on admission to higher education
The Ministry of Education of the Slovak Socialist Republic provides, pursuant to § 19 paragraph 1 of Act No. 19 / 1966 Coll., on Higher Education:
ACCEPTANCE TO A ROAD STUDY
Daily study
General conditions
For the purpose of proper study at universities, applicants who have completed a full secondary education completed by the graduate examination and successfully passed the admission procedure at the university shall be accepted in accordance with the needs of the company; in the high School of Arts, the Dean may exceptionally waive the requirement of full secondary education, if it is a candidate who has shown exceptional artistic talent.
Submission and sending of applications to universities
(1) Apprenticeship applications for higher education are submitted by pupils providing full secondary education on the prescribed forms to school heads from the beginning of the school year until the end of November of the last year of study; applications to higher education institutions of art until 31 October. The school directors shall add to the application a comprehensive evaluation of the candidate, drawn up by the teacher and signed by the school director, the teacher and the guidance counselor. The comprehensive evaluation briefly and concise the preconditions for university studies, the development of the student's personality during high school studies, in particular his skills, knowledge, skill and family environment. The school director will inform the student (in the case of a minor of his legal representative) who can add his or her comments to the assessment. Applications with annexes shall be sent by school heads to the debtors by 31 March at the latest, to higher education institutions in the art direction no later than 31 December of the preceding year. Applications for higher education and journalism shall be sent by school directors to the Regional National Committees by 31 January at the latest. The Regional National Committees shall send these applications to the Dean by 31 March at the latest.
(2) Candidates who are not pupils of schools providing full secondary education shall submit applications at the dates referred to in the preceding paragraph through an organisation with which they are in working or similar proportions and which shall add to the application a comprehensive evaluation of the candidate in accordance with the provisions of paragraph 1. If they are not in working or similar proportions, applications shall be submitted through the local (urban) national committee responsible for the applicant's residence.
(3) The application shall include a medical certificate on the medical fitness of a candidate for higher education, taking into account the specific requirements of each field of study and the profession for which he is qualified by a higher education degree: a candidate with an altered working capacity shall submit a medical certificate issued by the district social security assessment committee.
(4) The Dean may request the candidate as well as other supporting documents and data indicating his / her abilities, talents and interest in higher education.
(5) If the application has formal deficiencies or if some information is not duly substantiated, the Dean shall invite the tenderer to remove or complete the application within a reasonable period of time. If this period is passed by the applicant or if the application does not comply with the other conditions set out in Sections 1 and 2, the Dean may reject the application. A candidate may appeal against a decision to refuse, mutatis mutandis, as referred to in Paragraph 5 (4).
Admission procedures for universities
(1) The admission of applicants to study shall be carried out in such a way that the results of the studies completed at the school providing full secondary education shall be evaluated together with the results of the entrance examinations which must be submitted to the applicants.
(2) The Dean of the Faculty may determine that candidates who comply with the admission conditions shall be accepted without an examination.
(3) Without the entrance examination, tenderers shall always be recruited in cases specified in the specific Regulation (1).
(4) Candidates who are authors of the discovery, of a significant invention, of a significant improvement proposal or of a significant industrial design, (2) Candidates from areas requiring increased need for qualified workers shall be accepted as a priority if the equivalent complies with all other reception conditions.
(5) If the entrance examination is not part of the admission procedure (paragraphs 2 and 3), the Dean shall invite the candidate to submit, within a specified period of time after the final examination, a diploma certificate and an annual certificate from the senior year of the secondary school in the original or certified copy.
Admission test
(1) Admission examinations for HEIs shall take place not earlier than 14 days after graduation. The entrance examinations may take place at the universities of the arts since 1 February. The term of the examinations shall be communicated by the Dean to the tenderers at least 14 days in advance.
(2) The task of the entrance examinations is to enable the selection of the most competent candidates for the relevant field of study, the assessment of the overall proven skills and knowledge needed to study the chosen field, the moral profile and the overall personal maturity for university studies.
