of 24 September 1971
concerning the Convention on cooperation in general education between the Czechoslovak Socialist Republic and the German Democratic Republic
On 8 April 1971, the Convention on Cooperation in General Education between the Czechoslovak Socialist Republic and the German Democratic Republic was signed in Prague.
Pursuant to Article 10 thereof, the Convention entered into force on 8 April 1971.
The Czech version of the Convention shall be published simultaneously.

CONVENTION
on cooperation in general education between the Czechoslovak Socialist Republic and the German Democratic Republic
In accordance with Article 14 of the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the German Democratic Republic on Scientific and Cultural Cooperation of 6 October 1964 and with a view to developing each other on the basis of proletarian internationalism and in order to further strengthen the relationship between brotherly cooperation in the field of general education, the Parties agree as follows:
Both Parties will support all measures aimed at promoting the importance of Marxism learning between educators and school youth in the construction of socialism, the development of cooperation between socialist countries and the revolutionary movement in the world and raising them in the spirit of inseparable friendship between the peoples of the Czechoslovak Socialist Republic and the German Democratic Republic, the friendship towards the Soviet Union and socialist internationalism.
The two Parties will support all measures that are thoroughly familiar with school youth, educators and workers of general education with the revolutionary traditions of the Czechoslovak and German working class, with the leading role of their Marxist-Lenin parties and with the achievements and tasks of socialist construction in both countries, allowing them to penetrate even deeper into the fundamental problems of marxism.
Both sides will seek a deeper mutual understanding of the development of socialist education and the fundamental issues of communist education for the young generation.
Both sides will coordinate their action at important international conferences and international organisations in the field of education and pedagogical sciences. They will face together all attempts at the ideological divergence of imperialist states against socialist states in the field of pedagogy and education policy.
The Ministry of Education of the Czech Socialist Republic and the Slovak Socialist Republic and the Ministry of People's Education of the German Democratic Republic will deepen cooperation in the following areas:
- socialist education and education of school youth;
- general education planning and management;
- forecasts for the development of education and the development of the education system;
- the preparation and training of teachers for general education schools;
- basic questions of Marxist-Lenin pedagogy;
- planning and management of teaching science and research;
- the effectiveness of the education system and guidelines and its rationalisation methods;
- the single control system of the education system and its management;
- development of teaching tools and textbooks.
The Ministry of Education of the Czech Socialist Republic and the Slovak Socialist Republic and the Ministry of People's Education of the German Democratic Republic concentrate cooperation on the following issues:
- theory and methodology of Marxist-Lenin pedagogy;
- general school concepts and the theory of socialist general education;
- the growing role of Marxist-Lenin pedagogy and education policy in the current period and the fight against imperialist and revisionist positions in education policy and pedagogical science;
- objectives, content, methods and forms of organisation of socialist education;
- drawing up of the didactics of the socialist school;
- the objectives, content, methods and forms of organisation of teaching at grade 1; teaching mathematics and natural sciences, polytechnical teaching, teaching social lessons and languages, physical education and extracurricular sport;
- research and development of teaching equipment, basic technical equipment and school furniture;
- planning, management and economics of the education system;
- the content and methods of education, education and training of physically and mentally disabled children and youth;
- exchange of information and documentation experience.
The Ministry of Education of the Czech Socialist Republic and the Slovak Socialist Republic and the Ministry of People's Education of the German Democratic Republic will apply the following forms and methods when further strengthening cooperation:
- the establishment of working contacts between heads of ministries, ministries of responsible scientific institutions and establishments, heads of school administrations of regional national committees;
- consultation on fundamental issues of socialist education policy;
- the creation of bilateral working groups to address certain tasks of ministries;
- organising joint scientific advice and meetings on fundamental issues of socialist education policy;
- exchange of legal provisions for teaching plans, documentation, as well as scientific research plans for pedagogy and school policy;
- exchange of teaching literature and textbooks;
- exchange of general education staff, school managers and educational establishments, teachers, educators, students and pupils;
- the exchange of dates of the most important scientific meetings and conferences held during the year in our countries. Coordination of performances at important international events;
- organising exhibitions on general education in the other country.
In order to encourage mutual training of professional teachers of various subjects and German teaching in secondary general education schools in the Czechoslovak Socialist Republic and Czech teaching in secondary general education schools in the German Democratic Republic, both parties will undertake:
- the Ministry of People's Education of the German Democratic Republic will organise courses in the German Democratic Republic for Czechoslovak German teachers and will also support similar courses in the Czechoslovak Socialist Republic;
- the Ministry of Education of the Czech Socialist Republic and the Slovak Socialist Republic will organise excursions and practices for professional teachers of various subjects from the German Democratic Republic in the Czechoslovak Socialist Republic;
- The Ministry of Education of the Czech Socialist Republic will organise language courses for Czech teachers from the German Democratic Republic in the Czech Socialist Republic;
- Posting German teachers and science subjects from the German Democratic Republic to schools with extended German teaching in the Czechoslovak Socialist Republic and Czech teachers from the Czechoslovak Socialist Republic at the secondary general education school in the German Democratic Republic. The conditions for the operation of these teachers shall be agreed in particular by the receiving and sending ministries;
- The Ministry of People's Education of the German Democratic Republic will explore the possibilities of further measures to support the education of pupils in general education schools of the Czechoslovak Socialist Republic in German;
- on the basis of the provisions of the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the German Democratic Republic on the admission and exchange of graduates of universities, students and pupils of professional schools of 8 November 1960, both parties will allow students and teachers of the Czech and German languages to study at teacher training schools.
The Ministry of Education of the Czech Socialist Republic and the Slovak Socialist Republic and the Ministry of People's Education of the German Democratic Republic will support the deepening of friendly relations and cooperation between:

