of 24 April 2001
on the Dispatching Order of the Gas System of the Czech Republic
The Ministry of Industry and Trade (hereinafter referred to as "the Ministry ') provides, pursuant to § 98 (7) of Act No. 458 / 2000 Coll., on the terms of business and on the exercise of state administration in the energy sector and on the amendment of certain laws, for the implementation of § 57 (5) (j) of the Act:
Subject matter
(1) This decree sets out the Dispute Order of the Gas System of the Czech Republic (the "Gas System ') for:
(a) transmission system dispatching;
(b) distribution system dispatches;
(c) dispatches of underground gas containers;
(d) producer dispatches;
(e) Central gas dispatch.
(2) The content of the Gas System Dispute Order is:
(a) preparation of dispatching control of the gas system;
(b) operational management of the operation of the gas system;
(c) technical evaluation of the operation of the gas system.
Preparation of the control of gas system operation
(1) The preparation of dispatching control of transmission system operations includes:
(a) discussing the annual, quarterly, monthly, weekly and daily balances of international gas transport resulting from closed transport contracts with foreign partners, including the processing and negotiation of the outage programme of equipment affecting the capacity of the transmission system;
(b) discussing the annual, quarterly, monthly, weekly and daily balance sheets of the purchase, transport and supply of gas with eligible customers and the relevant gas traders connected to the transmission system and the transmission of the processed balance sheets to the Central Gas Dispatch;
(c) participation in the discussion of technical parts of international gas transport and import contracts;
(d) the determination and assessment of the real capacity of the transmission system and the provision of such data to the central gas dispatcher;
(e) carrying out a systematic analysis of the transmission system transport, resources and gas supply as a basis for preparing annual, quarterly, monthly, weekly and daily balance sheets of transmission system operation;
(f) the preparation and negotiation of an agreement on mutual dispatcher assistance implemented by the transmission system with the dispatching of foreign partners;
(g) the development of the transmission system emergency plan and its transmission to the Ministry and to the Central Gas Dispatch;
(h) discussing the annual, quarterly, monthly, weekly and daily arrangements for the import and transport of gas by the transmission system with foreign gas suppliers;
(i) the processing of the annual balance sheets of the transmission system with an assessment of the security of the balance between resources and consumption and their transmission to the central gas dispatcher.
(2) The preparation of dispatching management of the operation of distribution systems includes:
(a) the provision of the processing of quarterly, monthly and daily gas balances supplied by distribution systems which are discussed with the transmission system operator's dispatching system or with the distribution system operator's dispatching system with which its system is connected, the dispatching of underground storage operators and the dispatching of manufacturers when connected to the distribution system and the transmission of processed balances to the central gas dispatcher. Furthermore, the development of an annual distribution system balance, which, together with the assessment of the balancing of supplies and withdrawals, is transmitted to the Central Gas Dispatch. The balance shall determine the amount of gas supplies and withdrawals to cover the distribution system demand chart in the area defined by the licence, the outage plan substantially affecting gas distribution and the set of emergency measures,
(b) a regular evaluation of the capacity of the distribution system, its transmission to the Central Gas Dispatch and its expression of the concept of the development of the distribution system;
(c) processing and transmission of emergency plans for distribution systems to the Ministry and Central Gas Control;
(d) discussing and preparing an agreement on mutual dispatching assistance by downstream distribution systems with the dispatches of other distribution system operators.
(3) The preparation of dispatching control of the operation of underground containers includes:
(a) the processing and transmission to the Central Gas Dispatch of gas storage facilities and their discussions with the dispatches of the system operators to which the bunkers are connected, of gas extraction or deposition schedules, including planned dates of repairs and shutdowns,
(b) the determination of the capacity and performance of underground gas storage tanks, their transmission to the Central Gas Dispatch and expression of the concept of the development of gas storage capacity and performance;
(c) processing and transmission of emergency plans to the Ministry and the Central Gas Dispatch;
(d) processing and transmission of the annual gas storage balance to the Central Gas Dispatch.
(4) The preparation of the control of the operation of manufacturers includes:
(a) the processing and transmission of quarterly, monthly and daily balances of gas production according to the way in which the gas plant is connected to the gas system of the transmission system operator or distribution system operator dispatching system and the central gas dispatching system;
(b) processing and transmission of the annual balance of gas production to the Central Gas Dispatch;
(c) preparing the medium-term gas production preparedness programme and transmitting it to the Central Gas Dispatch;
(d) the processing of the gas production emergency plan and its transmission to the Ministry of Gas and Central Gas Control.
