Government Regulation on the establishment of the timetable and technical arrangements for implementing the measures under Sections 64 to 68 of the Basic Register Act

of 25 May 2011
laying down the timetable and technical arrangements for implementing the measures provided for in Articles 64 to 68 of the Basic Registers Act
The Government orders pursuant to § 69 (2) of Act No. 111 / 2009 Coll., on Basic Registers, as amended by Act No. 100 / 2010 Coll.:
Verification of the accuracy and completeness of the data necessary for the fulfilment of the basic registers maintained in the Agenda Information Systems
§ 1
(1) The administrator of the population registration information system shall, by 31 October 2011, verify the accuracy and completeness of the data necessary for the fulfilment of the population register kept in the population information system by comparing them with the data provided in the population records.
(a) the information system for the registration of identity cards;
(b) the travel document registration information system;
(c) data box information system;
(d) the territorial identification information system;
(e) the register of pensioners; and
(f) the general health insurance policy register.
(2) By 31 October 2011, the management of the alien information system will verify the accuracy and completeness of the data necessary for the fulfilment of the population register kept in the alien information system by comparing them with the data kept in
(a) data box information system;
(b) the territorial identification information system;
(c) the register of pensioners; and
(d) the general health insurance register.
(3) AIFMs of the information system of the registration of citizens' cards, the information system of the travel documents and the information system of the data boxes shall, by 31 October 2011, verify the accuracy and completeness of the data necessary for the fulfilment of the population register kept in those information systems.
§ 2
(1) The agents listed in the Annex to this Regulation shall provide the registry administrators within 1 month of the date on which the registry administrator requested them with the information necessary to complete the register of persons contained in their records.
(2) The manager of the spatial identification information system shall provide the registry administrator with the information necessary for verifying and supplementing the address data within 14 days of the registry administrator requesting it.
(3) The data box information system administrator shall provide data from the data box information system corresponding to the reference data kept in the register within 14 days of the date on which the registry administrator requested it.
(4) The registry administrator shall verify the accuracy, completeness and inconsistency of the data provided under paragraphs 1 to 3 and, within 4 months of the date on which they are made available to the agent points, shall submit a report to the agent points on the outcome of the verification of the data. On the basis of this report, the agenda posts shall, by 30 November 2011, remove the deficiencies identified and, where appropriate, initiate a procedure to eliminate them within that period.
§ 3
(1) By 31 October 2011, the registry's information system administrator will verify the accuracy and completeness of the data necessary for the fulfilment of the register of territorial identification maintained in the cadastral information system compared to those maintained in the population information system. The administrator of the cadastral information system shall, on the basis of the data provided from the population registration information system, align the data on owners and other beneficiaries in the cadastral information system with the data contained in the population registration information system.
(2) The managers of the information systems of the public administration referred to in Section 66 (1) of the Basic Register Act (hereinafter referred to as "the Act") shall provide the controllers of the information system of territorial identification within 1 month of the date on which the controller of the information system of territorial identification requested them to comply with the information system of territorial identification.
(3) The controller of the information system of territorial identification shall verify the completeness and inconsistency of the data provided under paragraph 2 and shall, within 1 month of the date of their submission, submit a report to the administrators of the information systems of public administration referred to in Section 66 (1) of the Act on the outcome of the verification of the data. On the basis of this report, the managers of the public administration information systems referred to in Section 66 (1) of the Act shall remove the deficiencies identified within 1 month of the date of transmission of the report.
(4) The managers of the public administration information systems referred to in Section 66 (1) of the Act will provide the managers of the information system with corrected data within 3 months of the date of entry into force of this Regulation.
(5) The manager of the territorial identification information system shall ensure that the territorial identification information system is fulfilled within 3 months of the date of the provision of the corrected data. From the date of notification of the manager of the territorial identification system to the territorial identification system, they shall update the territorial identification data in that information system.
Connecting the programme information systems of editors to the system of basic registers
§ 4
Managers of the information system of the population, the information system of the foreigners, the information system of the registration of citizens, the information system of the travel documents, the information system of the data boxes, the property register information system, the business register and the trade register shall, within 1 month of the date of entry into force of this Regulation, report the editor's agenda through these agency information systems in accordance with the procedure laid down in Sections 53 and 54 of the Act. For this purpose, the Ministry of the Interior shall publish, on the date of application of this Regulation, the structure of the announcement of the agenda in accordance with Article 54 (2) of the Act.