for the purpose of the regular exchange of articles on fundamental issues of socialist education policy and the development of general education, as well as under the agreement to publish articles on major social events in the Czechoslovak Socialist Republic and the German Democratic Republic
3. Schools for teacher preparation

Cooperation shall take place on the basis of direct cooperation agreements concluded between these schools, the main issues of which are aimed at:
political ideological education of students
Study the foundations of Marxism-Leninism
work of youth organisations
Further Marxist-Lenin teacher education of these schools
methodology of selected fields.
Socialistic education of students must be supported, according to economic possibilities, by exchanging students for holiday practice.
4. Schools in the Regions
Praha - Berlín
Bratislava - Berlín
Ústí nad Labem - Karl-Marx-Stadt
Plzeň - Gera
České Budějovice - Suhl
Ostrava - Dresden
Brno - Leipzig
Relations between the school administrations of the Slovak Socialist Republic and the German Democratic Republic will be agreed retrospectively. The schools of those regions shall exchange experience on:
- planning and management in the county, district and school
- socialist education of school youth
- continuing education and training of teachers, in particular in the field of marxism-leninism and socialist pedagogy.
The regional authorities will agree on the exchange of teachers and will support the exchange of members of socialist child and youth organisations for friendly meetings, especially from schools with extended German teaching in the Czechoslovak Socialist Republic and from schools with Czech teaching in the German Democratic Republic.
The provisions of this Convention shall be implemented on the basis of the implementation plans for the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the German Democratic Republic on Scientific and Cultural Cooperation of 6 October 1964 and within the framework of the volumes of mutual exchange determined by them.
The Ministry of Education of the Czech Socialist Republic and the Slovak Socialist Republic and the Ministry of People's Education of the German Democratic Republic shall jointly evaluate the results of cooperation in general education between the Czechoslovak Socialist Republic and the German Democratic Republic under this Convention and shall also specify its content for each year in a manner agreed upon.
This Convention shall enter into force on the date of signature and shall apply until 31 December 1975.
This Convention was negotiated in Prague on 8 April 1971 in duplicate, each in the Czech and German languages, with the same text in force.
