THE LAW
of 7 May 1990
amending and supplementing Act No. 54 / 1963 Coll., on the Czechoslovak Academy of Sciences, as amended by the statutory measure of the Bureau of the Federal Assembly No. 26 / 1970 Coll. and Act No. 91 / 1977 Coll.
The Federal Assembly of the Czech and Slovak Federal Republic decided on this law:
Act No. 54 / 1963 Coll., on the Czechoslovak Academy of Sciences, as amended by the legal measure of the Bureau of the Federal Assembly No. 26 / 1970 Coll. and Act No. 91 / 1977 Coll., is amended as follows:
1. Preamble is released.
2. In Section 1, the word "top" is deleted.
3.
The mission of the Academy is in particular:
(a) participate in the development of Czechoslovak science;
(b) to address the fundamental problems of natural, technical and social sciences in their workplace, for the development of science and society; cooperate closely with universities and other scientific institutes;
(c) participate in the education of scientists and take care of further improvements in their qualifications;
(d) publish the results of their activities and contribute to their popularisation;
e) participate in the representation of Czechoslovak science abroad and develop international cooperation in the fields of their activities. "

(1) On fundamental scientific issues, the Academy is an advisor to the Government and cooperates with the relevant central state bodies. "

The Academy is a legal person. The right of management of entrusted national property shall be exercised on behalf of the Academy by its organisational departments. ';
6. in Article 9 (a) and (b), the words "committed to the socialist country" and "and otherwise contribute to the construction of a new company" shall be deleted; in point (d), the word "socialism 'is deleted.
7. § 10 reads:
The members of the Academy are appointed by the Government of the Czech and Slovak Federal Republic on the basis of an election by the General Assembly of the Academy. "

A member of the Academy shall cease membership by decision of the Government of the Czech and Slovak Federal Republic on the basis of a proposal from the General Assembly of the Academy if he has been misled by scientific honour or if he has been punished for losing honorary degrees and honours. "

(1) The top body of the Academy is the General Assembly of the Academy, which consists of the College of Members of the Academy and the Chamber of Representatives elected at the Academy's workplaces.
(2) General Assembly
(a) decide on the focus of the Academy's activities and organisation and determine the guidelines for further work and development of the Academy;
(b) discuss the Presidium's report on the activities of the Academy;
(c) specify, on a proposal from the presidium, for which scientific disciplines scientific colleges are to be established.
(3) The Presidium of the Academy shall convene the General Assembly at least once a year. "

(1) The President of the Academy, Vice-Presidents of the Academy, the Scientific Secretary of the Academy and other members of the Presidium are the permanent managing body of the Academy. The number of Vice-Presidents of the Academy and other members of the Presidium shall be determined by the Government of the Czech and Slovak Federal Republic on a proposal from the General Assembly. The General Assembly proposes to the Government the composition of the Presidium on the basis of a secret vote from members of the Academy and from representatives elected at the Academy. Members of the Presidium for the Slovak Academy of Sciences are proposed on the basis of an election in the Council of Scientists of the Slovak Academy of Sciences. Vice-President of the Academy, Scientific Secretary of the Academy and other members of the Presidium are appointed by the Government of the Czech and Slovak Federal Republic on the basis of this proposal. The President of the Academy is appointed by the President of the Czech and Slovak Federal Republic on a proposal from the Government.
(2) The Presidium and its members are responsible for their activities to the General Assembly and Government of the Slovak Federal Republic.
(3) The term of office of the Presidium is laid down by the Government of the Czech and Slovak Federal Republic on a proposal from the General Assembly. "
Article 11 (15a) is deleted.
12. In Paragraph 16 (1), the words "ideas" are deleted.
13. In Section 17, the words "and representatives of social organisations' are deleted.
14. in Paragraph 19 (1), the words "cultural policy" are replaced by the words "cultural."
15. Article 19 (3) reads as follows:
"(3) The Director (Head) of the Scientific Institute is obliged to create conditions for the participation of workers in the management of the scientific work of the Institute. The Director shall be obliged to discuss the activities and organisation of the Institute in the Scientific Council of the Institute. ';
16. In Paragraph 20 (1), the words "in accordance with scientific research plans' and" to be politically educated 'are deleted.
17. Paragraph 20 repeals paragraph 4.

The internal circumstances of the Academy and the legal position of its bodies and organisational bodies, the manner in which the General Assembly is held and the resolution of the General Assembly shall be further adapted by the Statutes of the Academy approved by the Government of the Czech and Slovak Federal Republic. The draft statutes shall be submitted to the Government by the President of the Academy on the basis of a decision of the General Assembly. '
19. § 21 and is released.
In all provisions of the law, the name "Czechoslovak Socialist Republic 'is replaced by" Czech and Slovak Federal Republic'.
Act No. 54 / 1963 Coll., on the Czechoslovak Academy of Sciences, as amended by the legal measure of the Bureau of the Federal Assembly No. 26 / 1970 Coll., Act No. 91 / 1977 Coll. and this Act will expire on 31 December 1992 at the latest.
This Act shall take effect on the day of its publication.
