DECLARATION
Ministry of Agriculture
of 9 May 1996
implementing the hop protection law
The Ministry of Agriculture provides pursuant to Section 14 of Act No. 97 / 1996 Coll., on the Protection of Hops ("the Act '):
Hop regions and hop positions
(to Article 3 of the Act)
The hop regions and their positions shall consist of the cadastral territories listed in the Annex.
Management of hop records
(k § 4 of the Act)
(1) hop trees shall be recorded separately for each cadastral territory, broken down into individual entrepreneurs with hops or owners of hops.
(2) The register shall contain the registration number of the hops, the parcel number, the total, production and assistance area of the hops, the variety, the category and generation of propagating material, the buckle and the year of establishment of the hops, the name, surname and permanent residence of the holder of the hops, the natural name or business name and the registered office of the holder of the hops, if any, the legal name, surname and permanent residence of the holder of the hops.
(3) The production area of the hop plant, which is formed at the head of the structure by the coupling of the anchorages at the ground level, is visible in a longitudinal direction at a distance of 1,5 m outside the last set. The parts of the hops outside the production area which form the auxiliary area of the hops shall also be recorded.
(1) For each cadastral territory, a separate set of registration numbers shall be maintained by the Central Audit and Examination Institute (hereinafter referred to as the Institute).
(2) The allocated registration number of the hop plant shall be fixed to all four corner pillars of the structure so that it is not damaged by passing mechanical means.
(3) The notice of cancellation of hops shall indicate the cadastral territory, the registration number and the area of the cancelled hops.
Procedure for the labelling of hops
(k § 6 of the Act)
The Institute carries out on-the-spot marking of hops for entrepreneurs. To this end, it shall ensure:
(a) determination of the weight of each hops filled with packaging by weighing on certified scales, 1)
(b) seal the top of the packaging,
(c) the fixing of the label on the side of the packaging by two seals;
(d) the registration of the number and weight of each container with hops in the statement marked with hops.
Where hops are grown in one of the hop positions, the name shall be indicated on the label under the name of the cadastral territory. In this case, the label has a vertical coloured stripe in the middle of the hop position of the Golden Creek Valley, in the hop position of the Green Underwood and in the hop position of the Polepská Blata blue.
The declaration of marked hops shall contain:
(a) the name of the cadastral territory and district in which the hops are situated;
(b) the area of hops;
(c) where the person is a person with hops, the name, surname and permanent residence and the person is a person with hops;
(d) the packaging number,
(e) the gross weight of the container with hops and the weight of the container,
(f) the harvest year.
Where it is necessary to change the designated hops in order to endanger their quality or health before verification, the institute shall, on request of the hop entrepreneur, remove the label from the hops packaging, affix new labels to the hops packaging after re-packaging, identify the weight of the individual hops packaging on the certified scales and provide proof thereof. Similarly, the Institute shall mark the remaining hops after packing.
Procedure for checking hops
(Articles 7 and 8 of the Act)
(1) The application for verification of hops contains:
(a) where the person is a person with hops, the name, surname and permanent residence, and where the person is a person with hops;
(b) the number of hop packages applied for;
(c) place of packing;
(d) the harvest year;
(e) the hops region;
(f) hop variety,
(g) data on humidity and hops;
(h) the date of registration.
(2) At the same time as the application, the hop entrepreneur shall submit a list of the packaging numbers with hops registered for verification by cadastral territory.
Upon submission of the application by the hop entrepreneur, the Institute shall carry out checks on hops in premises designated by the Institute. To this end, it shall ensure:
(a) checking the completeness of the data on the hops application for verification;
(b) checking the identity of hops by label;
(c) removal of label and seal from packaging;
(d) supervision of hop treatments;
(e) sealing and sealing of hops packaging, except granulated and ground hops packaging;
(f) the indication of the packaging with hops indicating whether the hops are treated or not.
(1) The certificate contains, in addition to the information provided for in Section 7 (3) of the Act, the registration number of the certificate, the type of packaging, the number, the number and weight of the hops packaging, the method of adjusting hops, the signatures of the head of staff of the Institute, the date and place of issue.
