Ministry of Trade and Tourism of the Czech Socialist Republic
of 16 September 1988
on the purchase of goods by organisations in retail stores
The Ministry of Trade and Tourism of the Czech Socialist Republic provides in agreement with the participating central authorities pursuant to § 56 of the Act of the Czech National Council No. 127 / 1981 Coll., on Internal Trade, as amended by the Act of the Czech National Council No. 116 / 1988 Coll. ("the Act '), for the implementation of Article 5 of the Act:
(1) Organisations may purchase goods at retail stores for cash if the sum of the cash amount for purchases in one day does not exceed 500 CZK for one place carrying out a cash cash cash transaction in the organisation.
(2) A cash-in cash transaction place shall mean the organisation's cash register or the deposit facility for small editions set up by the organisation. 1)
(3) If the purchase exceeds 500 CZK, the organisation shall submit a written order and pay it cashless on the basis of an invoice.
(1) Organisations authorised to conduct retail activities under Section 13 of the Act may not sell retail activities to organisations if they pay cash-free goods listed in the List which is part of this Decree.
(2) The prohibition on non-cash sales does not apply to:
(a) goods purchased by organisations as non-monetary remuneration on the working and life anniversary, on their first retirement, on their results in socialist competition or on exemplary performance of their tasks or on exceptional social engagement, 2)
(b) the saleable actions authorised by the Ministry of Finance, Prices and Wages of the Czech Socialist Republic, where the prize is set in goods or convertible into purchases of goods of their choice;
(c) lot, after-sale and used goods;
(d) building materials, metallurgical materials and industrial goods referred to in (d), (f), (g), and (h) List purchased by housing organisations, national committees and housing cooperatives for the purpose of maintaining the housing fund, national committees, school, health and social care institutions, Czechoslovak Academy of Sciences and Research institutes.
The Ministry of Trade and Tourism of the Czech Socialist Republic may, for serious reasons and in individual cases, authorise an exemption from the provisions of § 2 (1) and (2).
It shall be repealed:
1. Decree of the Ministry of Trade of the Czech Socialist Republic No. 111 / 1985 Coll., on the purchase of goods by organizations in retail stores.
2. Proceeds of the Ministry of Trade of the Czech Republic No. 9 / 1987 The Bulletin of the MO of the Czech Republic concerning the prohibition of the sale of certain goods in internal trade to organizations [(reg.) - No 22 / 1987 Coll.].
This Decree shall take effect on 1 November 1988.

the types of goods prohibited from selling to organisations;
(a) new passenger and delivery cars;
(b) any non-food consumer goods imported from non-socialist states and Yugoslavia other than balsa wood, sports goods, sports clothing and sports footwear for top sports and clubs with the care of sports talented youth;
(c) bicycles with conversion factors of the production and type Cross, Trial, Elna sewing machines and all sewing machines imported from the GDR;
(d) freezers;
(e) portable television receivers for colour reception;
(f) baths, sanitary fittings and spare parts, bath and sink accessories;
(g) article and plate radiators, steel carriers I and U, galvanised sheets and thin-wall steel profiles;
(h) cement and ground lime between March and September, terazzo tiles, ceramic tiles, coniferous sawn wood, heavy insulating strips and burnt embossed roofing, ceramic tiles, masonry materials burnt and not burnt, asbestos-cement covering smooth, Hurdis ceiling plates, staircases, stone pipes, wooden doors, wooden windows.

2) Decree of the Federal Ministry of Finance, the Ministry of Finance of the Czech Republic, the Ministry of Finance of the SSR and the Central Council of Trade Unions No. 21 / 1986 Coll., on the Fund of Cultural and Social Needs. Act No. 100 / 1970 Coll., on the service relationship of members of the National Security Corps, as amended by Act No. 63 / 1983 Coll.
3) The proceeds of the Federal Price Office, the Czech Price Office and the Slovak Price Office of 21 March 1988 No V-6 / 1988 on the prices negotiated by the Agreement (Price Gazette No 14 / 1988).
