repealing certain local fees and regulations on the local fee for dogs
According to Section 2 (1) of Act No. 82 / 1952 Coll., the Ministry of Finance provides for local fees:
Preliminary provisions
The development of production forces and the consolidation of socialist production relations continue to increase the tasks of national committees. It is therefore necessary to assist in all areas of their activities to simplify administrative work so that national committees can better take care of the continuous development of production and paid services for the population. On the budget revenue section of the national committees, it is a significant administrative burden on the collection, accounting and enforcement of most local charges.
(1) The national committees will not charge the following fees from 1 January 1961:
1. Charges from places
2. cemetery fees,
3. service charges:
(a) care and subsistence;
(b) the fee for the removal of ash and sewage,
(c) a charge for the disposal of substances of animal origin;
(d) weighing fee,
(e) fees from participants in public establishments;
4th spa fee.
(2) Instead of fees for places in markets, cemetery fees and service charges, refunds will be levied according to the price lists issued (directives).
Fee from dogs
Jurisdiction and method of payment
(1) The charge is administered by local (district) national committees.
(2) The fee shall be paid on behalf of the national committee which manages it. If more appropriate, it may also be paid in cash directly to the national committee.
Management
(1) An appeal may be lodged with the National Committee which has assessed the fee or issued the decision within 15 days of the date of receipt of the notice of payment or any other decision.
(2) Otherwise, general rules on tax and enforcement procedures apply.
Repeal
Decree No 234 / 1953 Ú. l, implementing the Law on Local Charges, as amended by Decree No 239 / 1955 Ú. l., No 190 / 1957 Ú. l. and No 165 / 1959 Ú. l. and Section 25 of Decree No 112 / 1957 Ú. l., on the local charge on flats, are hereby repealed.
Efficacy
This Decree shall take effect from 1 January 1961.
