they have authorised the activity. "
22. Paragraph 16 is deleted.
This Act shall take effect on 1 January 1990.
