DECLARATION
of 30 April 2008
on the method of determining the coverage of terrestrial television signals
Pursuant to Section 150 (5) of Act No. 127 / 2005 Coll., on Electronic Communications and on the amendment of certain related laws (the Act on Electronic Communications), as amended, (the "Act '), the Czech Telecommunications Office provides for the implementation of Section 112 (4) of this Act, as amended by Act No. 235 / 2006 Coll. and Act No. 304 / 1997 Coll.:
§ 1
Definition of terms
For the purposes of this decree:
(a) by terrestrial digital television broadcasting in DVB-T standard, where a digital modulation scheme is used for radio channel transmission;
(b) analogue terrestrial television broadcasting, where analogue modulation with one partially suppressed side band (AM- VSB) is used for radio channel transmission;
(c) a part of the radio spectrum defined by the radio channel as follows:
1. in the first television band 48,5 - 66 MHz for the radio channel designated R1 as defined for the terrestrial analogue broadcast range of radio frequencies from 48,5 - 56,5 MHz, for the radio channel designated R2 as defined for the terrestrial analogue broadcast range 58 - 66 MHz,
2. in the 3rd television band 174 - 230 MHz for a radio channel designated Rn and defined for terrestrial analogue broadcasting by radio frequency range from (174 + (n - 6) .8) to (174 + (n - 5) .8) in MHz, where n is equal to 6 to 12,
3. in the IV and V television bands 470 - 862 MHz for a radio channel marked with n and defined for both analogue and digital terrestrial broadcasting, the range of radio frequencies from (470 + (n - 21) .8) to (470 + (n - 20) .8) in MHz, where n is equal to 21 to 69, the boundary between the IV and V. television band being the upper frequency of the radio channel 34,
(d) a fixed receiving antenna direction antenna with a minimum gain of 3,5 dB in the I. television band, 7 dB in the III. television band, 10 dB in the IV. television band and 12 dB in the V. television band, located outside the building at or outside the roof level above the ground level;
(e) by a television receiver of equipment technically eligible for individually optional television signal reproduction, regardless of the reception method (1);
(f) standard reception equipment:
1. for terrestrial analogue television broadcasting television receiver with minimum sensitivity - 61 dBm in the I. and III television band and - 58 dBm in the IV. and V. television band connected by a coaxial cable with an impedance of 75 µm to a fixed reception antenna,
2. for terrestrial digital television broadcast television receiver with minimum sensitivity - 77 dBm connected by coaxial cable with impedance 75 Hz to fixed reception antenna.
A television connected to a cable system (2) providing a common television reception is also considered as a standard reception device for terrestrial analogue or digital television,
(g) a transmitter for broadcasting radio equipment intended for the dissemination of analogue terrestrial television (analogue transmitter) or digital terrestrial television (digital transmitter),
(h) the measuring point where the intensity of the electromagnetic field and any other parameters of television signals are measured and the quality of the television signal assessed subjectively; the measuring point is determined by the geographical coordinates in the 1984 World Geodetic Reference System (WGS84) system according to the Specific Legislation (3), a more detailed description of the location and address, if provided for for,
(i) a measuring kit for measuring the intensity of the electromagnetic field, a set consisting of an antenna with a known antenna factor (hereinafter referred to as "measuring antenna"), a measuring receiver or a spectrum analyser (hereinafter referred to as "measuring instrument") and a coaxial cable with impedance adapted to the measuring antenna and measuring instrument;
(j) an antenna factor of the constant indicated in dB, used to recalculate the voltage value measured by the measuring instrument at the terminals of the measurement antenna, given in dBµV, to the electromagnetic field intensity given in dBµV / m
Electromagnetic field intensity
§ 2
(1) The coverage of the territory by television broadcasting shall be assessed on the basis of the measured electromagnetic field intensity (hereinafter referred to as "intensity ') of the terrestrial television signal.
(2) The intensity of the terrestrial television signal is determined in the case of:
(a) analogue broadcasting on the basis of the calculation under the conditions laid down in § 4 and in the case of verification of the result of the calculation by measurement carried out under § 9, 10 and 11,
(b) digital broadcasting on the basis of the calculation under the conditions laid down in § 5 and in the case of verification of the result of the calculation by measurement carried out under § 9, 10 and 12.
§ 3
(1) For the purpose of calculating the intensity, a digital field model is used in a grid of 100 x 100 m with triangular interpolation without considering morphology in particular of buildings and crops.
(2) The calculation of intensity respects the signals of transmitters that appear in the Czech Telecommunications Office database and whose operation increases the level of interference of the received signal in the territory under consideration ("known interference signals'). Known jamming signals for calculation are given by technical parameters of transmitters operated on the territory of the Czech Republic and by international coordinated analogue or digital transmitters. Only tropospheric interference is considered in the calculation.
§ 4
Method of determining intensity on the territory covered by the terrestrial analogue television signal by calculation
The effort calculation shall be performed with the following parameters:
(a) the minimum intensities of the useful signal of terrestrial analogue television are:

