The Government orders pursuant to § 123 (6) (a) of Act No. 262 / 2006 Coll., Labour Code, as amended by Act No. 365 / 2011 Coll., and under § 145 (2) of Act No. 234 / 2014 Coll., on Civil Service:

1.03.02 ANALYSIS OF INFORMATION AND COMMUNICATION SYSTEMS
9. grade
1. Support of analytical work for the creation of information and communication systems of a smaller scale, with simple or no user interface, with a minimum number of interfaces on the surrounding systems and a simple process.
2. Collection and analysis of user requirements, risks and data and their preparation for evaluation. Providing support in carrying out analysis of tools and software for the development of information and communication systems.
Grade 10
1. Support for more-scale analytical work on the creation of information and communication systems, with more user interfaces, with a higher number of interfaces on the surrounding systems and complex processes. 1. 12th Grade
1. Implementation of factual, procedural, security, application, data, operational, impact and other analysis of user requirements for the creation of information and communication systems with multiple user interfaces, with a higher number of interfaces to the surrounding systems and complex processes.
2. Optimisation of processes in the creation of information and communication systems with multiple user interfaces, with a higher number of interfaces to the surrounding systems and more complex processes applicable to further development, operation and achievement of the objectives in the field of information and communication systems, and the creation of documentation and models according to the conclusions of factual, procedural, security, application, data, operational and impact analyses of user requirements.
3. Carrying out analyses of cyber risks over a regulated service.
Grade 13
1. Coordination of analytical activities involving factual, procedural, security, application, data, operational and impact analyses of the large-scale information and communication systems system with national topology and their infrastructure with essential importance for their operation, the implementation of analyses of the long-term information needs strategy and information and communication infrastructure, analyses of the development, operation, innovation and maintenance of the information and communication system and their harmonisation with national information policy and other international requirements.
2. Design of general procedures and methodologies for analysis of information and communication systems within the departments and supervision of compliance with approved procedures and methodologies. Systematic risk management over a regulated service.
Grade 14
1. Comprehensive coordination of analytical activities in the field of information and communication systems for bodies with a large internal breakdown into national-scale organisational units affecting the conduct of the widest population groups and with possible international impact, documentation creation and the most complex models, drawing conclusions from comprehensive analyses applicable to the further development, operation and achievement of the objectives of these information and communication systems.
1.03.03 ARCHITECT OF INFORMATION AND COMMUNICATION SYSTEMS
11th grade
1. Creating, developing and designing the architecture of information and communication systems of a minor scale with a simple user interface, with a minimum number of interfaces on the surrounding systems and with a simple process, designing, developing and specification of defined interfaces, structures, application layers, security features ensuring data protection, database structures, data flows, migration and backup plans, designing components and defining and creating basic models and outputs.
2. Evaluation and determination of programming tools or new technologies, their analysis and design of integration and implementation into selected information systems of a smaller scale with a simple user interface, with a minimum number of interfaces to the surrounding systems and a simple process.
3. Creating an information concept of a public authority with local competence.
12th Grade
1. Creating, developing and designing the architecture of information and communication systems with multiple user interfaces, with a higher number of interfaces to ambient systems and more complex processes, design and creation of application interfaces, security features ensuring data protection, database structures, data flows, migration and backup plans, comprehensive integration with other systems and design of software or information services.
2. Evaluation and determination of complex and demanding programming tools or new technologies, including security technologies and principles, their analysis and design of integration and implementation into multi-user interface information systems, with a higher number of interfaces to the surrounding systems and more complex processes.
3. Creation of the concept of information and communication systems.
4. Creation of an information concept of a public authority.
Grade 13
1. Creating an information concept of a public authority with a regional or similarly wide territorial or national scope.
2. Creating a concept of security architecture of information and communication systems with regional or similarly wide territorial or national competence.
3. Design and processing of medium-complex projects of development or creation, development and design of information and communication systems architecture with complex processes and hierarchical structure, with a high number of user interfaces and links to other systems, or with a regional or similarly wide territorial or national topology with an architectural model range of up to 500 elements / links in relevant layers of architecture, their harmonisation with national information policy and other international requirements including the processing of comprehensive design solutions or complex architectural proposals for data, security, integration and operational area of such information and communication systems.
4. National methodological guidance, assessment of the creation, development and use of information and communication systems and their architecture in public administration and provision of methodological support for compliance with approved architecture in public administration.
5. Coordination of central services over spatial data. Coordination of harmonisation of spatial data and services within the European Union.
Grade 14
1. The creation of an information concept of bodies with extensive internal integration into the national organisational units of the State and affecting the actions of the widest groups of the population, including the creation of a strategy for a large-scale IT system, the creation of a long-term information needs strategy and information and communication infrastructure, the coordination of the development, operation, innovation and maintenance of the information and communication systems system and its harmonisation with national information policy and other international requirements.
2. Creation of the architecture and development of central and large-scale information services of public and public administrations with complex internal structures with national application and affecting the actions of the widest groups of the population or intended for special and highly professional use, with an architectural model range of up to 5000 elements / links (on all layers of architecture). Coordination of mutual, managed and secure links between public and public administrations, communication of public and public administrations with other bodies on external networks, such as the Internet or the European Union's communication infrastructure.
3. Creating a national strategy for the creation, development and architecture of information systems. Coordination of the development of the application equipment of linked information systems providing and using eGovernment services as a whole.
15.
1. Creation of information concept of the Czech Republic.
2. The creation of a comprehensive architecture of the Office or of a body containing more extensive and central information systems or services or of another entity with the scope of the architecture model (on all layers of architecture) over 5000 elements and links.
1.03.04 MANAGEMENT OF INFORMATION AND COMMUNICATION SYSTEMS AND SYSTEM INJURY
5th Grade
1. Implementation of simpler operations in the operation of standard information and communication technologies, such as text input and editing, simple setting, download and attachment.
6th grade
1. Service of information systems such as information search and export data.
7th Grade
1. Ensuring the operation and support of end-users in smaller information and communication systems.
2. Service of information systems or computer devices such as printers or other peripherals using special knowledge for the system or technology and dealing with tasks associated with the operation of the system as specified and methodology.
3. Implementation of administrative tasks supporting the operation of information systems, such as the production of reports and special reports. Creating operational analyses or documentation to support various programmes and promotions.
8th Grade
1. Ensuring basic functionality and security of information and communication systems, ensuring their optimum utilization and handling of incidents related to infrastructure and application operation. Security technology operations.
2. Ensuring the operation of a higher number of support peripherals such as printers and other hardware, including providing support to more than 50 end-users of such devices.
3. Providing support to end-users when creating reports from the source base within the data base and system management.
9. grade
1. Ensuring the functionality and security of information and communication systems as a whole. Checking and ensuring correct processing of data and ensuring system data validation.
2. Ensuring database operation, user access solutions and monitoring of resource utilization.
3. Organisation of information and communication systems partial operation and provision of comprehensive operation of special computer applications and network environment of computers according to instructions and operational documentation of data processing technology.
Grade 10
1. Determining and organising methods and procedures for the use of software, multimedia and communication systems, network environments, etc., including ensuring their operational management and safety and providing support to end-users of such systems and technologies. Support and provision of support technology and applications such as installation, software settings or infrastructure for the operation of a larger organisation with more than 100 users.
2. Implementation of information and communication technologies according to operational documentation.