Operational management of gas system operation
(1) Operational management of transmission system operations includes:
(a) daily discussion of the gas transport system through the Czech Republic with foreign partners and gas traders, the gas supply system to the Czech Republic with foreign partners,
(b) a daily discussion of the gas supply system to the Czech Republic with the relevant gas traders;
(c) operational management of the operation of the transmission system according to any changes to the daily transmission and supply modes;
(d) ensuring contractual gas transfer pressures at border transmission stations and at transmission points to distribution systems;
(e) controlling the level of accumulation in the transmission system gas pipelines;
f) the implementation of the transport of contracted and emergency gas supplies to the Czech Republic and their domestic transport by transmission system according to the agreed regime to individual transmission points of the distribution system;
(g) ensuring a balance between the quantity of gas entering and leaving the transmission system in accordance with the contracts concluded;
(h) the determination of the volume of gas input and extraction from underground gas storage facilities connected to the transport system and the operational management of these activities in accordance with established annual, seasonal, quarterly, monthly and daily schemes for the production and extraction of seasonal gas stocks;
(i) coordination and reconciliation of partial and complete shut-down of gas sources, underground gas storage tanks and very high pressure pipelines affecting the operation of the transmission system;
(j) deciding on the implementation of operational actions, changes in gas flow and changes in the operating parameters of the transmission system;
(k) the implementation of regular dispatching with distribution system operators, underground gas storage facilities and gas producers connected to the transport system and operational discussion and the resolution of any changes to daily arrangements in accordance with the contracts concluded;
(l) the receipt of regular information on the progress of the transmission and supply of gas from distribution system operators from their regulated distribution system, as well as information on the level of gas pressures at designated distribution system points, on the failures affecting operation and on the initiation, operation and termination of planned and emergency work on distribution system facilities;
(m) carrying out national continuous monitoring and evaluation of the gas system to ensure a balance between the supply and consumption of gas by dispatching on defined gas system sections, in order to prevent an emergency,
(n) assessment of changes in the balance between supply and consumption or serious situations affecting the smooth supply of gas in the Czech Republic and the preparation of analytical documents for decisions to apply the measures provided for in emergency situations;
o) the announcement of national demand levels and heating curves through the Czech Radio, including measures limiting or interrupting the supply of gas to customers in emergency states of national or territorial scope,
(p) taking over the national control and control of the gas system in emergency situations declared for the entire gas system and through the dispatches of gas undertakings coordinating the destruction of accidents and the restoration of supply;
r) giving instructions for the implementation of auxiliary and emergency gas supplies to the Czech Republic in emergency situations;
(s) ensuring that the necessary measures are provided for in the emergency plan for the management of disturbances, accidents and emergency situations on the transmission system and informing the relevant dispatches of natural gas undertakings;
(t) the solution, coordination and development of automated collection of information from the transmission system and the information system for the needs of the dispatching control and its security by computer and control technology.
(2) Operational management of the operation of distribution systems includes:
(a) the management of the distribution of gas by the distribution system to protected and authorised customers according to the quantity and timing of the gas collection, the development of sampling and the conditions for operational management in accordance with the provisions of the Dispatcher's Code, with responsibility for ensuring a balance between delivery and collection;
(b) discussing the day-to-day gas transmission requirements to the regulated distribution system and according to the evolution of the gas consumption and the operational specification of those requirements with the transmission system operator's dispatching system or with another distribution system dispatching system if the system is connected to it; consideration of changes in operating parameters at each transfer point, gas supply to the distribution system, the consequences of disturbances or unplanned repairs affecting the transport of gas to the regulated distribution system, and measures to restore the reliability of the gas transport,
(c) deciding on the execution of operating works, changes in gas flow and changes in operating parameters of the distribution system;
(d) discussion and coordination of operational supplies with follow-up distribution system dispatches, producer dispatches and ground gas storage units connected to a controlled distribution system;
(e) transmission of regular information to the transmission system operator on the progress of the transport and supply of gas from their regulated distribution system, on the level of pressure at the agreed distribution system sites and on the failures affecting the operation of the distribution system, on the initiation, operation and termination of planned and emergency work on gas pipelines and distribution system facilities affecting the operation of the transmission system;
(f) ensuring the necessary measures set out in the emergency plan for the management of disturbances, accidents and incidents on distribution systems and informing the transmission system operator's dispatching and the relevant dispatches of the downstream distribution system operators, subcountries of gas storage facilities or gas manufacturers;
(g) declaring the territorial efficiency of the limiting sampling steps and the heating curves after consulting the gas supply situation and the resulting measures with the transmission system operator's dispatching system;
(h) the implementation of gas supply within the meaning of mutual dispatcher assistance agreements concluded with downstream distribution system operators;
(i) coordination of the management of disturbances and the restoration of gas supply by the measures provided for in the emergency plan;
(j) compliance with the instructions of the transmission system operator's dispatching system in the management of the gas system following the announcement of national and national demand limits and heating curves and national emergency status;
(k) the solution, coordination and development of automated collection of information from the distribution system and information systems for the needs of the dispatching control process and their security of computing and control technology, cooperation in this area with other gas system dispatches and the Central Gas Dispatch.