(2) The certificate issued for the certified hops mixed in accordance with Section 8 (e) of the Act must also contain the registration numbers of the original certificates.
(3) Up to 50 hops packages may appear on one certificate.
(1) Written documents on the verification of hops shall be drawn up for export bilingual, in Czech-German or Czech-English.
(2) The inscriptions on seals and seals to be sealed for the verification of hops are given in the Czech language. When verifying hops intended for export, the text on the label, seal and certificate shall also be given in German or English.
Quality and health requirements for hops
(to Paragraph 7 (2) of the Law)
(1) The moisture content of the certified hops must not exceed 12% by weight and the content of hop additives by 5% by weight. The leaves and parts of hops are to be considered as hop adjectives, broken stalks, parts of stalks longer than 30 mm and fractions of vines.
(2) The nitrate content determined as NaNO3 must not exceed 15 000 mg per kg dry matter of hops.
Methods of testing and sampling
(k § 14 (f) of the Act)
(1) The quality and health assessment shall be carried out by the supervisory authorities referred to in Section 10 of the Act in accordance with the procedure laid down in Sections 14 to 17.
(2) The quality and health assessment shall be carried out on an average sample. The average sample shall be prepared by mixing the incremental samples taken from a single batch of hops. The average 200 g sample shall be used for the quality assessment of the methods set out in Sections 15 to 17.
(1) The partial sample of unprepared hops is to be taken by hand after cutting the side seam of the package, alternately from the bottom, middle and upper part of the contents of the package. One incremental sample is taken from each package of controlled dose.
(2) The partial sample of hops treated with pressing shall be taken manually after the upper part of the packaging has been cut out by cutting the hops, at the number of packages of the controlled dose
(a) in five packs of packages, two incremental samples from two packs,
(b) from six to 15 packages of packages, three incremental samples from three packages,
(c) from 16 packages of packaging, four incremental samples from four packages.
(3) A partial sample of hops treated with milling or granulation shall be taken with the blade from each package, at the weight of the dose checked.
(a) up to 100 kg, two incremental samples from two packages,
(b) from 101 to 500 kg, four incremental samples from four packages;
(c) from 501 kg to six incremental samples from six packages.
(4) The incremental samples shall be at least 100 g.
(1) Weigh the sample to the nearest tenth of a gram, spread it out into dark blue or purple paper and select the hop component. Parts of stalks exceeding 30 mm shall be cut off and added to the hop component, which shall be weighed to the nearest tenth of a gram.
(2) The content of the hop component as a percentage is calculated by dividing the weight of the hop component by 100 by the weight of the sample before sorting the hop component.
(1) Unprepared hops and hops treated with pressing or granulation are crushed into particles of not more than 2 mm. Five to ten grams of hops shall be placed in a prepared aluminium bowl, dried at 105 to 107 ° C and chilled in a desiccator. After closing the bowl with the lid, the weight of the bowl shall be determined on the analytical balance to the nearest 1000 grams. It is then dried in a pre-heated oven for one hour at 105 to 107 ° C. After cooling off in the desiccator, the desiccator bowl shall be weighed to the nearest 1000 grams.
(2) The percentage water content is calculated by subtracting the weight of the sample after drying, multiplying by 100, and dividing by the weight of the sample before drying.
The nitrate content is determined by high performance liquid chromatography (HPLC) or flow-rate injection analysis (FIA).
Repeal
They shall be deleted:
1. Decree No. 78 / 1962 Coll., of the Ministry of Agriculture, Forestry and Water, implementing certain provisions of the Act on hop production areas, hop positions, compulsory marking of hops and the registration of hops,
2. Sections 20 and 43 to 45 of the Decree of the Ministry of Agriculture, Forestry and Water Management and of the Ministry of Justice No. 62 / 1964 Coll., which issue implementing regulations for the Act on the development of plant production.
Efficacy
This decree shall take effect on the day of its publication.
