establishing the characteristics of the functions of specially equipped telecommunications terminal equipment for different types of disability
According to Section 150 (2) of Act No. 127 / 2005 Coll., on Electronic Communications and on the amendment of certain related laws (the Act on Electronic Communications) ("the Act '), the Ministry of Informatics provides for the implementation of Section 43 (3) of the Act:
§ 1
The characteristics of the functions of specially equipped telecommunications terminal equipment which the universal service provider is obliged to rent or sell pursuant to Section 43 (2) (a) of the Act at the price of the standard telecommunications terminal equipment to disabled persons referred to in Section 43 (4) of the Act are listed in the Annex to this Decree.
§ 2
Efficacy
This Decree shall take effect on 1 May 2005.

Characteristics of functions of specially equipped telecommunications terminal equipment
(1) Specially equipped telecommunications terminal equipment is telecommunications terminal equipment, if necessary, enabling complete conversation and conversion services and meeting one or more of the following characteristics:
(a) the possibility of strengthening and regulating the amplification of the received voice signal and the amplification of the ringing signal for the needs of persons with hearing disabilities;
(b) the possibility of transferring the received voice signal to mechanical vibration or any other effective technical system for the needs of persons with hearing disabilities;
(c) the possibility of converting the ringing signal to light-signalling, the possibility of identifying and archiving the incoming call number, the equipment of the SMS keyboard and the display for the needs of persons with hearing disabilities;
d) the possibility of loud communication and simple control for the needs of persons with mobility disabilities;
(e) the possibility of cordless connection to the end point of the public fixed communications network for the needs of persons with reduced mobility;
(f) an enlarged keyboard or keyboard with contrast buttons for the needs of people with low vision; or
g) equipment with voice output in Czech language for the needs of virtually or completely blind.
(2) A standard telecommunications terminal equipment equipped with a special purpose accessory shall be considered as specially equipped with telecommunications terminal equipment provided that it meets as a whole one or more of the characteristics referred to in paragraph 1.
(3) The telecommunications terminal equipment is also considered as specially equipped, which allows full conversation and conversion services through software application if necessary.
