on the arrangements for the collection of stamps and other objects of philatelic interest with foreign
The Ministry of Foreign Trade provides, in agreement with the Ministry of Finance and the Central Management of Communications pursuant to § 1 and § 2 (4) of Act No. 119 / 1948 Coll., on the State Organisation of Foreign Trade and International Sailing:
The exchange of postage stamps and other objects of philatelic interest with foreign collector's purposes (hereinafter the "collector's exchange ') is permitted under the conditions laid down in this Decree.
(1) Only collectors organised in the Association of Czechoslovak Philatelists (hereinafter "SČSF") who have applied to the SČSF for the collectible exchange of stamps and other items of philatelic interest (hereinafter "collectors."
(2) The collection exchange shall be facilitated, checked and recorded, as well as the register of collectors shall be maintained by the management of the links at the collection exchange centre (hereinafter referred to as the centre).
(1) For the purposes of the exchange of collectors, the following may be exported:
(a) Unused and stamped Czechoslovak stamps (including envelopes of the first day of issue) listed in the PEFIS catalogue.
(b) Unused and stamped marks of socialist countries (including covers of the first day of issue).
c) Other items of philatelic interest (stationery, integrity, Cartes maximum, stamps, etc.) issued in Czechoslovakia or other socialist countries.
(d) Signs and other objects of philatelic interest, issued by non-socialist countries, but only if they are returned in the event of a complaint.
(2) Unused Czechoslovak stamps may be exchanged only after 60 days from the date of issue.
(3) A collector may, in the framework of a collector's exchange in one calendar year, send a maximum of 24 consignments of aggregate value not exceeding 500, - Ccs, with only one series of unused Czechoslovak stamps of the same issue subject to the restrictions laid down in paragraph 4.
(4) The value of articles of philatelic interest in a single consignment must not exceed 125, - CZK. Unused Czechoslovak news can be exchanged annually for a maximum of 200, - Kčs according to the catalogue POFIS.
(5) Unused Czechoslovak stamps are considered news, from which two years have not elapsed since the date of issue.
(6) The objects of philatelic interest exported in the framework of the collector's exchange are valued in accordance with Section 4.
(1) The stamps are valued as follows:
(a) Czechoslovak unused and stamped stamps (including covers of the first day of issue) according to the POFIS catalogue,
(b) the marks of socialist countries amount to 1, - CZK per 1 franc according to the catalogue Zumstein or Yvert.
(2) The customs duties are valued as follows:
(a) Unused valid stationery by nominal value. For foreign cells, conversion shall be carried out according to the exchange rate of the country concerned.
(b) Other stationery shall be the actual price corresponding to the current price of the catalogue or commercial but not less than 0,50 CZK per head.
(3) The integrity is valued in particular at the price of stamps, if any. However, if integrity is worth more than the price of stamps or stamps, it shall be valued at the actual commercial price.
(4) Prints of occasional postmarks shall be valued according to the catalogue or current trade price, but at least 0,20 CZK for 1 print. Where the stamp is printed on the stamp, the price shall be added to the price of the stamp determined in accordance with paragraph 1.
(1) For the purposes of collecting exchange, postal prices issued by national postal administrations, including the marks of Czechoslovakia, both unused and stamped, and other items of philatelic interest, may be imported.
(2) Within the framework of the collector's exchange, articles of philatelic interest which are excluded from postal transport (Section 4 (1) of Decree-Law No 240 / 1949 Coll., implementing the Postal Law) may not be imported.
(3) The value of articles of philatelic interest imported as part of an exchange by one collector must not exceed 500, - CZK per year and must correspond to the value of the stamps exported and other articles of philatelic interest.
(4) The stamps imported under this decree are valued according to the catalogue Zumstein and Yvert, other items of philatelic interest are valued mutatis mutandis according to § 4 (3), (4). Other world catalogues (e.g. Lipsia, Gibbons, Michel, Scott, Mincus, etc.) may also be used by collectors to settle exchanges with foreign collectors.
(1) In breach of the conditions of the collector's exchange, the Centre shall return the items of philatelic interest to the consignor.
(2) The Centre shall also return to the consignor a further replacement consignment if the value of the exported articles of philatelic interest is more than 250, - Cds higher than the value of the imported goods.
The Order of the Minister for Foreign Trade of 17 September 1955 No 174 / 1955 Ú. l is hereby repealed on the arrangements for the collection of stamps with foreign stamps. The provisions on customs and foreign exchange control and on the export and import of postage stamps by gift in postal consignments pursuant to Decree No. 31 / 1964 Coll., on export procedure and No 32 / 1964 Coll., on import procedure are not affected by that decree.
This Decree shall take effect on 1 March 1967.
