the choice of the race board and the cost of its activities.
The Government of the Czechoslovak Republic, with the agreement of the President of the Republic pursuant to § 42 paragraph 1 of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan):
(1) The race board (race confidant) pays the costs of its functioning according to the budget approved by the Single Trade Union Organisation. Facility management contributes to the payment of the budget amount
(a) in establishments with a staff not exceeding 250, 1 / 2% of the annual gross wage (s) paid in the previous calendar year;
(b) in establishments with a number of employees over 250 but less than 500, 1 / 2% of the annual total of the average gross wages per 250 employees in the previous calendar year; the average gross wage (salary) is collected from the total gross wage (s) paid to all employees of the establishment,
(c) in establishments with staff over 500, 1 / 4% of the annual gross wage (s) paid in the previous calendar year.
(2) In order to determine the percentage, the number of employees in the establishment shall be determined on the day before the beginning of the budget period. If the plant has not been operating throughout the year during the previous calendar year or if there has been a substantial change in the number of employees during that year, the annual total shall be set at 12 times the gross wage (s) paid for the last calendar month before the beginning of the budget period. The race board, which was set up in the new establishment, shall receive a proportion of the contribution corresponding to the reduced budget period. In campaigns and seasonal events which are not in operation throughout the year, the sum of wages is determined according to the likely duration of the operation.
(3) The budgetary period starts on 1 January or on the date on which the new establishment elects the race council and ends on 31 December.
(4) The contribution of the plant management to the cost of the race board activities shall be due in advance in quarterly amounts, no later than 15 days after the beginning of the relevant quarter.
(5) Where the competent central authority and the unified trade union organisation so agree, the contribution referred to in paragraphs 1 and 2 may be paid, through the competent authority of the single trade union, in advance in amounts equal to one twelfth of the total gross wages (salaries) paid in the previous calendar year to all employees of the budget organization of the relevant administration.
