Regulation of the Minister for Interior
of 7 June 1949
laying down provisions on the official oath, on the probationary period, on release at that time and on the authorisation to marry members of the National Security Corps.
The Minister of Interior hereby orders pursuant to Section 6 of the Act of 21 December 1948, No. 286 Coll., on National Security:
A service oath.
(1) The members of the National Security Corps (hereinafter referred to as "the College") shall, when entering the service, carry out the following duty oath:
"I, a citizen of the People's Democratic Republic of Czechoslovakia, swear that I will always be an honest, brave, disciplined and vigilant member of the National Security Corps, I will strictly preserve and guard professional and state secrets and I will unconditionally fulfil my duties and orders of my commanders and superiors.
I swear to be faithful to the last breath and devoted to the Czechoslovak Republic, its people, the People's Democratic establishment and its laws, the President of the Republic and the Government.
I swear that I will always defend the security of all its citizens, the popular democratic establishment and the revolutionary amenities of the working people, led by the working class to socialism.
If I break the solemn oath, let the harsh punishment of the law, the general hatred and contempt of the working people befall me.
I swear. "
(2) The oath shall be carried out in such a way as to repeat the oath read and to confirm it by giving the hand to whoever accepts the oath. If the members of the Corps take an oath in the assembled departments, the provisions on the exercise of the oath of military forces shall apply mutatis mutandis to the taking of the oath.
(3) Upon completion of the oath, he shall sign the sworn written text of the oath bearing the date on which the oath was carried out.
Trial and discharge at this time.
(1) A member of the College shall be recruited first in the service of an examination. The test period shall be two years; its purpose is to establish whether a member of the Corps has the necessary competence to serve. The probationary period shall include the period of the suspended absence of service, unless it exceeds a total of 3 months.
(2) No later than the last half-year of the probationary period, a member of the Corps is to pass the service exam. The purpose of the test is to determine whether a member of the Corps has the necessary knowledge and knowledge for the performance of the service in the Corps. If it is not carried out in time, the trial period shall be extended by the period by which the test was later carried out.
(3) For particularly serious reasons of service, the Ministry of the Interior, or its authorised personal office (authority), may shorten the probationary period or pardon; for these reasons, the successful performance of the service examination may also be waived.
(4) Each member of the Corps shall undertake to join the four-year compulsory service. This service shall include the trial period (paragraph 1). Before the end of the four-year mandatory service, a member of the Corps's request for release may be granted only if there are serious reasons.
(5) A member of the Corps shall be dismissed if, for examination services (paragraph 1), he proves not to be eligible for the service or if he becomes unfit for the service, without having acquired a pension.
Permission to marry.
A member of the Corps may marry if he has received permission from the competent commander.
This Regulation shall enter into force on 1 January 1949.