1. Ensuring the management of information and communication systems, the methodological guidance of users, the provision of support to users, the definition of their requirements and problems and the design of their solutions with all system management actors, such as the management of database operating systems, network environment and security technologies, as appropriate with suppliers.
2. Creating plans, standards and procedures for changes in the operation and maintenance of information and communication systems, their operational and security testing, preparation and implementation of modifications and ensuring their integrity and providing support to users.
3. Defining easier network links and protocols between applications, setting them up and implementation.

12th Grade
1. Grade 14
1. Separate solutions to complex performance problems, safety and availability of services related to the deployment and operation of complex technological components and platforms.
2. Design, implementation, control and evaluation of compliance with contractual conditions of operation including level of operational security of services (SLA), including design and implementation of corrective measures.
1.03.05 DEVELOPMENT OF INFORMATION AND COMMUNICATION SYSTEMS
11th grade
1. Development, programming and modification of simple applications and programme parts based on input technical documentation, carrying out clear and simple programming activities in specific software to create or modify a specific application function.
12th Grade
1. Development, programming and modification of applications or its separate programme parts on the basis of input technical documentation. Implementation of data models, interfaces and compilation of application support and operating scripts.
Grade 13
1. Development, programming and modification of applications with an overlap and integration into multiple systems and with a multiuser interface, a complex data model and a large number of integration with surrounding systems. Development documentation and design of optimum software.
2. Development of national system security technologies or specialised tools to support testing, operation, or optimisation and increase system efficiency. Implementation of complex data models, interfaces and application parts or compilation of complex migration, operational or security scripts.
Grade 14
1. Coordination of development and programming of complex information and communication systems with multiuser interface, complex data model and a large number of integration with surrounding systems, development documentation and design of optimal software or design of complex information and communication systems of public administration (eGovernment) with national architecture.
2. Coordination of the development of security technologies and systems with national application.
3. Coordination of analysis and development of new application software or major modifications to existing information and communication systems and the design of new tools and means of implementation of these systems.
15.
1. Comprehensive coordination of development and programming of the most complex information and communication systems or systems of information and communication systems with the widest topology and hierarchical structure and links to international systems including the development of supply strategies.
1.03.06 TEST SPECIFICATIONS OF INFORMATION AND COMMUNICATION SYSTEMS
9. grade
1. Execution of test sets, preparation of test data and environment according to input documentation. Creating test reports and results.
Grade 10
1. Execution of test sets, preparation of test data and environment according to input documentation of complex information and communication system with multiuser interface. Implementation of basic safety tests and production of test reports and results.
11th grade
1. Execution of test sets, preparation of test data and environment according to the input documentation of complex information and communication systems with multiuser interface at the departmental or similar national level. Obligatory testing of more extensive integration and use of specialized testing tools and applications and creation of test reports and results.
12th Grade
1. Design and compilation of test scenarios for various types of testing of information and communication systems, evaluation of test data, their control and drawing conclusions including protocols. Implementation of integration, system, stress and security tests for national information and communication systems.
Grade 13
1. Creation of test scenarios and strategies for all types of testing of information and communication systems and coordination of testing work within the framework of large-scale national projects including the definition of testing schedules, types of tests and testing capacities. ';
8. In point B (1) of Part 1.04 of the occupation 1.04.08, point (8) of the eighth grade is deleted.
9. In point B (1) of Part 1.04 of the occupation 1.04.08, point 9 is deleted in Grade 9.
10. In point B (1) of Part 1.04 of the occupation 1.04.08, point 13 is deleted from the 10th grade.
11. In point B (1) of Part 1.04 of the occupation 1.04.08, point 13 is deleted from the 11th grade.
12. In Part 1, Part 1, point B, the following profession is added to Part 1.04.15:
