o Slovak matrix
The Slovak National Council decided on this law:
§ 1
(1) The Slovak Matrix is a national cultural awareness organisation which functions as a central library of a single system of libraries in the Slovak Socialist Republic and a base for research on the life of Slovaks abroad; brings together those interested in cultural activities of the Slovak Matrix in accordance with their mission and tasks.
(2) The Slovak matrix contributes its collecting, research, documentation, information and cultural awareness activities to the development of socialist culture; it follows the principles of socialist cultural policy and uses it in its theoretical and practical activities.
§ 2
(1) The Slovak matrix is a state-owned socialist organisation directly managed by the Ministry of Culture of the Slovak Socialist Republic ("the Ministry").
(2) Martin is the seat of the Slovak Matrix.
§ 3
The Slovak matrix performs its mission in particular by:
(a) obtain, process, protect and make available library, manuscript and similar special funds;
(b) provide professional and methodological assistance to libraries, literary museums, literary archives and other cultural information facilities;
(c) act as a national library; to this end, it shall preferably acquire materials of a cultural documentary nature relevant to the knowledge of national culture, Slovaks and Slovakia;
(d) develop theoretical and scientific research activities in the fields of library, bibliography, scientific information, literary museums, literary archiving, biography and life of Slovaks abroad;
(e) participate in the development of cultural awareness activities;
(f) organise and direct the activities of its member base;
(g) maintain and develop cultural contacts with Slovaks abroad;
(h) issue periodic and non-periodic publications within the scope of its tasks.
§ 4
(1) The Slovak matrix is managed by the Slovak Matrix Committee. The Slovak Minister of Culture of the Slovak Socialist Republic (hereinafter referred to as "the Minister ') shall appoint and remove members of the Mattice Committee from the ranks of deserving cultural actors.
(2) The Executive Body of the Slovak Mattika Committee is its Bureau.
(3) The President, Vice-Presidents and other members of the Bureau of the Mattik Committee shall be appointed and dismissed by the Minister on a proposal from the Mattika Committee.
§ 5
(1) The Chairman of the Slovak Matrix Committee represents the Slovak Matrix externally; is responsible to the Minister for the respect of the principles of national cultural policy throughout the Slovak Matrix.
(2) The activity of the Slovak Matrix ensures and the resolution of its Committee is carried out by the Slovak Matrix administrator. The administrator of the Slovak Matrix, acting on a proposal from the Slovak Mattice Committee, shall appoint and dismiss the Minister to whom he is responsible for his activities.
§ 6
Details of the tasks, organisational structure of the Slovak Matrix, the mutual relations of its components and the management will be adapted by the Ministry.
§ 7
(1) The member base of the Slovak Matrix (hereinafter referred to as the "membership base") brings together on the basis of the volunteers of the Czechoslovak Socialist Republic, who wish to participate in the performance of the Slovak Matrix as its members.
(2) The Slovak matrix cooperates with the government authorities in leading their members to participate actively in the section of cultural awareness-raising activities as well as in social policy education in order to consolidate their national awareness and relations with citizens of other nationalities in the spirit of Czechoslovak socialist patriotism and proletarian internationalism.
§ 8
The organisational components of the membership base are the local Slovak Matrix trade unions ("local trade unions'); act as an asset in the educational facilities of the club type of local (urban) national committees, in particular in areas where meeting the cultural needs of the Slovak population is particularly required. Where the local (urban) national committee does not have a club type awareness facility with legal personality, the local department acts as an asset to the local (urban) national committee. A directive for the activities of local trade unions shall be issued by the Ministry.
§ 9
(1) In order to establish a local department, the competent district national committee shall, after consulting the Slovak Matrix Committee, give its consent.
(2) The local section shall be led by a committee headed by the Chair; they shall be elected by members of the local department from among themselves at a plenary session for a period of one year. The opening plenary session shall be convened by the relevant district national committee. The chairman and the local department committee shall be endorsed by the competent national district committee.
(3) The local department has legal personality; may acquire rights, undertake and manage own property. In the event of the demise of the local department, its assets, rights and obligations shall be transferred to the information facility of the relevant national committee; If not, to the National Committee.
§ 10
The details of the formation and demise of local trade unions, membership, competence and manner of action of the authorities of the Member State shall be adapted by the Slovak Matrix Committee with the agreement of the Ministry.
§ 11
The Slovak matrix is a budget organization linked to the budget of the Ministry.
§ 12
Further action and organisational integration of local trade unions formed pursuant to the Act SNR No. 97 / 1968 Coll., the Slovak Matrix, will be decided by the competent district national committee after consulting the Slovak Matrix Committee within six months of the entry into force of the Act.
§ 13
The Act SNR No. 97 / 1968 Coll., on the Slovak Matrix is hereby repealed.
§ 14
This Law shall take effect on 1 January 1974.
