GOVERNMENT REGULATION
of 7 June 2000
on measures in relation to the Taliban Afghan movement
The Government hereby orders pursuant to Paragraph 1 (2) of Act No. 48 / 2000 Coll., on measures relating to the Afghan movement of the Taliban:
This Regulation shall mean:
(a) a sanctioned Taliban entity; 1)
(b) Czech person
1. Czech Republic,
2. citizen of the Czech Republic,
3. other natural person entitled to temporary or permanent residence in the Czech Republic, 2)
4. legal person or institution having its registered office in the Czech Republic, including local and local authorities. 3)
(1) Departure from the territory of the Czech Republic or landing on the territory of the Czech Republic of any aircraft owned, leased, operated or used by a sanctioned entity or in its interest shall be prohibited.
(2) Paragraph 1 shall not apply to emergency landing and subsequent departure.
(3) Paragraph 1 shall be without prejudice to any existing rights attached to the aircraft other than the right to land on the territory of the Czech Republic or from the territory of the Czech Republic.
(4) The Ministry of Transport and Communications may, on a case-by-case basis, authorise an exemption from the provisions of paragraph 1 if the flight concerned is intended solely for humanitarian purposes.
(5) It shall be prohibited to participate in any activity which seeks to circumvent the provisions of paragraph 1.
(1) All transactions with all the financial resources of a sanctioned entity located in the territory of the Czech Republic, including financial resources derived from assets directly or indirectly owned or controlled by a sanctioned entity or entity owned or controlled by a sanctioned entity, shall be prohibited.
(2) The Czech persons are prohibited from providing, directly or indirectly, the financial resources referred to in paragraph 1 to a sanctioned entity or entity owned or controlled directly or indirectly by a sanctioned entity.
(3) The Ministry of Finance may, with the approval of the Ministry of Foreign Affairs on a case-by-case basis, authorise an exemption from the provisions of paragraphs 1 and 2 in respect of financial resources intended solely for humanitarian purposes.
This Regulation shall enter into force on the day of its publication.
