The Federal Committee on Technical and Investment Development and the Ministry of Construction and Technology of the Czech Socialist Republic with the Slovak Socialist Republic pursuant to § 6 of Act No. 53 / 1968 Coll., on Changes in the Organisation and Scope of Certain Central Authorities, pursuant to § 31 (1) of Act No. 87 / 1958 Coll., on the Construction Regulations, and § 16 (1) of Act No. 84 / 1958 Coll., on Territorial Planning, and Main Arbiter of the Czechoslovak Socialist Republic pursuant to § 395 of Act No. 109 / 1964 Coll. provides:

Introductory and common provisions
§ 1
Purpose of the Order
(1) The Decree on certain housing measures (hereinafter referred to as the "Order") monitors the creation of conditions for ensuring the consistent performance of the specified housing tasks.
(2) In particular, the Decree supplements and amends certain provisions of Decree No. 107 / 1966 Coll., on documentation of buildings and provides for certain other measures in housing construction. *)
§ 2
Scope
(1) The decree covers complex housing construction (§ 3 (1)) and construction (buildings, operating sets) of complex residential construction (* *), provided that they are provided in the form of mandatory tasks under special regulations; The provisions of the Decree shall apply mutatis mutandis to works or parts thereof carried out solely by self-help.
(2) The construction participants may agree, on a case-by-case basis, that the provisions of the Order shall also apply to the appropriate extent to the preparation of residential and civil buildings, or parts thereof, carried out by suppliers but not provided by binding tasks.

Cooperation of construction participants
The investor and suppliers listed in the closed (agreed) schemes are required to conclude a supply preparation contract without undue delay on the basis of an approved project task unless they have ensured proper preparation by concluding a cooperation agreement on the organisational and project preparation of the construction. *) Suppliers and their suppliers shall be required to act in a similar manner. The organisation must always provide for penalties in the event of failure to fulfil its obligations.

Common provisions
§ 18
(to Sections 44 and 45 of the Act No. 107 / 1966 Coll., to Sections 3 (4) of the Act No. 153 / 1958 Ú. l.)
Total construction data
(1) The building summary data are processed according to the models in Annex 2
(a) as part of detailed territorial plans and studies of building sets; only strongly framed parts are completed;
(b) as part of project tasks, projects (projects at the stage of the comprehensive project solution) and as part of the final technical and economic evaluation of the construction.
(2) The authority or organisation responsible for providing the documentation referred to in the preceding paragraph shall be responsible for the accuracy and completeness of the aggregate data of the construction.
(3) The building summary data shall be submitted by the authorities or organisations referred to in paragraph 2 after the approval of the relevant documentation or, where appropriate, the final technical and economic evaluation of the completed buildings in four copies to the Regional National Committee.
(4) The Regional National Committee will send the building summary data in two copies to the National Ministry of Construction and Technology (one copy to the Federal Statistical Office) and one copy to the Ministry of Planning of ČSR and SSR.
(5) In agreement with the Federal Statistical Office, the Ministry of Construction and Technology of the Republics provides details of the procedure for the processing of aggregate construction data.
§ 20
(1) Where the rights or obligations of an investor are laid down by the various provisions of the Order, this shall also mean another organisation entrusted with the performance of the investor's functions.
(2) Unless otherwise provided for in specific regulations, the processor shall be obliged to discuss with the future operator (user) on an ongoing basis the issues of preparation and implementation of the construction, relevant for its proper operation (use).

§ 22
(1) The Decree shall take effect on 1 January 1971.
