GOVERNMENT REGULATION
of 25 March 2002
laying down the way in which work is organised and the working procedures which the employer is obliged to ensure when transport operations are carried out by means of transport
The Government orders pursuant to § 134e (2) of Act No. 65 / 1965 Coll., Labour Code, as amended by Act No. 155 / 2000 Coll.:
§ 1
This Regulation lays down the requirements for the organisation of work and working procedures which the employer is obliged to provide with means of transport when operating transport.
§ 2
For the purposes of this Regulation:
(a) a local operational safety regulation governing working and technological procedures for the operation of transport;
(b) the standard value of the specific technical requirement contained in the relevant Czech technical standard.
§ 3
The employer shall organise the work of staff in accordance with this Regulation, with specific legislation, 1) the instructions provided by the manufacturer for the operation and use of means of transport and the local operational safety regulation issued by the employer laying down the working and technological procedures for the safe operation of transport, the safety of each operation taking into account the specificities of the workplace and the working environment, the possible threats to the workers of the weather situation and the rules of communication between workers in the work operations.
§ 4
Additional requirements for the organisation of work and working procedures that the employer is obliged to ensure when operating
(a) road transport is listed in Annex 1 to this Regulation;
(b) inland waterways are listed in Annex 2 to this Regulation;
(c) air transport is listed in Annex 3 to this Regulation;
(d) runways, runways and industrial runways are listed in Annex 4 to this Regulation.
§ 5
This Regulation shall enter into force on 1 January 2003.

Further requirements on how work is organised and the working procedures which the employer is obliged to ensure when road transport is carried out
1. The employer shall ensure that the organisation of work and working practices in the operation of road transport, service, repair, control and maintenance of means of transport and the working activities in which means of transport are used is carried out in such a way that:
(a) the premises for the safe loading and unloading of the cargo carried are identified and the staff member responsible for managing and coordinating this activity is designated;
(b) organisational instructions have been issued for unloading and loading of particularly heavy or large costs and sufficient staff have been provided for the connection and disconnection of means of transport for these activities, and the way in which they are communicated before work begins;
(c) the non-road workplace is marked, where necessary, with warning signs, signs of transport, or by the roll of soil where there is a risk of collapse or of the means of transport being buried, and, under reduced visibility, there are lights, reflectors or reflectors on the ground,
(d) where circumstances so require, the staff member has been informed of local operational conditions when moving in the workplace outside the infrastructure.
2. The employer shall also ensure that the staff member:
(a) it has not put the means of transport at an inappropriate place in terms of safety of work, in particular in the civil engineering network protection zone, (1) and has not entered places where the surface of the terrain is not sufficiently firm, broad and passable;
(b) use a ladder or other suitable equipment when exiting the loading area of the means of transport, when descending from it and sailing;
(c) ensure safe turning or reversing with the help of another employee, where circumstances so require, in particular insufficient visibility or off-road terrain;
(d) carry out the check of the coupling and of the securing of the suspension of the means of transport when connecting the means of transport and, after disconnection, carry out the check of disconnection and ensure unconnected means of transport against spontaneous movement;
(e) use high visibility warning vests which meet the requirements of standard values when removing disturbances occurring while travelling on the road.
3. 2) the employer must ensure that:
(a) does not exceed a maximum driving time of 4,5 hours; an interruption of the procedure for less than 15 minutes shall be considered as the duration of the procedure. At the latest after the maximum driving time, the procedure shall be interrupted by a security break (3) of at least 30 minutes unless there is a continuous rest between two shifts or a continuous rest per week. The safety break may be divided into two parts of at least 15 minutes' duration,
(b) during the security break, he has not performed any activity arising from his / her duties, except supervision of the vehicle and its cargo. Safety breaks and food and rest breaks may merge; breaks shall not be provided at the beginning and end of working time,
(c) keep, in paper form or technical equipment, daily records of the driving time of the means of transport and the drawing of security breaks.

Additional requirements for the organisation of work and working procedures that the employer is obliged to ensure when operating inland navigation
1. The employer is obliged to ensure that work and working procedures are organised in the course of inland navigation, in particular with regard to work on board vessels, the movement of vessels in the port district and lock rooms.
2. When extracting, launching, untying and connecting vessels, using a boat lift, working with ropes and anchor, loading, transhipment and unloading of cargo, working in the machinery spaces of vessels, maintenance, repair and cleaning of vessels, the employer shall ensure that the employee:
(a) use undamaged ropes when working with ropes;
(b) does not leave unused ropes free,
c) did not catch loose ropes by hand,
d) did not stay in danger of ropes and enter rope loops,
e) bend the ropes only through the pulley or pachola,
(f) crossing from vessel to vessel only in places where the sides of the vessel are adjacent to each other and both decks are unhindered;
(g) transferring from a vessel to a vessel, one of which is in motion, only if the speed of the moving vessel is equal to or less than the speed of the staff member's walking and the transfer is possible by simply crossing the sides of the vessels and does not carry any loads on transfer;
(h) does not cross the associated vessels on rudder and rope;
(i) when the vessel is untied to shore or in lock-rooms, the vessel does not leave at the same time as the rope or rope;
(j) during loading and unloading, do not remain in the hazardous space of machinery and technical equipment for loading and unloading;
(k) appropriate catwalks of sufficient size to be fastened, fitted with a safety mark on the railing and their edges are provided for the transition from vessels to shore.
3. The employer is obliged to mark dangerous places on board vessels, access and escape routes by means of safety marks; the inner sides of the hatches on the vessels shall be marked in such a way that the marking is visible even when they are opened.
4. When repairing and maintaining vessels, the employer shall ensure that the disassembled parts of the equipment are not released suddenly. The disassembled parts shall be secured against unforeseen movement before complete release and postponed so as not to prevent the safe movement of workers and shall be secured against fall or fall.
5. The employer shall provide the staff with appropriate personal protective equipment with regard to the specificities of inland navigation operations. The safety vest shall be fitted to the staff member in cases of:
(a) where the vessel is not equipped with railing and there is a risk of a staff member falling;
(b) rescue work or in the event of a vessel's accident;
(c) the use of a lifeboat for work or rescue purposes;
(d) when leaving the vessel by means of a revolving arm;
(e) leaving the vessel when untying in the lock;
(f) the removal of the anchor;
(g) where, according to the conditions and the nature of the work, the employer or the master of the vessel so determines.

