Decree of the Ministry of the Interior of the Slovak Socialist Republic on fire safety in the storage of fuel diesel

of 3 December 1976
on fire safety in the storage of fuel oil
The Ministry of Interior of the Slovak Socialist Republic provides, pursuant to § 30 paragraph 3 of Act No. 18 / 1958 Coll., on Fire Protection:
§ 1
Subject matter and scope of the adjustment
(1) The Decree regulates the principles of fire safety in the storage of fuel diesel (1) in residential, residential, public, administrative, industrial and other buildings for heating bodies which are not connected to the pipeline.
(2) Specific legislation applies to the provision of fire safety in the storage of fuel diesel in organisations subject to supervision by the State Mining Administration.
§ 2
Preliminary provisions
(1) Care should be taken to store and use fuel oil and to act in such a way as to avoid fire.
(2) Fuel oil may be stored in containers (portable containers, barrels and tanks) corresponding to the applicable technical standards .2)
(3) Each container shall be marked with a clearly visible inscription "Heating diesel '.
(4) Containers may be filled up to 95% of their volume.
(5) Portable containers of non-flammable and non-breakable material shall not have a volume greater than 20 l and 10 l plastic materials; they shall be tightly closed and stable. Portable containers may not be used lightly broken (glass, stoneware, etc.).
(6) Tanks shall not have a volume greater than 1000 l and shall not be connected to batteries or connected to a fixed line for the purpose of filling or discharge of fuel oil.
(7) Together with solid fuels, fuel oil can only be stored in portable containers.
(8) Only a hand pump, the discharge of which must be directed into an impermeable container, can be used to remove fuel from vessels of more than 20 litres.
(9) The impermeable tank must be built in storage of more fuel oil than 20 litres and comply with the requirements laid down in Section 5 (1) (c) of this Decree.
(10) It is forbidden to spill fuel at places that have drain to the sewer.
(11) The tank of the heating body can only be refilled from a portable container when it is shut down.
(12) The fuel oil which escapes from the container during any handling shall be immediately removed safely.

§ 3
General provisions
Fuel oil can be stored
(a) at the places referred to in this Order,
(b) where the Regional National Committee gives its consent.
§ 4
Storage of fuel oil in flats
(1) In dwellings with the operation of heating bodies on diesel, it is permitted to store 10 litres of fuel diesel in portable containers on each heating body except the volume of the tank of its own heating body, but not more than 40 litres.
(2) Portable fuel oil containers shall not be stored less than 3 m from the heating body.
§ 5
Storage of fuel oil in cellars and basement rooms
(1) In cellars and basement rooms of buildings (hereinafter referred to as "basement"), 200 litres of heating diesel may be stored for each housing unit up to a total quantity of 2000 litres in portable containers or barrels or 3000 litres of heating diesel in tanks for one building under the following conditions:
(a) the floor, walls and ceiling of the cellar shall be of non-combustible material;
(b) the door to the cellar shall be lockable and shall be non-flammable or double-sided together with the frames;
(c) there shall be an impermeable container (e.g. metal bath) of such volume as to capture at least 50% of the total quantity stored in case of leakage of fuel oil. The operation of the detention tank may also fill the space limited by the floor and wall of the cellar if it is tight enough to prevent fuel oil escaping from the cellar;
(d) effective nature or forced ventilation must be secured in the cellar;
(e) electrical installations in the basement shall comply with the relevant technical standards; 4)
(f) the approval of the water management authority of the district national committee must be sought to install a container of more than 200 litres. 5)
(2) In a cellar whose construction solution does not meet the conditions referred to in paragraph 1, it shall be permitted to store fuel oil only in portable containers of a maximum quantity of 100 litres per housing unit. The total quantity of fuel oil stored per building shall not exceed 1000 l. In these areas, fuel oil shall not be spilled or otherwise handled.
(3) In buildings where heating diesel, designed or reconstructed after the entry into force of this decree, is intended to be stored, the building solution of the cellar must comply with the relevant technical standard.6)
(4) The following fire safety measures shall be ensured and observed for the storage of fuel diesel in cellars:
(a) the cellar shall be equipped with at least one hand foam or powder extinguisher, where more than 1000 litres of fuel oil is stored, in case of extinguishing;
(b) the smoking ban and the use of open fire shall be clearly indicated on the cellar door and the maximum permitted quantity of stored fuel oil shall be indicated. In addition, the name list of users of housing units participating in storage must be displayed, indicating the number and maximum volume of containers for which each user is responsible.
§ 6
Storage of fuel oil in port buildings
(1) In an annex to a building whose construction solution meets the conditions laid down in § 5 (1) to (3) of this Decree, it is permitted to store 2000 litres of fuel diesel in portable containers or in barrels or 3000 litres of fuel diesel in tanks. The attachment shall be without windows and shall be lockable.
(2) When storing fuel oil in ports, fire safety measures under Section 5 (4) of this Decree must be secured and respected.
(3) The storage of fuel oil in ports under the windows of buildings or in buildings constructed of flammable, heavily flammable or non-flammable materials with fire resistance 7) is not allowed for less than 30 minutes.
§ 7
Storage of fuel oil in open spaces
In open spaces (gardens, doors, etc.) it is permitted to store 2000 litres of fuel diesel in portable containers or barrels or 3000 litres of fuel diesel in tanks under the following conditions:
(a) the place where these vessels are stored shall be at least 5 m from the secondary objects;
(b) a dry sand and shovel container shall be placed in a suitable place in case of extinguishing and at least one hand foam or powder extinguisher shall be available where more than 1000 litres of fuel oil is stored;
(c) smoking and the use of open fire are prohibited when handling fuel oil. This prohibition must be clearly marked near the containers.
Provisions common, transitional and final
§ 8
The provisions of the Decree of the Ministry of Forestry and Water Management of the Slovak Socialist Republic No 12 / 1973 Coll., on the protection of waters against pollution of petroleum substances, must also be complied with when storage of fuel oil.
§ 9
Where the obligations laid down in this Decree relate to real estate, the person or organisation responsible under Section 27 of Act No. 18 / 1958 Coll., on Fire Protection, is responsible for them.
§ 10
In the buildings in which heating diesel is stored at the date of entry into force of this Decree and whose technical condition does not meet the conditions laid down in this Decree, and in the buildings under construction these conditions must be secured until 31 December 1978.
§ 11
Exemptions from this decree may be authorised by the Regional National Committee.
§ 12
Part II (Article 14 - 27) is deleted. Temporary heating directives with heating oil and light heating oil from the point of view of fire protection no. PO- 1410 / 1965, whose further validity has been notified in the amount of 47 / 1967 Coll. (XVIII / 13).
§ 13
This Decree shall take effect on 1 February 1977.

1) For the purposes of this Decree, heating oils whose flash point in an open tiger is less than 140 ° C shall be considered as heating oil.
