Decree of the Ministry of Industry and Trade laying down the details of the activities of the Central Gas Dispatch

DECLARATION
Ministry of Industry and Trade
of 24 April 2001
setting out the details of the activities of the Central Gas Dispatch
The Ministry of Industry and Trade (hereinafter referred to as "the Ministry ') provides, pursuant to § 98 (7) of Act No. 458 / 2000 Coll., on the terms of business and on the exercise of state administration in the energy sector and on the amendment of certain laws (hereinafter referred to as" the Act'), for the implementation of § 64 (7) of the Act:
§ 1
Subject matter
In order to ensure the tasks of the Central Gas Dispatch by law, details of information generation, emergency planning, technical evaluation and receipt of data from technical parts of contracts shall be laid down.
§ 2
Information production
In the area of information on the national balance of resources and gas consumption for the Czech Republic it is about
(a) carrying out a long-term analytical assessment of the evolution of gas consumption and of its resource security;
(b) processing medium-term prospects for the development of gas consumption;
(c) the taking over of annual, quarterly, monthly and daily gas supply balances by gas source, including gas production, gas transport by foreign partner, gas extraction or incorporation by underground gas storage unit and gas consumption by category of final customers provided for by specific legislation, (1) processed by gas undertakings and gas traders;
(d) provision of a global annual balance sheet for the gas system to the Ministry, the Energy Regulatory Authority, gas undertakings and gas traders;
(e) the taking of data on actual and, where appropriate, free capacity of high pressure pipelines, the performance of individual transmission stations, changes in lines and the length of high pressure pipelines of transmission systems and individual distribution systems, on 30 April of each year, the operational stocks and the respective daily extractions of individual underground gas storage units from gas operators and the processing of aggregated gas system capacity data by 30 June each year;
(f) the receipt of continuous dispatching hourly data on the supply and transfer pressures of individual transmission system and distribution systems, the extraction or insertion of gas from individual underground gas storage units and gas quality data (GAS data, Wobbe index, dew point and methane content) through the transfer of automated collection of information from the transmission system operator and individual distribution system operators as well as from individual gas storage operators and gas manufacturers;
(g) the processing of aggregated annual, quarterly, monthly and daily balances of the gas system, including an analysis of the balancing of resources and gas consumption, and the design of emergency prevention measures;
(h) monitoring the evolution of gas supply according to the annual, quarterly, monthly and daily gas system balance,
(i) the announcement of a check hourly deduction of gas supplies and consumption once or twice a year.
§ 3
Emergency plan
In the area of the gas system emergency plan
(a) taking over emergency plans drawn up by natural gas undertakings;
(b) drawing up and transmission to the Ministry and natural gas undertakings a comprehensive emergency plan for the gas system;
(c) evaluation of the current nature of the emergency management package and annual update of the gas system emergency plan.
§ 4
Technical evaluation
In the field of technical evaluation of the operation of the gas system, the following shall be ensured:
(a) the taking of data on actual deliveries to and from the transmission system, broken down by day, month and year by supplier and gas customer, the amount of gas for the propulsion of compressor stations, the extraction or insertion of gas by underground gas storage unit, the supply to final customers connected to the transmission system, the changes in the accumulation of the transmission system and the gas quality data from gas quality monitoring points from the transmission system operator;
(b) the taking of data on actual deliveries to and from the distribution system, broken down by day, month and year by transmission point of supply to the distribution system and by category of final customers of the distribution system, including the regional distribution breakdown and the use of gas for technological and heating purposes and the use of gas for customer groups in terms of statistical reporting from individual distribution system operators and gas traders;
(c) the processing of the resulting report and the realised balance of resources, supplies and gas consumption, broken down into months and years, and their provision to the Ministry, the Energy Regulatory Authority, gas undertakings and gas traders, the processing of a preliminary daily evaluation of gas supplies and consumption and its provision to gas undertakings and gas traders;
(d) the receipt of the results of the hourly deduction control from gas undertakings according to supplies from individual transmission system sources, deliveries from individual transmission points of distribution systems, gas producers' supplies and extraction or gas extraction by individual underground gas storage units;
e) evaluation of the results of the check-out of gas supply and consumption in the Czech Republic and their transmission to gas undertakings,
(f) evaluation of periodic meteorological reports and forecasts taking into account expected and actual developments in gas consumption;
(g) the processing and transmission of analytical information to the Ministry and the Energy Regulatory Authority as necessary for the exercise of their rights and obligations under the law.
§ 5
Recruitment of data from technical parts of contracts
In the field of the receipt of data from technical parts of contracts from gas traders, direct pipeline operators and authorised customers,
(a) data on the total quantity of gas broken down by year, quarter, month and day;
(b) data on transfer pressures and maximum daily quantities of gas during each contractual period and data on transfer points of gas supply.
§ 6
Efficacy
This decree shall take effect on the day of its publication.
