Government Regulation
of 27 August 1946
laying down the status of teaching faculties and determining the teaching period of teachers.
The Government of the Czechoslovak Republic hereby orders, pursuant to § 3, § 1 of the Act of 9 April 1946, No 100 Coll., establishing the Faculty of Education, § 2 of the Order of the President of the Republic of 27 October 1945, No 132 Coll., on the education of the teacher, and § 8 of the Decree of the President of the Republic of 26 October 1945, No 130 Coll., on the public care of the public:
The tasks of the faculty are:
(a) freely explore and cultivate educational sciences and their auxiliary fields;
(b) educate and prepare candidates in the educational sciences and in their field of support for the teaching of schools of all grades and species other than higher education schools;
(c) prepare leading school and folk workers and, as decided by the Minister for Education and Education, supplement teacher education.
(1) As proper listeners of the faculty of education, persons who have passed an adult examination in a secondary school or a school that is equal to it may be enrolled.
(2) The details of the reception of audiences and the special conditions for each type of study are laid down in the study and test schedules.
(1) Teachers of schools of the mother, general and urban schools, as well as schools for youth requiring special care, receive theoretical and practical education in educational sciences, as well as in other fields, in educational faculties.
(2) Teachers of secondary and vocational schools, as well as schools set up in the same schools, are awarded theoretical and practical education at the faculty of education in the pedagogical sciences and their auxiliary fields; in other fields only if they are not the subject of studies at another university or if they are not subject to specific regulations for their studies.
(3) The facilities of other schools and institutes may be used as required and agreed for study at the faculty.
(4) The Minister for Education and Education (in Slovakia, the Commissioner for Education and Education) will determine which schools will be used for practical teacher education.
(1) Compulsory study periods at the pedagogical and, in the case of other university faculties and universities, are determined for candidates for four semesters of kindergarten, for teachers of general and local schools for six semesters, and for candidates for eight to ten semesters of secondary and vocational schools.
(2) For a transitional period from the date of publication of this Act to the date to be determined by the Government by the Regulation, the period of study for candidates for the two semesters of kindergarten and four semesters of general schools shall be reduced.
(3) For candidates of a school teacher requiring special care, the period of the special vocational study of two semesters shall be determined in addition to the normal study period referred to in paragraphs 1 and 2.
A faculty listener who intends to reach the rank of Doctor of Education Sciences (Dr Paed.) must perform eight semesters and a state examination of teaching competence, present a scientific debate (dissertation) and perform strict examinations, all according to the provisions of the study, test and rigour regulations.
The branch of the Faculty of Education, established by the Government pursuant to § 2, Act No. 100 / 1946 Coll., is an administrative part of the Faculty of Education.
(1) The members of the professorship working at the branch shall elect a representative of the Dean for a period of one year from their centre. The rules for choosing the Dean shall apply mutatis mutandis.
(2) The Dean's representative shall exercise responsibility at the branch of the Dean's faculty. He's represented by the senior professor of the branch. These two, together with one special professor of the branch, elected by all professors of the branch for one year, are full members of the faculty professorship.
(3) The representative of the Dean shall convene the professors working at the branch for the deliberations he presiding over. These meetings shall be preliminary to matters falling within the competence of the faculty professorship, if they relate exclusively to the branch. The resolution of these meetings shall be submitted by a representative of the Dean's Faculty Professor's College.
(4) The Minister of Education and Education (in Slovakia, the Minister of Education and Education) may, on a proposal from the faculty professorship, allow a meeting of professors working at the branch to decide on the effects for the branch finally on certain matters falling within the competence of the faculty professorship.
(5) The Minister for Education and Education will adjust the details of the proportion of the branch to the faculty and to the education authorities, after hearing the responsible school and education authorities in Slovakia.
Unless otherwise specified, the regulations of a general nature for other university faculties apply to the faculty of education.
The Minister of Education and Education will issue, in Slovakia after hearing the principal of education and education, transitional regulations and lay down how and to what extent the education of teachers who have not been educated in higher education or who do not have the necessary pedagogical education will be supplemented at the faculty.
Pending the appointment of the Dean elected, the Minister of Education and Education (in Slovakia, the Minister of Education and Education) will entrust a full university professor to the management of the work connected with the opening of the Faculty of Education and the provisional performance of the Dean of the Faculty of Education. Until the establishment of the Faculty of Education, a full-time university professorship shall be convened by experts, which shall give lectures at the Faculty of Education, for advice on its activities and organisation. Proposals from these meetings shall be submitted by the Professor in charge of the Dean to the Academic Chamber.
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
