THE LAW
of 23 February 1962
establishing a State Commission for the Development and Coordination of Science and Technology
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
The massive growth of production forces, for which socialism creates all economic and political assumptions, is conditional in advance on the development of scientific research and technology and the rapid application of their latest knowledge in production. In order to do this, it is necessary to ensure the targeted and consistent planning, management and coordination of the development of science and technology and to achieve full consistency in the development and orientation of science and technology with the basic long-term political, economic and cultural needs of the socialist society, as well as the full and rapid use of the achieved results of science and technology to develop production forces.
(1) A State Commission for the Development and Coordination of Science and Technology is hereby established as the central body of the Government for the Management, Planning, Coordination and Financing of the Development of Science and Technology with the following main tasks:
1. planning the development of science and technology at the world's highest level, in line with the needs of a lasting and rapid development of society and direct participation in the creation of long-term concepts for the development of the national economy;
2. coordination of the activities of the Czechoslovak Academy of Sciences, Ministries and other state bodies and in cooperation with them the decisive research and development centres in addressing important comprehensive scientific research and development work, requiring cooperation between workplaces from different disciplines and sectors;
3. care for the thematic focus of scientific and technological cooperation, as well as coordination of scientific research work with the Soviet Union and other socialist states to address the nationwide comprehensive challenges of science and technology. rectifying scientific and technological contacts with capitalist states and scientific and technological cooperation with less developed countries;
4. ensuring continuity in the management of significant research and development work and the speedy introduction of results of such work into production;
5. assessing the technicoeconomic level of selected nationaleconomic units of investment construction, care for model and verification operations. Creating assumptions for a high technical and economic level of major investment entities by ensuring the advance of research and development in scientific research and development plans and technical development plans;
6. care for the development of the scientific research and development base and its cadre, material and financial security, in particular the development of scientific and technological cadres;
7. planning of the Science and Technology Fund, financing of critical tasks of science and technology;
8. control of the standardisation and characterisation of production and at this base the creation of assumptions for specialisation and concentration of production; the management of the competent authorities in this activity;
9. management of the invention movement and thematic direction of the improvement movement, management of the measure service and management of technical economic information; the management of the competent authorities in this activity;
10. monitoring and control of nationwide important research and development tasks.
(2) As a regional body of the State Commission for the Development and Coordination of Science and Technology, the Commission of the Slovak National Council for the Development of Science and Technology operates in Slovakia. The Commission shall establish the Slovak National Council for the Development of Science and Technology, its composition and scope, by law.
State Commission on the Development and Coordination of Science and Technology
1. draw up, in close cooperation with the State Planning Commission and submit to the Government, draft state plans for the development and security of science and technology;
2. process long-term technical and economic concepts of an intersectoral nature as a basis for drawing up proposals for long-term national economic development plans;
3. Comments on proposals for long-term and short-term development plans for the national economy.
The State Commission on the Development and Coordination of Science and Technology in its own work, as well as in its coordination and management activities, promotes the principle that the major tasks of the development of science and technology and the use of its results in the development of production forces can only be met with the broad participation of scientists, inventors, excellent engineers, technical staff and highly qualified workers, and that the development and application of the results of science and technology must become a matter for all working people.
(1) The members of the State Commission on the Development and Coordination of Science and Technology are appointed and dismissed by the President of the Republic on a proposal from the Government. The Head of the State Commission on the Development and Coordination of Science and Technology is the President, who is a member of the Government. The number of members of the State Commission for the Development and Coordination of Science and Technology shall be determined by the Government.
(2) The work of the State Commission on the Development and Coordination of Science and Technology and its apparatus is managed by its President. The Secretariat, which is the body of the Chairman of the State Commission for the Development and Coordination of Science and Technology, is hereby established to deal with the internal affairs and tasks of the apparatus of the State Commission for the Development and Coordination of Science and Technology. The composition of the Secretariat shall be determined by the Government on a proposal from the Chairman of the State Commission for the Development and Coordination of Science and Technology.
(3) The tasks, powers, responsibilities and manner of action of the State Commission for the Development and Coordination of Science and Technology will be further defined in detail by the Government.
(4) The State Commission on the Development and Coordination of Science and Technology sets up permanent and temporary committees of the State Commission on the Development and Coordination of Science and Technology to ensure significant tasks of science, technology and investment construction.
The State Commission for the Development and Coordination of Science and Technology is subordinate
1. Office for Standardisation and Measurement
2. Office of Patents and Inventions
3. Electrotechnical Testing Institute
4. Headquarters for Technical and Economic Information.
The State Commission on the Development and Coordination of Science and Technology will issue a binding directive to ensure essential tasks for the development of science and technology, established by the Government. In his work he focuses mainly on effective cooperation with all the institutions managing the development of science and technology.
The State Commission on the Development and Coordination of Science and Technology may issue general legislation in its field of competence for the implementation of this Act and the regulations issued by it.
The State Commission on the Development and Coordination of Science and Technology is entitled to require the bodies managing the development of science and technology with the necessary background, reports and data and to monitor their activities in the field of science and technology.
Government Decree No. 3 / 1959 Coll., establishing the State Committee for the Development of Technology, is hereby repealed.
A detailed definition of the tasks of individual government bodies in connection with the establishment of the State Commission on the Development and Coordination of Science and Technology and the abolition of the State Committee on the Development of Technology shall be carried out by the Government.
This Act shall take effect on the day of its publication.
