amending and supplementing Decree No 119 / 1962 Coll., on the economy of the operation of road vehicles for motor transport
The Ministry of Transport shall, in agreement with the participating central authorities and the Regional National Committees pursuant to Article 16 (1) (b) of Government Decree No. 54 / 1953 Coll., on road traffic, as amended by the legal measure of the Bureau of the National Assembly No. 13 / 1956 Coll.:
Čl. I
Decree No. 119 / 1962 Coll., on the economical operation of road vehicles for motor transport, is amended as follows:
1. I Section 1, point 8, Table I (Passenger, delivery and combination vehicles) is added as follows:

5. Annex 1, Part II, point 3 is amended as follows:
"The fuel consumption standard for level 1 roadworthiness tests shall be 5% and for level 2 roadworthiness tests 10% of the basic standard of the vehicle concerned. ';
6. In Annex 1, Part VII, point 7, in Table II (Clothing for passenger cars), the cost standard is 1,85 Kčs / 100 zkm for casing dimensions 6,70 - 13.
7. In Annex 1, Part VII, point 7, in Table IV (medium shell), the cost standard shall be 3,50 KDS / 100 zkm for casing dimensions 9,00 - 20.
8. Annex 2, Part I Section 2 (3) (h) shall read as follows:
"(h) if the total weight of the trailer is greater than:
aa) polovina užitečného zatížení tažného vozidla, nejvýše 5 %
bb) užitečné zatížení vozidla, nejvýše 10 %
cc) jedenapůlnásobek užitečného zatížení tažného vozidla, nejvýše 20 %“
9. Part of Annex 2 I Section 2 (3) is inserted after (h) the following point (ch) is inserted:
„ch) jízda po silnicích s četnými zatáčkami nebo s vyšší intenzitou provozu vyžadující časté řazení nebo zvýšenou manipulaci s vozidlem, nejvýše 15 %“
The designation of points (ch) to (k) shall be changed to (i) to (l).
10. Annex 2, Part I Section 2 of the note to point 3 is added as follows:
"(e) the time limit referred to in (f) shall not apply to vehicles whose engines exceed the power standard until the total repair. The premium of between 0% and 10% may be used until the replacement of the engine has been made for the overall repaired or new, or the vehicle has been submitted to a mid or overhaul.
(f) the premium referred to in (h) shall be used only for lorries and buses at the same time as those referred to in (e) (3) (1) ';
11. Annex 7 shall read as follows:
Departure of vehicles
1. The depreciation standards serve to write off the purchase value of the vehicle and to create resources to cover the cost of overhauls.
2. The depreciation standards shall determine the total depreciation rate in crowns for each type, brand and type of vehicle. The standards specify how much percentage of the total depreciation rate is due to the creation of a resource to cover the costs of overhauls.
3. The depreciation rates for in-service vehicles do not change significantly even if they exceed the standard of overall fitness. Exceptionally, for buses and lorries whose carrying amount is equal to zero and whose types are no longer subject to the general repair scheme, the percentage of the total depreciation rate for overhauls shall be reduced by half; the amount resulting from this exceptional adjustment shall be reduced by the total depreciation rate. If the general repair of the bodywork bus is carried out, as a general rule after compliance with the standard of overall fitness, the total depreciation rate shall not be changed.
4. The depreciation standard is established on the basis of the purchase price of the vehicle, the cost of two overhauls and the standard of total fitness, according to the following formula:

Ov = P + 2GOUv
Ov = total depreciation rate in Kčs per 1000 basic km
P = cost of the vehicle in Kčs
2 GO = cost of two overhauls in Kčs
Uv = vehicle's total fitness standard in 1000 basic kilometres.
According to this formula, depreciation rates for unspecified other types of special cars, tractors and special trailers are also calculated.
According to the same formula, the vehicle holder shall calculate depreciation rates for new types of vehicles put into service after this decree has been issued. If the general repair price is not yet declared at the time of entry into service, it shall be set at a value of not more than 60% of the purchase price of the new vehicle for this purpose.
5. If the holder of a vehicle other than freight transport is exceptionally authorised by the competent authority to carry out time depreciation, the depreciation rate shall be calculated from the following:
(Explanatory note: The fitness period and depreciation rate of non-freight vehicles are valid only for the car itself. The internal equipment of mobile shops, libraries, medical vehicles, transmission vehicles, etc., should be considered as separate inventory items which must be written separately according to the applicable depreciation standards. On the contrary, a car crane, a gradient, a drilling rig, fire-fighting equipment, sweeping and sprinkling cars etc. are an integral part of their own car and form a single inventory item with this.)

The total annual write-off rate in Kčs is then the product of the purchase price of the vehicle and the total annual write-off rate in percentage divided by 100. From the total annual write-off rate in the Kčs, the total monthly write-off rate in the Kčs shall be calculated.
6. The calculated depreciation rates are compiled into tables by type of vehicle. The depreciation rates of vehicles for bulk types are shown in front of each table. The depreciation rates of vehicles for other types should be found in the next part of the table according to the relevant technical unit of measurement (payload, cylinder content, number of occupancy points, etc.).
7. For reasons of simplicity, a single depreciation rate for vehicle types produced before and after 1 January 1958 is set in the standards; is determined on the basis of the normal prices applicable from 1 January 1958.
Any residual carrying amount of a liquidated vehicle shall also be justified by the introduction of this uniform depreciation rate.
8. Where a vehicle has special equipment which has been previously maintained as a separate base vehicle or exceeds the purchase price of a new vehicle by 5% of the price of the normal vehicle, indicated in the supplier's price list or if, as a result of the conversion or other modification of the vehicle, to increase the purchase value of the vehicle above 5% of its value, the amount of depreciation for the depreciation of the purchase value of the vehicle shall be increased in proportion to the amount of depreciation or, where appropriate, the creation of a source for the cost of overhaulability of the vehicle, the higher cost and adjustment costs. The calculation of the increase in the total depreciation rate shall be based on the following formula:

Ov1 = P1 + GO1Uv1
Ov1 = amount of write-offs in Kčs by which the total write-off rate in Kčs is increased to 1000 base kilometres
P1 = costs of special equipment, costs of increasing the cost of the vehicle due to the increase in the cost or modification of the vehicle in Kčs
GO1 = increase in the cost of overhauls in Kčs if applicable during the overall or remaining fitness of the vehicle
Uv1 = standard of overall or remaining fitness of the vehicle in 1000 basic kilometres.
The sum of the total write-off rate in Kčs according to the tables referred to in paragraph 10 and this increase thus constitutes the new total write-off rate in Kčs for the total or remaining fitness of the vehicle, at which the percentage corresponding to overhauls according to the tables remains unchanged.
9. The depreciation rates of lorries, including trailers, are set for the vehicle without sail. Where a truck or other vehicle is fitted with a tarpaulin, it shall be considered as a separate inventory item - a basic device