(3) Operational management of the operation of underground gas storage tanks includes:
(a) ensuring the extraction and penetration of gas on the basis of contracts concluded and in accordance with the operational guidelines of the transmission system operator or distribution system operator dispatches to which the underground gas storage facilities are connected, in accordance with the established annual, quarterly, monthly, daily timetable for gas generation and extraction;
(b) the transmission of regular information on the process of extraction or injection of gas, transfer pressures, failures affecting the operation of the underground gas storage tanks and on the initiation, operation and termination of scheduled and emergency work on the gas storage facilities of the transmission system operator or distribution system operators to which the gas storage facilities are connected;
(c) discussing the extent and timing of the outages of the underground gas storage facilities and the expected reduction of storage capacity with the transmission system operator's dispatching or distribution system operators to which the underground gas storage facilities are connected;
(d) the provision of the necessary measures provided for in the emergency plan for the management of the disturbances, accidents and incidents on the underground gas storage facilities and the provision of information on the transmission system operator's dispatching or relevant distribution system operators' dispatches to which the gas storage facilities are connected;
(e) respect for the dispatching instructions of the transmission system operator in the national declaration of limiting demand levels and heating curves; for a territorial declaration of compliance with the control instructions of the gas operator on whose equipment the containers are attached.
(4) Operational management of the operation of manufacturers includes:
(a) the provision of gas production on the basis of contracts concluded and in accordance with the operational guidelines of the transmission system operator or distribution system operators to which gas plants are connected, in accordance with the established annual, quarterly, monthly, daily gas production balances;
(b) transmission of regular information on the progress of gas production, transmission pressures, gas production failures and planned and exceptional work affecting the level of gas production to the transmission system operator's dispatching system operator or distribution system operators to which gas production is connected;
(c) discussing the scope and timing of the production facility and the expected reduction in production capacity with the transmission system operator's dispatching system or with the distribution system operators' dispatches to which the gas production plants are connected;
(d) the provision of the necessary measures provided for in the emergency plan for the disposal of gas-generating failures, accidents and incidents and the provision of information to the transmission system operator's dispatches or distribution system operators to which gas-generating plants are connected;
(e) respect for the dispatching instructions of the transmission system operator in the national declaration of limiting demand levels and heating curves; for a territorial declaration of compliance with the gas business dispatching instructions on the installation of which gas plants are connected.
Technical evaluation of gas system operations
(1) Technical evaluation of transmission system operations includes:
(a) evaluation of the real rapid transmission system performance;
(b) keeping records of gas transport data for each foreign partner and other gas market participants;
(c) processing and transmission system balance, broken down by day, month, year and transmission to the Central Gas Dispatch;
(d) evaluation of the progress and development of transmission systems, including evaluation of the balance sheet between transmission system inputs and outputs;
(e) assessing the emergency situation in the transport of gas, the causes and extent of the restrictions on supply;
(f) evaluation of the management of transmission system operation, time and capacity utilisation, operational gas losses;
(g) keeping records of quality indicators and transmission pressures of gas transported by the transmission system;
(h) the processing of a study of the expected evolution of transmission system traffic, including measures to ensure balance sheet balance between transmission system inputs and outputs;
(i) evaluation of emergency situations in the supply of the State, on the basis of which it was necessary to declare national restrictions on the consumption levels and the heating curves, if any, the state of emergency, the occurrence of the causes, the liquidation process and the extent of the supply restrictions;
(j) assessing the current nature of emergency management and prevention measures on the transmission and gas system and developing changes to the emergency plan and their transfer to the Ministry and Central Gas Control;
(k) assessing the progress and anticipated evolution of gas collection in the gas system;
(l) processing of the heat recalculated gas consumption balance in the gas system.
(2) Technical evaluation of the operation of distribution systems includes:
(a) processing of the resulting reports and balances of supply and gas collection of distribution systems, broken down by day, month, year and transmission to the Central Gas Dispatch;
(b) evaluation of the progress and development of the gas collection and the associated rapid performance of their controlled distribution system;
(c) evaluation of emergency situations in the transport and supply of gas, their causes and extent of supply restrictions;
(d) evaluation of the management of the operation of the distribution system, the time and capacity utilisation and the operational losses of the gas;
(e) assessing the current nature of emergency measures and preventing them from occurring in the distribution system, and drawing up documentation for the adaptation of the distribution system emergency plan; the modified emergency plan shall be forwarded to the Ministry and the Central Gas Control.
(3) The technical evaluation of the operation of underground gas storage tanks includes:
(a) the processing of the resulting report and the balance of the extraction and deposition of gas broken down by day, month, year and its provision to the Central Gas Dispatch;
(b) evaluation of the real input and production performance and operational capacity of the underground gas storage tank;
(c) evaluation of emergency situations in the extraction and injection of gas, their causes and extent of the limitation of the operation of the underground gas storage tank;
(d) assessing the current nature of emergency response measures and preventing them from developing and preparing documentation for the adaptation of the emergency plan of underground gas storage tanks; the modified emergency plan shall be forwarded to the Ministry and the Central Gas Control.
(4) The technical evaluation of the operation of manufacturers includes:
(a) processing of the resulting gas production balances broken down by day, month, year and their transmission to the Central Gas Dispatch;
(b) evaluation of real fast power and gas production capacity;
(c) assessing emergency situations in production, their causes and the extent to which gas production is restricted;
(d) assessing the current nature of emergency management measures and drawing up documentation for the adaptation of the gas production emergency plan and the provision of the modified emergency plan to the Ministry and Central Gas Control.
Efficacy
This decree shall take effect on the day of its publication.