(d) with a correction factor for field characteristics at the reception site (angle clearance) (hereinafter "CA correction factor"); the correction factor per CA shall be included in the calculation method;
(e) the protection ratios for the calculation of interference of analogue television signal caused by digital television signal are:

Method of determining the intensity on the territory covered by the terrestrial digital television signal by calculation
The effort calculation shall be performed with the following parameters:
(a) the minimum intensities of the terrestrial digital television signal shall be:

(d) with a CA correction factor; the CA correction factor shall be included in the calculation method;
(e) the system variant of terrestrial digital television is with a modulation scheme of sixty-four-state quadrature amplitude modulation (64-QAM), an operating mode with a number of 6,817 carrier frequencies (8K), a code ratio indicating the level of security of the transmission system against errors of 2 / 3 and a protective interval to ensure the intake of undisturbed multiple-channel propagation (undesirable reflections) and enabling the use of one-frequency networks of 1 / 4;
(f) the protective conditions for the calculation of interference are:

§ 6
Determination of territorial coverage by terrestrial television signals
(1) The coverage of the territory is determined on the basis of the calculation of the intensity in an area whose borders correspond to the territorial subdivision of the Czech Republic (4) or the territorial area (5) (hereinafter referred to as the "interest territory").
(2) The territory of interest is covered by terrestrial television broadcasting if the signal from one or more transmitters reaches
(a) for a signal of terrestrial analogue television intensity greater than or equal to the minimum intensity for reception on a fixed receiving antenna pursuant to § 4 (a) and the value of the protection ratio according to § 4 (e) and (f) is respected;
(b) for a signal of terrestrial digital television intensity greater than or equal to the minimum intensity for reception on a fixed receiving antenna pursuant to § 5 (a) and the value of the protection ratio according to § 5 (f) is respected.
(3) The coverage of the territory by terrestrial television signals shall be indicated for each territory of interest as the ratio of the area of the territory covered by the terrestrial television broadcasting and the total area of that territory expressed as a percentage.
§ 7
Residential coverage of the population by terrestrial television signals
(1) The evaluation of the population covered by the terrestrial television signal is carried out for individual municipalities of the Czech Republic based on the population of individual municipalities according to the data of the Czech Statistical Office resulting from the last census of the people). In case of the availability of current statistics from the Czech Statistical Office, the evaluation can be based on these current data.
(2) The assessment of the coverage of the population by terrestrial television signals in the municipality is carried out for each of the basic residential units (7) assigned to the municipality concerned. The number of inhabitants covered by the terrestrial television signal in the basic residential unit shall be determined as the product of the proportion of the territory of the basic residential unit covered by the terrestrial television signal to the total area of the basic unit and the total population of the basic unit. The number of inhabitants covered by the terrestrial television signal in the municipality shall be determined as the sum of the population covered by the terrestrial television broadcast in each of the basic residential units in the municipality. The number of inhabitants covered by the terrestrial television signal in the municipality is generally indicated as the proportion of the population found covered by the terrestrial television signal in the municipality to the total population of the municipality expressed as a percentage.
(3) The number of inhabitants covered by the terrestrial television signal for the whole of the Czech Republic, or a selected part of the territory larger than the municipality, is given by the sum of the inhabitants covered by the terrestrial television signal in each municipality of the selected part of the territory. The number of inhabitants covered by the terrestrial television signal is generally reported as a percentage of the population found covered by the terrestrial television signal.
§ 8
Verification of calculation results by measurement