(3) The acceptance test shall be written and oral or written or oral only. The written entrance exam does not take place by applicants - authors of discoveries, inventions, improvements or industrial designs and, according to the Dean's decision, those who have successfully placed themselves in competitions or Olympics announced by the Ministry of Education in the subjects relevant to the chosen field. The written examination shall take place on a maximum of two subjects. The subjects and topics of the examination content are determined by the Ministry of Education of the Slovak Socialist Republic. If the nature of the field of study so requires, a talent or practical test shall be held. These tests may be carried out before the entrance examination itself: the invitation must be sent at least 14 days in advance.
(4) Candidates shall submit an identity card, an annual certificate from the final year of study and a diploma certificate during the admission examination.
(5) If the candidate cannot attend the entrance exam for serious reasons, in particular for illness, the Dean shall, at his request, set a replacement date, which shall be submitted no later than 5 days after the specified date of the test.
(6) I shall prepare and perform the acceptance tests of test committees which are at least three members; their chairman and members are appointed by the Dean of faculty teachers.
(7) The examination committee shall keep a report on the entrance tests showing the essential facts characterising whether and to what extent the candidate has demonstrated the preconditions for the study of the selected field during the examination. This conclusion serves as the basis for the adoption decision.
Decision on adoption
(1) The Dean of the Faculty, who sets up the Admission Commission as his advisory body, decides on the admission of candidates to study within the planned number of students admitted. When deciding to accept, the Dean of the Faculty shall take account of the results of the entrance examination, if the candidate has performed it, and of its evaluation. The Dean's decision shall be notified to the tenderer by the Dean within 8 days of the end of the recruitment procedure. The decision not to accept shall state the reasons and the instructions on appeals.
(2) Applications from candidates who have not been admitted to study shall be forwarded by the Dean at their request to the faculty indicated in the application. The applicant's application for referral shall have the effect of giving up the appeal. The Dean of the Faculty, who received such an application, proceeds according to § 3 of this Decree if there are vacancies at the Faculty. Otherwise, he'll return the application.
(3) The decision on admission to higher education in the arts, if the applicant has not passed the examination by the date of the decision, is conditional (except for those referred to in § 1). The applicant did not submit a graduation certificate at the latest by the date of registration at the relevant faculty, he cannot be enrolled for study.
(4) A candidate may appeal to the decision not to accept within 5 days of the date of service of the Dean's decision. If the Dean does not comply with the appeal, he will submit it to the Rector for a decision, and it will go to a university which is not divided into faculties or a separate faculty, the Ministry of Education of the Slovak Socialist Republic. Their decision is final.
Study at work
(1) Only applicants who have fulfilled the basic military service may be recruited to study in employment if they are subject to it.
(2) The admission decision shall also take account of the candidate's practice, in particular the practice corresponding to the chosen field of study; its type and length shall be determined by the Dean, who shall also take into account whether the applicant already has another higher education.
(3) Paragraph 1 to 5 of this Decree applies mutatis mutandis to the admission of applicants to study at work.

Applicants for extraordinary studies (3) must comply with the conditions set out in Section 1 of this Decree. The Dean shall determine how applications are to be submitted and how acceptance decisions are to be made in accordance with paragraphs 2 to 5 of this Order.
TRANSITIONAL AND FINAL PROVISIONS
(1) If a candidate who has already studied at a university or a candidate who has successfully completed another university course is eligible for admission, the Dean of the Faculty may accept an application beyond the specified deadlines and may waive the admission examination in whole or in part.
(2) In universities, which are not divided into faculties, the Dean's tasks are performed by the Rector under this decree; the Dean's tasks are performed by the Rector.
This decree also applies to foreign nationals who are allowed to reside in the territory of the Czechoslovak Socialist Republic and who can be admitted to university only with the consent of the Ministry of Education of the Slovak Socialist Republic, which they will apply for when applying.