Additional requirements for the organisation of work and working procedures which the employer is obliged to ensure when operating.
1. The employer is obliged to ensure the way in which the work is organised and operating procedures with regard to the management, operation, provision of air work and air services and the establishment of rules on the movement of all means of transport, other mechanisms and persons on the airport premises.
2. Loading, transhipping and unloading of transported cargo and operating, maintenance and repair of aircraft, fuel filling, motor testing, towing, washing, driving and defrosting aircraft, heating their cabins and working under adverse weather conditions shall be organised by the employer in such a way that the employee:
(a) use only equipment intended for the aircraft types concerned for towing;
(b) did not enter or enter a dangerous space at the propeller and before the current engine inputs;
(c) do not move or follow aircraft with engines running;
(d) enter, move and work on the area of the airport with increased attention to traffic and use only specified access and escape routes when travelling to and from the workplace;
(e) operating on the operational areas of the airport and in dangerous areas, he used warning vests, harness or high visibility clothing or fluorescent materials, or hearing or head protection devices, as appropriate, meeting the requirements of standard values.

Additional requirements for the organisation of work and working procedures which the employer is obliged to ensure when operating the railway, railway and industrial track
1. The employer is obliged to ensure the way in which the work is organised and the working procedures in the operation of the railway, railway transport1) and industrial track with regard to the service, escort, maintenance and repair of railway vehicles, special technologies used in the operation of the rail, track work, in the circuit of the railway, including identification and marking of access and handling routes and paths and ensuring safe movement on access routes, as well as in adverse weather conditions, construction activities, maintenance, transhipment and unloading of cargo, connection and uncoupling of railway vehicles, displacement, securing of railway vehicles against accidental movement and specific activities.
2. The employer is obliged to mark the mast, pillars, structures, fixed objects, equipment and other obstacles affecting the free working and handling space by means of safety marks at the workplace. In order to protect workers in the workplace, the employer is obliged to ensure the use of warning systems, such as stopping targets, if necessary.
3. The employer is obliged to ensure that the way in which the work is organised and the working procedures for the operation of the railway, railway and industrial track are carried out in such a way that the employee:
(a) enter, move and work in the railway area only for the purpose of performing work, with increased attention to traffic, and use only designated access and escape routes when travelling to and from the workplace;
(b) does not climb and sit on the head of rails, hearts, handholds, tongue or handover, on the impacting and towing gear and on other equipment of the groove vehicles, except for platforms and places intended for this purpose;
(c) does not succumb to railway vehicles and does not enter between them if they are in motion;
(d) it does not cross the tracks before and behind standing grooves at a distance of less than 5 metres and did not cross the tracks immediately before and behind the rolling grooves;
(e) it does not pass through gaps between the traction vehicles if the distance between them is less than 10 metres, unless it has been established that such vehicles will not be put into motion;
(f) he did not perform, step down or stand on the brake platform, steps and side steps of the groove vehicles if he cannot hold the handrails;
(g) does not appear on the roofs of railway vehicles and their costs on the overhead contact line track, unless this line is switched off and properly secured;
(h) in the case of the displacement of the groove vehicles, it jumped on and off of them only if the speed of the groove vehicle corresponds to the speed of its walking;
(i) do not jump or jump from railway vehicles for adverse weather situations, in particular under fog, rain, snow and ice;
(j) do not manually hang and hang railway vehicles which are in motion;
(k) do not hang railway vehicles with bars if their speed does not correspond to the speed of walking;
(l) do not hang railway vehicles with a combined brake, air and other piping, with connected cables of electric heating and control of vehicles and with running intermediate bridges;
(m) did not enter between them during the hanging and hanging of lashing vehicles unless they were at rest;
n) did not stand on the platform of the track vehicles on the side of the ramp and fixed structures reaching narrow gauge,
o) did not push or pull railway vehicles behind buffers or screwdrivers while walking in the dorm;
(p) did not enter the space between the freight ramp and the railway vehicles, did not stay in that area and in places where the narrow gauge is narrow or free space is not maintained;
(r) when moving, working on the track, cleaning, maintenance and repair of railway vehicles, working at altitudes and at the workplace where there is a risk of falling objects or work accidents caused by electric current, and during construction operations he used warning vests, harness or clothing made from fluorescent material, suitable headgear and footwear with anti-slip soles complying with the requirements of standard values and white light lamps when entering the tunnel.