§ 5
Information system managers who are the agent points listed in the Annex to this Regulation and do not report an agenda pursuant to Article 4 shall notify the editor's agenda by 31 August 2011 in accordance with the procedure laid down in Articles 53 and 54 of the Act.
§ 6
(1) Within 1 month of the entry into force of this Regulation, the administrator of the information system of the basic registers shall publish the conditions for the connection of the agenda information systems referred to in Sections 4 and 5 to the information system of the basic registers containing a technical description of the data interface and communication.
(2) By 30 September 2011, the administrator of the information system of the basic registers shall ensure the operation of the external interface of the information system of the basic registers and the interconnection of the information system of the basic registers with the population register, the register of persons, the register of rights and obligations, the register of territorial identification and the information system maintained by the Data Protection Office in order to ensure its competence under Article 11 (1) of the Act and the necessary conditions for the interconnection of the agency information systems referred to in Sections 4 and 5 with the information system of the basic registers.
(3) The Office for the Protection of Personal Data shall ensure, by 30 September 2011, the allocation of the natural person's agendas identifier through the information system of the basic registers to the agendas information systems.
(4) AIFMs of the agent information systems referred to in Section 4 shall ensure, by 30 November 2011, the interconnection of their agenda information system with the information system of the basic registers under the conditions published by the controller of the information system of the basic registers.
(5) AIFMs of the agent information systems referred to in Section 5 shall ensure, until 31 January 2012, the interconnection of their agenda information system with the information system of the basic registers under the conditions published by the controller of the information system of the basic registers.
§ 7
The public authorities exercising their powers in the agendas announced in accordance with Sections 4 and 5 shall initiate the update of the data in the agendas information systems to invite administrators of such systems by 30 September 2011 for agendas announced in accordance with Sections 4 and 30 November 2011 for agendas announced in accordance with Section 5.
§ 8
The administrators of the agent information systems referred to in paragraphs 4 and 5 shall, through the operational services of the external interface of the information system of the basic registers, fill in the reference data in their basic registers according to the current legal status, initiate an ongoing update of them, connect the natural persons' agent identifiers to the corresponding reference data in the population register, ensure that the data on natural persons in their information systems is kept up to date, allow them to be updated through the information system of the basic registers, by 31 January 2012 for the agendas reported under paragraph 4 and by 31 March 2012 for the agendas announced under paragraph 5.
Connecting selected agenda information systems to the system of basic registers
§ 9
Managers of the register of pension insurers, the register of general health insurance insurers, the information system of social security payers and the contribution to the state employment policy of the Czech Social Security Administration and the tax information system of the General Financial Directorate using the data from the basic registers shall, within 2 months of the date of entry into force of this Regulation, report the agendas via these agency information systems in accordance with the procedure laid down in Sections 53 and 54 of the Act.
§ 10
(1) Within 1 month of the entry into force of this Regulation, the administrator of the information system of the basic registers shall publish the conditions for the connection of the agenda information systems referred to in Article 9 to the information system of the basic registers containing a technical description of the data interface and communication.
(2) The administrator of the information system of the basic registers until 31 December 2011 will ensure the necessary conditions for the interconnection of the agenda information systems referred to in Section 9.
(3) AIFMs of the agent information systems referred to in Section 9 shall ensure, until 30 April 2012, the interconnection of their agendas information system with the information system of the basic registers under the conditions published by the administrator of the information system of the basic registers.
§ 11
AIFMs of the agent information systems referred to in Article 9 until 30 April 2012 shall, through the operational services of the external interface of the information system of the basic registers, connect data on natural persons with the corresponding reference data in the population register, ensure continuous updating of data on natural persons in their information systems, including verification of their compliance with the reference data, and allow the data maintained in their agent information systems to be updated through the information system of the basic registers.
§ 12
Connection of other agency information systems
By 31 May 2012, the basic registry information system administrator shall make the services of the basic registry system available to other authorised agency information systems.
§ 13
Efficacy
This Regulation shall enter into force on the day of its publication.