(1) Measurement to verify the result of the calculation shall be carried out in particular in the case of:
(a) assessment of a signal from one transmitter, in particular in the peripheral areas of the territory covered by a signal from that transmitter;
(b) assessment of signal from multiple transmitters, in particular in a small mountain terrain, in areas covered by terrain barriers, high buildings and so on.
(2) In cases where measurements have been made, the results of measurements of the intensity of the terrestrial television signal and a subjective assessment of its quality shall be indicative to assess the coverage of the territory by a television signal.
§ 9
Measurement of intensity and subjective evaluation of signal quality
(1) The intensity measurement shall be carried out by a measuring kit with a measuring antenna and a subjective evaluation of the quality of the signal shall be assessed on the television set connected to the antenna for the evaluation of the quality of the signal.
(2) The minimum requirements for the technical characteristics of the measuring set and the setting of measuring instruments for measuring the intensity of the terrestrial television signal are set out in Annex 1 to this Decree.
(3) The minimum requirements for the technical characteristics of televisions for the subjective assessment of the quality of the terrestrial television signal are set out in Annex 2 to this Decree.
(4) The procedure for carrying out a subjective assessment of the quality of the terrestrial television signal is set out in Annex 3 to this Decree.
(5) Measurement of the intensity and subjective evaluation of the quality of the terrestrial television signals received shall be carried out at measuring points.
(6) The measuring points for measuring the intensity and subjective assessment of the quality of the signal are selected in view of the rainfall of the terrain and of the buildings in the municipality in places which are not close to obstacles or objects that overshadow the direction of the transmitter whose signal is measured and are not affected by the above-ground metallic guidance and other influences.
(7) Measurement of intensity and subjective evaluation of signal quality is carried out
(a) at a height of 10 m above the terrain, unless otherwise provided by this decree;
(b) on roofs of buildings in cases where the height limits of buildings exceed 10 m above the terrain.
(8) Where the measured intensity is:
(a) for analogue terrestrial television broadcasting, less than the intensity value referred to in Article 4 (a); or
(b) for terrestrial digital television, less than the intensity value referred to in Article 5 (a);
In order to exclude the possibility of measuring at a local minimum, resulting from the multiple propagation of television signals, it is necessary to determine the maximum intensity value for a horizontal change in the position of the measurement antenna of at least 1 m. By directing the measurement antenna to a measured analogue TV transmitter or to a signal with the best subjective quality assessment of the DVB-T signal, the intensity of the change in the measurement antenna height between 5 m and 10 m shall be determined. The maximum intensity value shall be selected from the values found.
(9) For each measuring point, a weighting coefficient shall be established, representing an estimate of the population of the municipality, expressed as a percentage, represented by the measuring point. The weighting coefficient for each measuring point shall be determined by the measuring techniques during measurements in the municipality; in determining the weighting coefficient, account shall be taken of population figures in the relevant base unit assigned to the respective municipality. The sum of the weighting coefficients of all measuring points in the municipality must be equal to 100%.
(10) Data on the measuring point, date, time and other conditions of measurement shall be recorded in the table of the measurement record, together with the intensity values measured and data on the subjective evaluation of the quality of the signals received from terrestrial television. The model of the table, the manner in which it is completed and the format of the data is given in Annex 4 to this Decree.
§ 10
Procedure for determining the number of measuring points
(1) At least 5 measuring points shall be selected so that these selected measuring points represent the expected worst and best reception points for the relevant measured signal. At the measuring points, the intensity measurement shall be performed and the intensity difference shall be determined from the measured values according to the formula:

(2) Where, in accordance with the procedure referred to in paragraph 1, a value is found
(a) ∞ E ≤ 5 dB, no increase in the number of measuring points is necessary;
b) Ø E > 5 dB, the number of measuring points should be selected as follows:
1. if the latter is 0 to 5 dB, the number of measuring points required shall be at least 5;
2. if the latter is 6 to 10 dB, the number of measuring points required shall be at least 7;
3. if the latter is 11 to 15 dB, the number of measuring points required shall be at least 15;
4. if the latter is 16 to 20 dB, the number of measuring points required shall be at least 27.
In the case of more than 21 dB, the territory under consideration must be divided into smaller, separately assessed parts.
§ 11
Measurement and evaluation of coverage of the territory covered by the terrestrial analogue television signal
(1) For the purposes of measurement, the territory of one municipality, part of it or of the territory of the principal residence unit is normally the territory of the interest territory.
(2) The measurement antenna is set in the direction of the maximum intensity of the measured signal and the antenna for subjective quality assessment is set in the direction of the best image.
(3) Subjective assessment of the quality of the signal shall be carried out using the procedure and scale set out in Annex 3, paragraph A.2.
(4) The area around the measuring point is considered to be covered if the measured intensity reaches the minimum intensity in accordance with Annex 3, paragraph A.1. and the subjective assessment of the quality of the signal is within the degrees Q3 to Q5 of Annex 3, paragraph A.2. of this Decree.
(5) In the case of measurements on the roofs of buildings referred to in Article 9 (7) (b), the area surrounding the measuring point shall be considered to be covered if the measured intensity reaches the minimum intensity in accordance with Annex 3, paragraph A.1. and the subjective assessment of the quality of the signal is:
(a) for group income purposes assessed at least at Q4 level;
(b) for the purposes of individual intake, at least Q3 grade
according to Annex 3, paragraph A.2 of this Decree.
(6) The resulting coverage of the territory is given as a percentage of the individual measurement points covered from the total number of measurement points.
§ 12
Measurement and evaluation of coverage of the territory covered by the terrestrial digital television signal
(1) For the purposes of measurement, the territory of one municipality, part of it or of the territory of the principal residence unit is normally the territory of the interest territory.
(2) The measurement antenna is set in the direction from which the terrestrial digital television signal is received with the best subjective quality assessment.
(3) At the measuring point, the spectrum analyser shall check the shape of the spectrum of the received signal. In the case of measurement by the measuring receiver, the measurement of modulation error rate (MER) and, where applicable, bit error rate (BER) shall be carried out.
(4) The area around the measuring point is considered to be covered if the measured intensity reaches the minimum intensity according to § 5 (a) and the subjective assessment of the quality of the signal is within the degrees Q3 to Q5 according to Annex 3, paragraph B.1. of this Decree.
(5) In the case of measurements on the roofs of buildings referred to in Article 9 (7) (b), the area surrounding the measuring point shall be considered covered if the measured intensity reaches the minimum intensity values referred to in Article 5 (a) and the subjective assessment of the quality of the signal is:
(a) for group income purposes assessed by Q5;
(b) for the purposes of individual intake, at least Q3 grade
according to Annex 3, point B.1, to this Decree.
(6) The resulting coverage of the territory is given as a percentage of the individual measurement points covered from the total number of measurement points.
§ 13
Evaluation of the population covered by the terrestrial television signal
(1) The number of inhabitants of the territory covered by the terrestrial television signal shall be determined from the measured intensity and subjective evaluation of the quality of the signal according to the formula:

vi the weighting coefficient determined in accordance with § 9 (9);
Pi value expressing coverage of the area represented by the measuring point established for analogue terrestrial television broadcasting pursuant to § 11 (4) and (5) or for digital terrestrial television broadcasting pursuant to § 12 (4) and (5). This value is equal to
(a) 0 for a measuring site not covered; or
(b) 1 for a measuring site covered by the terrestrial television signal.
(2) The resulting number of inhabitants covered by terrestrial television broadcasting in a territory larger than the territory of interest is determined by the sum of the number of inhabitants covered in each territory of interest.
§ 14
Efficacy
This Decree shall take effect on the 15th day following its publication.

1. The measurement set for measuring the analogue television signal shall meet the following parameters.

3. Setting of measuring instruments for measuring intensity
3.1 Measurement of analogue television signals (AM- VSB)
3.1.1 Setting the basic parameters of the spectrum analyser:

The specified parameters of the measuring receiver are usually set automatically when selecting the analogue TV measurement function (AM-VSB).
3.2 Measurement of DVB-T digital television signals
3.2.1. Intensity measurements shall be performed as integration measurements, i.e. measurements over the entire DVB-T signal bandwidth for spectral analysers of channel power functions or for other measuring instruments corresponding to parameter settings. Using this function, the parameters of the measuring instrument are usually set automatically. If the parameters of the measuring instrument are not set automatically, the following parameters shall be set manually:

3.2.2. When using measuring instruments that allow only measurements with a low resolution bandwidth (RBW) (hereinafter "RBW ') or a low interfrequency bandwidth (IFBW), the parameters of the measuring instrument shall be set as follows:

To ensure maximum measurement accuracy, RBW shall be set to the maximum value allowed by the measuring instrument. The mean frequency at which measurements are made shall be determined taking into account the shape of the spectrum throughout the radio channel, in particular when the signal surface is routed by reflections, so that the measurement represents the mean value of the measured signal.
The resulting intensity shall be determined according to the correction for the RBW used according to the relation:
